About this file
This document contains questions and responses regarding solicitation number W81K00-21-Q-0052 for hematology testing services at Brooke Army Medical Center. Key details include: floor stands are required for the emergency department and Moreno clinic laboratories, while benchtop instruments are sufficient for other outlying clinics. The emergency department analyzer must be capable of processing 200 tests per hour to serve as a backup to the core laboratory. Annual reagent quantities of 60 bottles of stain and 108 bottles of buffer should be included in the cost per reportable pricing for slide making and staining services at the core laboratory. The apheresis clinic will not need a replacement instrument.

W81K00-21-P-0052 Amendment 0001- Question & Government Response
1. Currently the Apheresis Lab has an instrument, but this lab is not listed on the solicitation. Our question is:
Should the Apheresis Lab be added to this solicitation, and if so, what are the test volumes for CBC’s, retics, body fluids?
Government Response: No, Lt. Heflin is sourcing a different instrument for the Apheresis Lab.
2. The price schedule description for Item numbers 0001AB through 0001AF for the clinics all call for “floor stands” for each instrument. Is it correct that each clinic requires a floor stand or would benchtop instruments be sufficient? If so, at which locations would only require a benchtop unit?
Government Response:
ED laboratory: Floor stand Moreno clinic: floor stand All other outlying clinics not mentioned above – benchtop instruments are sufficient
3. On page 70 under the section titles Minimum throughput per location states that the ED requires a 200 per hour throughput, which would require two instruments. Using the annual volumes provided in the table on page 72 the average daily volume for the ED is only 73 tests per day. Our question is:
Does the ED require a system capable of 200 CBCs per hour, since their average volume is only 73 per day?
Yes, because they will be the backup analyzer to the Core Laboratory to keep processing as efficient as possible, as opposed to sending to the clinics which do not operate 24/7 as required by Core Hematology.
This will be very important during downtimes or power outages that affect different areas of the hospital.
4. The ED volumes on page 72 does not include the volume of reticulocytes run. Our question is:
Does the ED run reticulocytes, and if so, what are the volumes?
No they do not, however if the vendor requires the reagent to be on board for the instrument to be functional (as is the case currently) then the reagent must be present within the contract for functionality purposes. This is due to the ED analyzer having a fluorescent platelet function present, since it is the back up to Core Hematology.
5. Under the section for the Core Lab Slide Maker Stainer on page 73 is the requirement regarding the “stains provided by the Contractor”.
Is the solicitation requiring that these stains be included in the overall Cost per Reportable Pricing?
Can stains be included as a consumable?
that number of slides made based on reflex rules present in the middleware exceeds what would be counted as a “test”/manual differential.
-E.G. All hematology oncology patients have a slide made, but not all of them require a manual differential for result.
-Multiple slides made for one patient to complete a differential (leukocytopenic patients)
6. If the stains (and buffers) are to be included in the CPR pricing, then can a specific annual quantity of these items (gallons) be provided for inclusion?
Government Response:
Based on a normal workload, 60 bottles of stain would be needed and 108 bottles of buffer would be needed.
7. One of the sites that currently has an instrument is missing from the solicitation. Is the Apheresis Clinic going to need a replacement instrument, and if so should it be added to this solicitation?
No, the Apheresis Clinic is not going to need an instrument replacement.
