QUESTIONS AND ANSWERS
The following questions and answers are provided on solicitation W81K00-19-R-0025, Grants Writer Services, Brooke Army Medical Center.
Q = Vendor Question A = Government Response
Q1. As a new Small Business Owner, I am viewing the requirements and deadlines for the Solicitation # W81K00- 19-R-0025. To gain more clarity, you are not seeking an RFP. You are seeking responses for pages 3-23 on the Attachment labeled W81K00-19-R-0025 which describe the services and quantities needed where I am to respond with my quote for a price. Should my quote be the price per unit or for the total quantity?
A1. See solicitation W81K00-19-R-0025 Addendum to 52.212-1, Instructions to Offerors, Factor 3, Price.
Q2. For example, if you have estimated a document to be 1-6 pages, should I quote my price for 1 page or for all 6 pages?
A2. In the listed example (CLIN 0001 and associated option CLINs), there should be one unit price submitted for a grant proposal of any length between 1 and 6 pages. That is, a proposal that is 3 pages in length would be priced/invoiced the same as a proposal that is 6 pages in length. This does not preclude an offeror from submitting the same price for other CLINs (e.g., CLIN 0002).
All CLINs that have a page range would be priced/invoiced the same, regardless of where in the range that item (proposal, biosketch) falls. NOTE: The ranges listed within the CLINs are inclusive.
Q3.Should all questions like this be answered for the maximum quantity?
A3. See A2.
Q4. Is the Attachment labeled "Past Performance Questionnaire" a mandatory requirement for this proposal? As a new business, I have not yet had the opportunity to perform on other contracts.
A4. See solicitation W81K00-19-R-0025 Addendum to 52.212-1, Instructions to Offerors, and 52.212-2, Evaluation of Offers, as they pertain to Factor 2, Present and Past Performance.
Q5. Is the final deadline for the responses today at 4:00pm Central Time or would I have until September 18 2019?
A5. As per this amendment, the due date/time for receipt of completed offers (to include past performance questionnaires) is extended to 17 September 2019, 4:00 pm Central (CDT).
Q6. In the pricing sheet, where it says Grant Proposal (without the words writing or editing), which one should I price that for - writing or editing?
A6. Editing with re-write to improve grammar, readability, clarity, impact, and grantsmanship at a professional level. See performance work statement paragraph 5.1 and subparagraphs.
Q7. Is there an incumbent contractor currently providing these services? If yes, please provide us with the contract details.
A7. This is a new requirement (i.e., there is no incumbent).
Q8. What was the previous contractor awarded value please?
A8. See A7.
Q9. Can you please clarify information in the (above) listed solicitation? The ITEM 001 is it a collaboration of all the following ITEMS listed thereafter?
A9. CLIN 0001 is not a priced item. It is meant to be an “umbrella” for following subCLINs 0001AA – 0001AL. There is no need to put any pricing on CLIN 0001.
Q10. Provided below is a list of questions concerning Solicitation #W81K00-19-R-0025. If possible, could you please confirm receipt of this message at your earliest convenience? We look forward to receiving your response, and thank you in advance for your assistance. Is there a page limit for Factor 1?
A10. There is no page limit.
Q11. In Section SF 1449 on page 3 under Supplies/Services please clarify what is included in the scope of work for “Grant Proposal.” Specifically:
Q11.1. What information would we receive from the Principal Investigator (full scope of work; prior manuscripts, unfunded grant proposals, etc)?
A11.1: Principal Investigator will submit full grant proposal for the vendor to review, edit, and compose for a more favorable package.
Q11.2. Would we be responsible for developing the aims?
A11.2. No, but make recommendations to strengthen the proposal.
Q11.3. Would we be responsible for preparing figures?
A11.3. No.
Q11.4. Would we be responsible for conducting literature reviews and incorporating appropriate references?
A11.4. Yes.
Q11.5. Would we be responsible for identifying subcontractors, etc.?
A11.5. If this question is in reference to identifying subcontractors to perform any work contemplated under the grant, proposal, etc. the answer is no. If this question is in reference to identifying subcontractors to help the offeror execute the requirements of this solicitation, the answer is yes.
Q11.6. Would we be responsible for experimental design?
A11.6. No.
Q12. On page 1, block 17a, what does contractor/offeror code and facility code mean?
A12. The contractor/offeror code is the CAGE code established within the System for Award Management.
Facility code is an optional block if a vendor has a CAGE code for a specific subsidiary or other division.
Q13. On page 1, should block 24 be populated with total contract amount? How should unit price be determined in block 23?
A13. See A1.
Q14. Should a copy of the solicitation with completed SF 1449 and FAR 52.212-3 provisions be submitted as part of Factor 1, 2, or 3,or should it be submitted as a separate volume/attachment?
A14. These documents should be part of the email containing the offer, but as a separate attachment.
Q15. Another Small Business on the interested vendors list and I have reached out to each other and would like to team up for this opportunity. Is there a specific way we need to indicate this?
A15. An offer may be submitted under only one name/CAGE code combination. In this example, it is up to vendor A and vendor B how their “team” would submit their “combined” offer. The offer should make clear who the point-of-contact is/person authorized to respond on behalf of the entire offer.
Q16. What contract vehicle will be used?
A16. See provision 52.216-1 in solicitation W81K00-19-R-0025.
A17. While searching for contract opportunities, came across the Grants Writer Services: Brook Army Medical Center pre-solicitation. We are very interested in servicing the US Army Medical Command and wonder if this is going to be an 8a or HUBZone set aside.
A17. See block 10 of solicitation W81K00-19-R-0025 (page 1).
Q18. I am currently interested in the above referenced presoclictation. Can you provide an estimated level of effort per year and if it will be requirement to have onsite personnel?
A18. The level of effort shall be determined by the contractor. There is no requirement for on-site personnel (see W81K00-19-R-0025 PWS paragraph 5.1).
A19. I am contacting you regarding your contract opportunity on the FBO Daily website for Grant writing Services our agency is interested and would like more information on what information to submit on Tuesday Sep 03.
A19. See solicitation W81K00-19-R-0025 Addendum to 52.212-1, Instructions to Offerors.
Q20.1. This is with regard to your requirement for W81K00-19-R-0025 Grants Writer Services: Brook Army Medical Center. Could you please help me with the following questions: Whether companies from Outside USA can apply for this? (like, from India or Canada)
A20.1. The US Government cannot contract with prohibited sources, in accordance with Federal Acquisition Regulation subpart 25.7. If an offer is from a company identified as prohibited source, that offer is not eligible for award. Offers from non-prohibited sources/countries may submit an offer, which will be considered. Companies from Canada would fall under the guidelines of Defense FAR Supplement 225.870-1 and Army FAR Supplement 5125.870.
Q20.2. Whether we need to come over there for meetings?
A20.2. No.
A20.3. Can we perform the tasks (related to RFP) outside USA? (like, from India or Canada)
ANSWER:
See A20.1.
Q21. Can we submit the proposals via email?
A21. See solicitation W81K00-19-R-0025 Addendum to 52.212-1, Instructions to Offerors, paragraph (a).
Q22. Is the quote due on September 03 or is it a capability statement that is due on that date?
A22. No documents were due September 3, 2019. As per this amendment, the due date/time for receipt of completed offers (to include past performance questionnaires) is extended to 17 September 2019, 4:00 pm Central (CDT).
NOTE: Other questions were received asking when the RFP would be released, based on the dates initially forecasted in the synopsis/pre-solicitation notice. Now that the RFP has been released, the Government considers these questions answered in their entirety.
