W81K00-24-Q-0132

Anesthesia Machine and Precision Ventilator

Animal Health Branch Division of Veterinary Science, Medical Center of Excellence

JBSA Fort Sam Houston, Texas

27 June 2024

Question 1. What style O2 and Vacuum outlet connections do they have in the place of performance so I can specify the style you are getting?

Answer: We use industry standard O2 connections. We don’t have a central vacuum/suction/scavenger system like the Dog Center. We use either passive or active scavenging via a pop off valve connection which is 19 or 20 mm.

Question 2. What is the Veterinarian’s name that will be using the equipment?

Answer: Multiple Veterinarians will be utilizing the equipment. LTC Skerrett is the Branch Chief at this

Branch and would be the primary POC.

Question 3. With this clause in the solicitation does it preclude a contract being awarded to Mindray or to a distributor of Mindray products?

Answer: The questions were submitted to our Legal Department. The Buy American doesn’t seem to apply for COTS and the procurement is for brand name or equal so there don’t appear to be any 52.225-

1, -5 or -13 concerns. I also found these: OFAC - Sanctions List Service (treas.gov) and sdnlist.pdf

(treasury.gov). the list doesn’t contain Mindray as a prohibited source.

Question 4. Would a preference be given to a company whose products are manufactured in a designated country such as Germany?

Answer: The questions were submitted to our Legal Department. The Buy American doesn’t seem to apply for COTS and the procurement is for brand name or equal so there don’t appear to be any 52.225-

1, -5 or -13 concerns. I also found these: OFAC - Sanctions List Service (treas.gov) and sdnlist.pdf

(treasury.gov). the list doesn’t contain Mindray as a prohibited source.
