About this file

This Memorandum for Record documents a sole-source procurement for two Idexx SediVue DX Veterinary Urine Analyzers for the Oklahoma Branch, Veterinary Readiness Activity at Fort Hood Public Health Command. The procurement is valued at $58,833.03, with a requested delivery date of 30 September 2025, using FY25 Defense Health Program (DHP) funds. The acquisition is justified because the current analyzer is over five years old, lacks procurement records, and has potentially questionable result quality.

Market research revealed the analyzer is not available on GSA or SBA schedules, and a sources sought notice from 5-12 June 2025 yielded no responses. While another vendor (Zoetis) offers a similar product, their system requires Government network access, whereas the Idexx system can operate as a stand-alone unit. The contracting officer determined this to be a new requirement and approved a sole-source award under FAR 13.106-1(b)(1), with the justification that only one source is reasonably available and the purchase is below the Simplified Acquisition Threshold.

The current veterinary urine analyzer is sedimentary. This requirement is for sedimentary only.

Veterinary urine analyzers are for animals only. Urine analyzers for humans test differently and cannot be used for veterinary purposes. There is no record of the current analyzer purchase. It was more than five years ago and was a credit card purchase. This analyzer has met its life expectancy, and the quality of results can be in question.

This analyzer is a stand-alone system and does not need to be part of the Government network.

Online research shows another company, Zoetis, Inc. can provide a veterinary sediment urine analyzer, however, it requires access through the Government network. The Idexx system can be used as both a stand-alone system and it can be connected to the Government network. The customer requires the paper copy test results only and does not need the capability to connect to the Government network, which is a length process to accomplish.

A sources sought was posted from 5 June 2025 to 12 June 2025. There were no responses and no companies on the Interested Vendor List (IVL).

If not approved, the veterinary laboratory will be unable to provide animal urine testing and provide timely identification results.

7. Market Research: Market research revealed the recommended analyzer is not available on the Government Services Administration (GSA) under the Federal Supply Schedule (FSS). A search on GSA with the keywords “veterinary analyzer” and “veterinary urine” showed no companies providing this analyzer.

A veterinary urine analyzer is not a common item. A sources sought was posted from 5 June 2025 to 12 June 2025. There were no responses and no companies on the Interested Vendor List

(IVL).

A search for “vet” in the Paperless Contract Files (PCF) system showed veterinary purchases for but none were for a veterinary urine analyzer.

This is considered a new requirement. The current veterinary urine analyzer has met its life expectancy. It was purchased more than five years ago on the Government purchase card. Market research showed it is not available on GSA, not available on SBA, no previous acquisitions in PCF and no interested vendors to the sources sought. After conducting the market research, the contracting officer determined the recommended sole source award in accordance with FAR § 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
