Vendor Questions and Government Responses Q: Would the government like the Wash Formulas submitted as part of the Technical Proposal? If yes, can it be omitted from the 10 page limit as the Wash Formulas themselves can exceed 10 pages?
A: While page 42, paragraph 5.7.1does state contradictory information (‘wash formula to be provided to KO 10 day prior to contract start date’ and ‘was formula shall be provided with the proposal’) It should be submitted with the proposal. The wash formula will not be included in the 10 page technical page limit. However, the technical response should still describe the wash process.
Q: Which Wage Determination would the Government like contractors to use for this RFQ? Would the government please advise if the $10.15 per hour is the correct minimum wage to be paid in addition to the Health & Welfare requirement?
A: There may be some confusion regarding the Wage Determination and the Executive Order and which is the correct minimum rate. The minimum rate is the higher between the two. Depending upon the job position, this might be vary between the two.
Q: Does the government want provision 252.209-7991 returned with the contractor’s submission?
A: Yes it should be submitted. It was inadvertently omitted from the submission requirements. An Amendment will be issued to change that section to include the submission of this.
Q: This CLIN is for the minimum guarantee for $5000.00 for this ID/IQ contract. Contractor shall not invoice for the minimum guarantee unless a task order has not been issued by the end of the first period of performance. See PWS for additional information. What is an ID/IQ contract? Where in the PWS can contractors find the additional information?
A: An ID/IQ (Indefinite Delivery/Indefinite Quantity) contract provides for an indefinite quantity, within stated limits, of supplies or services during a fixed period. Basically the actual amount or number of services/supplies requested are not exactly known but there is an estimated amount. See FAR 16.504 for additional information. As to where can additional information be found in the PWS, that was referring to the minimum guarantee, which is not mentioned in the PWS and should not have been part of the CLIN description.
Q: 7. Attachment three: Compensation Plan for Employees Under Wage Determinations – Base Plus Options Periods. Question(s): How does the government want the cells to be completed for option years when future wage determinations wages and benefits are unknown until the Department of Labor posts them?
Does the Government want one form completed for each class or type of employee?
What is the definition of “specialty” as it is applicable to this document?
A: Please base the option years off of the current Wage Determination. If the Wage Determination or the Executive Order adjusts the figure in the future, a vendor may ask for an equitable adjustment based upon any changes to these documents. Please include one form for each specialty or position involved. Specialty would be each different job (ex. Driver, washer, etc) Q: 8. Page 12 of RFQ contains 2 sections. 1 - CONTRACT MINIMUM/MAXIMUM QUANTITY AND CONTRACT VALUE, and 2 - CLIN DELIVERY/TASK ORDER MINIMUM/MAXIMUM QUANTITY AND CLIN ORDER VALUE.
The first section has the value portion blank and the second section is blank for quantity and amount.
Question: Will the government provide the amounts and/or values for these sections?
A: The first part “Contract Minimum/Maximum Quantity” represents the minimum and the maximum quantity of items that can be ordered off of the contract per period of performance. The min/max amounts are left blank as they are not being used to identify the limits.
The CLIN Delivery/Task Order min/max will not be filled-in. A limitation of the contracting software places this part in the contract but does not allow us (Contracting Office) to actually fill this in.
Q: 9. Section 1.3. Security Requirements. Unaccompanied access to IACH is not authorized without written consent from Government personnel. Contractor's personnel shall wear picture identification. Upon award of contract, IACH will provide contractor with post vehicle permits.
Question: Will the government provide the required Contractor Picture Identification? Is there specific information that must be provided on the picture identification required.
A: Picture of the employee, employee name, and company name should be on the ID at a minimum.
Q: Question: Technical Exhibit 2 indicates pickup and delivery times being from 0700-0900 each day. Is the government willing to negotiate and alternate time for pickup and delivery if the contract desires to pick up and deliver earlier (0550-0600)?
The loading dock is typically only manned during certain times. While it may be possible to schedule an earlier time, you may propose it in your offer, however it may not be possible and the vendor should plan of the times stated in the solicitation. If an earlier time is proposed, and the hospital agrees to this, it may be possible to change the time.
Q: 2. There is no reference to clause 252.237-7015 LOSS OR DAMAGE (WEIGHT OR ARTICLES)(DEC 1991) in the RFQ. This clause outlines the percent of weight loss allowed and the cost per pound for lost or damaged articles.
Question: What is the applicable soil to clean deviation and the contractor cost per pound in the event of lost or damaged articles?
A: 7%. The clauses/provisions for this were omitted. An Amendment will be issued to add these to the solicitation.
