Vendor Questions and Government Responses Q: W81K02-13-T-0007 (p 301/357) Salient Characteristics, 1. b). The requirement of "If a water system is required, it shall be an integral part of the system," is specific to a single vendor. Will Bassett accept proposals where water systems are not "an integral part of the system" without excluding the vendors from review?

A: As for the water for the system, according to the hospital lab, the location where the system would go, does not have a drain or water nearby without having to install water pipes. So any system should either not use water or should have a contained water system. Other innovative ideas will be considered.

Q: W81K02-13-T-0007 (p 301/357) Salient Characteristics, Chemistry Reagent Menu Checklist. The inclusion of CuBc Bili/Ucin/con is exclusive to a single vendor. Will Bassett accept other bilirubin testing from vendors without excluding the vendors from review?

A: . Regarding the Bilirubin test, it does not have to be that exact test; however an alternate equal version should measure the same results. On your submission, please be sure to identify your offering as an "or Equal" item and to include information about how it is equal.

Q: W81K02-13-T-0007 (p 322/357) Statement of Work, 5.e). This requirement references "full Cost per Reportable, Cost per Test, or Metered Cost per test..." which does not match how the CLINS seems to structured. If CPR pricing is required, please provide reportable volumes by assays to the vendors.

A: for that section the language is not relevant as it is referencing maintenance of the system that is to be leased. However we do realize that to provide pricing, you do need number of how many tests will be involved. The CLIN descriptions give an estimated yearly total of the number of tests that will be run for the different assays.

Q: W81K02-13-T-0007 (p 341/357) "NOTE: Failure to provide all of the items listed in 52.212-1, Instructions to Offerors - Commercial Items, may result in a finding that the offer is 'Non-responsive' and removed from consideration and evaluation. Other than this section and one other reference to 52.212-1 on pg 1 (Sf-1449), the actual instructions vendors are to follow are not included in this solicitation. We believe this was an oversight and that the Instructions to Offerors – Commercial Items will be provided in an amended solicitation. Please confirm this will be forthcoming.

A: Correct that the section title 52.212-1 does not appear. For some reason the computer did not add that title for that provision. 52.212-1 starts on page 326 just after the statement of work. Just after the part that lists the attachments, you should see "CLAUSES INCORPORATED BY FULL TEXT". 52.212-1 starts there with the paragraph "(a) GENERAL: Once the Contracting Officer ...”

Q: After going through the requirements of 52.212-1 (p 326), it's unclear if our bid is due by 1100 Alaska or Hawaii time and it is not stated on the SF1449. Given the facility is located in Alaska I presume that is the correct time, however I would appreciate your confirmation.

A: The solicitation closing solicitation time is Pacific. The FBO announcement states Pacific Time but you are correct the SF1449 does not state the time zone.
