Darnall Army Medical Center will procure biweekly deliveries of various blood products from Carter Bloodcare on a sole source basis. The estimated total contract value including all option periods is redacted. Prior market research and procurement history demonstrate Carter Bloodcare is the only supplier within the required local delivery radius that is FDA approved to meet the medical center's emergent transfusion needs.

Total:

4. Authority Cited: FAR 13.501(a)(1)(ii): sole source (including brand name) under the authority of the simplified procedures for certain commercial items.

5. Reason for Authority Cited: The Government has a current need in the Department of Pathology, Transfusion Services, CRDAMC to provide Blood Products to accommodate the potential variety of patients to include active duty, retirees and civilians. Blood is needed to sustain our patient populations, especially Trauma patients, Cancer patients, and Neonatal Intensive Care patients in the ER, OR, MSP, NICU, L&D, PEDS, and ICU. Carter Bloodcare is the only FDA approved blood product distributor to Fort Cavazos, located in Waco and Bedford Texas, with a constant blood product inventory review process. Carter Bloodcare is the only facility that will deliver and rotate CRDAMC’s stock on a consistent schedule.

6. Efforts to Obtain Competition: A Sources Sought notice for Blood Products was posted with the minimum requirements to https://SAM.gov from 30 March 2023 through 5 April 2023. There were no responses to the sources sought.

Additional required notices in accordance with FAR 5.202 will be publicized.

An SBA Dynamic small business search and Quick Market search was conducted using key words “621991” and Blood. There were several potential vendors that provide blood products, but once you delve into the vendors, the majority only offer supplies associated with blood and blood products but do not provide blood, that is required per the procurement. Additionally, in researching the few vendors that do provide blood, no vendor other than Carter Bloodcare, would be able to provide blood locally, and be able to meet emergent situations, such as mass casualties and other critical emergent care.

Additionally, the American Red Cross was contacted, however they do not supply (sell) blood to medical treatment facilities. The closest medical treatment facility to Fort Cavazos, is Brooke Army Medical Center in San Antonio, Texas (162 miles or a 2.5-3.5 hr. one way trip). Their blood product supplier will not deliver outside of a 50-mile radius of the metro San Antonio area.

7. Actions to Increase Competition: Based on market research that was conducted and the results of the Sources Sought Notice, competition is not anticipated for this requirement. The Government will continue to assess the market for new entrants. The Medical Readiness Contracting Office – West will continue to evaluate the capabilities of other vendor’s products

and re-procure the products that provides the best value to the Government and are FDA approved.

The contract specialist also reviewed the DLA, Medical Master Catalog and ECAT platforms and the requested items are currently not available.

Previous actions were reviewed and found that one vendor is consistently capable of providing the Blood Products.

9. Interested Sources: Sources Sought produced no results, as there were no responses to the sources sought. Carter Bloodcare forwarded an updated pricelist, as they have written to express an interest in this requirement. As stated in paragraph 6 above, the notices required by FAR
