Questions and Answers Request for Quotation (RFQ)

Solicitation No.: W81K02-17-T-0352 Clinical Documentation Improvement Specialist Services

Closing date: September 08, 2017 at 05:00 PM (PST)

All questions must be received in writing by: September 1, 2017 at 05:00 PM (PST)

1) Is there any possibility of increasing this Set Aside to the next Size Standard of $20,500,000??

Response: The NAICS Code and the corresponding size standard will remain as shown on the face of the SF 1449.

2) Could you please clarify the Response Date? The FBO site states September 18, 2017, however Box #8 of Solicitation the Response Date is September 08, 2017.

Response: The response date and time for this requirement is as shown in block 8 on the face of the SF 1449. When in doubt refer to FAR 52.212-1(f) Late submissions, modifications, revisions and withdrawal(s) of offers. (f) Late submissions, modifications, revisions, and withdrawals of offers.

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

3) Is there a set-aside for this requirement?

Response: Yes. This requirement has been set aside 100% for small businesses as shown in block 10 on the face of the SF1449.

4) Solicitation, Page 67. “This solicitation will be evaluated using the methodology of Lowest Priced Technically Acceptable.” As the absence of past performance does not support a finding of technically unacceptability, please confirm that offerors without relevant past performance may still be considered technically acceptable if they do not submit past performance information inclusive of the Past Preformation Information Collection Sheets.”

Response: You can find the information to your question on page 74-75. Factor 2. Past performance paragraph c.

on to the top of page 75. This tells you how offers without adequate past performance will be rated.

5) Who is the incumbent?

Response: There is no incumbent. This is a new requirement.

6) Lastly the due date was 9/8 and it appears it is now 9/18."

Response: See the response to question # 2 above.

7) Since this solicitation has CDI and coding component, can the coding be done remotely?

Response: No, the CDI specialists use coding in their daily work of reviewing the inpatient records. They are not coders but they must have the coding education to complete their work. So, no they would not be able to work remotely.

8) Is the September 1, 2017 date still the correct due date for vendor questions?

Response: Yes. This date still stands as the deadline for submission of questions for this requirement.

9) Attachment 4 The Joint Base Lewis-McChord Health Contracting Cell (JBLM-HCC) is conducting a competitive acquisition for Ultrasound Technologist Services. Ultrasound Technologist should be changed to Clinical Documentation Improvement (CDI).

Response: Change the name of the required services on the form, prior to sending it to your references. I have provided a copy for you.

10) Attachment 4 PAST PERFORMANCE INFORMATION COLLECTION SHEET (PPIS) does not provide space for any specific contract information and description that are identifiable to or to the customer that is being asked for a reference. The RFP calls for the reference contact information, so do we provide a list with this information separate from the PPIS? Would the government consider changing the first section of the PPIS to allow for details on the reference contract and POC details?

Response: Your reference is only to provide the information being requested on the form: Question 2 asks what types of services are being provided. Question 3 asks where the services are being provided. (i.e. Bayne Jones- Army Community Hospital, Ft. Polk, LA). The person providing the reference will be incorporating their name, title, phone number etc. and the Government will be able to be provided on the bottom of the form. (see the below information)

12) Pg. 67. "Price will be evaluated using various price analysis techniques. There is no mention of analysis technics, other than unbalanced price. Considering the government is asking for Total Compensation information, does this mean that the government evaluate price reasonableness (too or high price) under the LPTA?

Response: The government must be able to determine all prices fair and reasonable. The Federal Acquisition Regulation (FAR) Part 15 discusses various pricing techniques that the Government may use to determine whether or not pricing is fair and reasonable. The following link will take you to the FAR: http://farsite.hill.af.mil/

13) Page 42 3.7.1 (Hours of Performance) states that normal duty hours are between 0630 - 2000 Monday through Friday. Is that a schedule you normally see for CDIS personnel? If the answer is yes, please clarify that, this does not mean there is a need for overtime and maximum weekly hours will be 40 hours

Response: The Department Chief sets the schedule for the contract personnel. Hence, the hours that the contract personnel will work will be between the hours of 0630 and 200 hours. That is something that is worked out between the Department Chief and the successful offeror.
