About this file
This document provides questions and answers to an amendment of solicitation W81K0022Q0122 for urinalysis cost-per-reportable results services. The solicitation requires urinalysis testing services including an automated urine chemistry analyzer, backup dipstick reader, and consumables for Evans Army Community Hospital in Fort Carson, Colorado. The questions and answers clarify that the primary and backup readers must use the same methodology, that quality assurance checks are required to ensure sample integrity, and that walkaway final results are not required. Pricing may be proposed alternatively to the cost-per-reportable format in the solicitation. The Department of the Army Medical Command is the contracting agency.

QUESTIONS AND RESPONSES
Industry Questions and Government Responses for Solicitation W81K00-22-Q-0122
1. Page 1 of 63 lists NAICS code 325413 in box 10. This code is primarily used for In-Vitro Diagnostic
Substance Manufacturing as part of the Pharmaceutical and Medicine Manufacturing. Would you consider changing the NAICS code to 334516 (Analytical Laboratory Instrument Manufacturing) as we feel more closely reflects the requested services?
Government Response: Government considers 325413 appropriate for this CPRR requirement, laboratory instrumentation is not being purchased.
2. Page 3 of 63 states the need for a “back-up dipstick reader analyzer”. Statement of Objectives page 27 of
63, Section 5.3 also states Backup dipstick reader will perform same testing as automated system dipstick reader. To ensure standardization is it preferred or required that the back-up analyzer utilize the same chemistry strip technology and operation as the primary analyzer being offered?
Government Response: Yes, it is required that the primary and backup use the same methodology.
3. Page 3 of 63 references the request for a “CPRR” (Cost Per Reportable Result). Is it acceptable to quote a
Firm Fixed Monthly Cost as an alternative option to include all requested equipment, service, and consumables throughout the term of agreement? This alleviates the lab’s need to submit monthly test counts or pay fluctuating invoice amounts based on usage. The monthly amount invoiced would remain constant for the term of the agreement. The lab simply orders what they need when they need it but the monthly cost and extended annual costs do not fluctuate.
Government Response: Given that FAR Provision 52.204-22 Alternative Line Item Proposal, is included in the solicitation, offerors may propose alternative line item pricing; however, pricing in accordance with the solicitation is still required.
4. Statement of Objectives page 26 of 63, Section 4 states reagent shipment must have a “minimum six-month expiration date” and be of the highest quality “to assure precision and accuracy”. Is it preferred or required to have Quality Assurance checks such as onboard humidity checks and longest onboard stability of strips possible to ensure integrity of results?
Government Response: Required
5. Statement of Objectives page 26 of 63, Section 5.1 lists “Color” as a required test parameter. Because dark color urine is a common interference, is it preferred or required that automatic color correction is also provided, thereby reducing false positives?
Government Response: NOT required
6. Statement of Objectives page 27 of 63, Section 5.10 states proposed module should have the lowest possible reportable range to prevent false positive result report. Is it also important for the analyzer to
W81K0022Q0122 have the highest possible reportable range to reduce offline dilutions and also ensure accuracy of results?
Government Response: NOT required
7. Statement of Objectives page 27 of 63, Section 5.11 lists system must “automatically pipette patient samples”. To maintain integrity of sample is it preferred or required that analyzers must not introduce chemicals or other fluids to sample tube during pipette process that would contaminate the sample and preclude additional testing if needed?
Government Response: Required
8. Statement of Objectives page 27 of 63, Section 5.5 states “testing system must be semi-automated to allow for walk away”. To clarify, does this also include true walkaway final results without operator re-classification of urine microscopic particles?
Government Response: No
9. Is it preferred that the vendor provide floor-standing configurations with carts to contain reagent and pneumatic units? This is often requested to allow location and workflow flexibility.
a. If yes, is this a requirement for the backup dipstick reader also or can that be placed on a countertop?
Government Response: (2-part question) NOT required. 8a. No, not a requirement for the backup dipstick reader and yes, backup can be placed on countertop.
