About this file

This document is a Memorandum for Record - Limiting Competition at or Below the Simplified Acquisition Threshold for a sole-source contract with GE Precision Healthcare LLC. The contract is for annual preventive maintenance and updates for GE Viewpoint Ultrasound Software at Brooke Army Medical Center, with a period of performance from 1 October 2025 to 30 September 2030. The contract includes a base 12-month period and four 12-month option periods, utilizing Operations & Maintenance, Army (OMA) and Defense Health Program (DHP) funds.

The justification for sole-source procurement stems from GE Precision Healthcare LLC being the only company capable of providing Original Equipment Manufacturer (OEM) updates for the Viewpoint Ultrasound Software. Market research conducted on 25 August 2025 included a Notice of Intent Sole Source, which received no responses. The contract is critical to maintaining patient care capabilities, as the inability to provide ultrasound scans would prevent proper medical diagnosis and potentially require patient referrals to external facilities. The procurement is valued at under the Simplified Acquisition Threshold of $250,000 and will be awarded directly to GE Precision Healthcare LLC based on their proprietary rights and intellectual property.

4. Authority:

FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited:

a. Current contract W81K0020P0250 provides for Annual Preventive Maintenance for support and service, which expires 30 September 2025. In order to continue providing for ultrasound scans that are critical to the Department of Defense mission of providing access to patient care, a follow-on contract is required. GE Precision Healthcare LLC is the only company that possesses the ability to support the continuation of this requirement at the required start date of 1 October 2025. There are no vendors that provide the OEM updates on the GE Viewpoint Manufactured Ultrasound Equipment.

b. This is not a brand name requirement.

c. Failure to be able to provide ultrasound scans for patients will prevent physicians from making proper diagnosis for corrective treatment. The inability to provide ultrasound scans would also require the government to refer patients to other facilities outside the hospital and would cost the government exponentially.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, apply and will be followed, or do not apply due to an exception at

7. Market Research: Market research was conducted on 25 August 2025. A Notice of Intent Sole Source was posted on 18 August 2025 and received no responses to the special notice. Based on the market research contained herein and vendor profile assessment and contact, there is no reasonable indication that this requirement can be competed. Although General Electric Company was awarded the previous contract as a sole source. General Electric Company is no longer active in SAM.gov and all equipment, equipment maintenance and services to GE products has been transferred to GE Precision Healthcare LLC. As a result, this requirement will be sole sourced to the GE Precision Healthcare LLC. Recommend a sole source award to GE Precision Healthcare LLC due to the proprietary products, and patents and other intellectual property rights.

8. Other Facts: W81K0020P0250 was awarded after a Full and Open Competition.

Only one response was received from GE Precision Healthcare. GE Precision Healthcare has proprietary rights to provide OEM updates for the Viewpoint Software required to operate ultrasound machines at Brooke Army Medical Center.
