Introduction: WBAMC Department of Soldier Readiness, Fort Bliss, Texas requested a BRIDGE contract action to continue services due to urgency and the negative impact on the MTF, it’s in the best interest of the Government to issue a sole source bridge contract to the only acceptable vendor: Luke and Associates, Incorporated because they are currently providing these services and will be able to quickly start/continue performing services at the WBAMC SRP at Fort Bliss, Texas.

Contract/task order: W91YU0-14-D-0001-0009 is currently in place for these Personal and Non-Personal Services at WBAMC SRP, the contract included FAR Clause 52.217-8 – Option to Extend Services, which has already been exercised for the maximum six (6) month extension this contract with extension period of performance end date is 31 December 2018.

SECTION III. Summary of key documents. (Documents are contained in the solicitation file in PCF.)

a. Solicitation

b. Proposal/Quote

c. Amendments (I. Pre-Award, B. Solicitation and Related Documents, Solicitation Folder).

Amendment 0001 - The Purpose of this Amendment is to correct the quantity of the hours for each CLIN based on the two month requirement.

SECTION IV. Background/Solicitation Process.

1. These Personal & Non-Personal Services are critical to the mission of the WBAMC Soldier Readiness Processing Center (SRP). Due to urgency, a Single Source Bridge contract action is required to ensure continuation of these critical services until the follow-on IDIQ contract is effective on 1 March 2019; this IDIQ was solicited as full and open with exclusion and is already awarded. The government did receive 25 offers and other vendors will likely be able to perform on this bridge requirement; however, due to the time frame of less than 15 days it would likely be impossible for a new contractor to come in and be able to perform by the required start date of 1 January 2019. This bridge contract will allow the Government the time to adequately plan for the acquisition, sufficient time to properly execute a competitive procurement, and it will also allow for a proper transition timeframe to the new contract company to negotiate with incumbent employees and recruitment time to bring on any credentialed staff to fill any vacancy on this contract.

The Regional Health Contracting Office – Central has a requirement to continue Personal & Non-Personal Services of the following skillsets: Dental Assistants, Supply Technicians, Licensed Vocational Nurses, Pharmacist, Pharmacy Technicians, Licensed Certified Social Workers, Medical Clerks, Audiology Technician, Optometry Technician, Phlebotomists, Lab Technicians, Physician Assistants and Nurse Practitioners (36 FTEs). This service is provided at William Beaumont Army Medical Center (WBAMC), Fort Bliss, TX. Period of Performance is 01 January 2019 – 28 February 2019 including the potential six (6) month extension. The maximum order limit for the IDIQ is cost is $474,348.19 not including the potential six (6) month extension.

2. Soldier Readiness Program (SRP) Medical Support Services has historically been adequately competitive in this geographical area. Currently Fort Bliss, Texas has two contracts supporting this service.

3. A firm-fixed price type contract was proposed for this contract for which there is a history of adequate price competition. There are no known substantial technical, schedule or cost risks involved.

4. There are certain barriers that would make it impossible for another source to perform the Government’s requirement. First, the requirement is for thirteen (13) separate specialties thirty-six (36) FTE’s and the anticipated timeframe to have this many personnel on ground working is at least 90 days there is not sufficient time to allow for this. Secondly, a lapse in service for more than two (2) months would have an immediate negative impact, and mission failure in providing current health care operations and current health care services to our soldiers, civilians to properly process and deploy anywhere in the world needed to defend the nation and support of any mission set forth by the President of the United States. The incumbent contractor, Luke and Associates, Incorporated is able to provide services immediately upon award of this bridge contract.
