5. Reason for Authority Cited: The Government has a current need to continue for sublingual allergy treatment (SLIT) serums to be used for patient care at GLWACH. The Departments of Otolaryngology, Ear Nose and Throat, Primary Care and Community Medicine at General Leonard Wood Army Community Hospital have a recurring requirement to provide allergy treatments for their patients. They are currently using the serum from Jubilant Hollister Stier LLC. The specific items being requested have been determined by the attending doctor that they are best suited to meet the medical, health, and life-needs of each of the individual patients. It has been determined that it is not in the interest of patient safety to switch brands or types of serums in the middle of a patients’ course of treatment as different allergy supply companies have different mixtures and concentrations for the same labelled allergens. Beginning or changing a patients’ treatment serum presents the possibility of an anaphylaxis reaction for the patient.

6. Actions to Increase Competition: The Government will continue to seek new resources that will satisfy these requirements through continued market research, requests for Statements of Capability, and telephonic inquiries. A notice of intent will be posted on FedBizOpps and all vendors submitting responses with proper documentation of services available will be forwarded to GLWACH, Fort Leonard Wood, MO for technical review and consideration in future requirements. GLWACH will continue to evaluate the capabilities of other vendors and continue to seek new resources that will satisfy the requirement through market research.

7. Market Survey: Due to the sensitivity for patients in regards to the requested product a brand Name ONLY sources sought notice was posted to FedBizOpps from 14 December 2017 to 29 December 2017 with no responses to the notice and no interested vendors. Initial market research revealed that the suggested vendor, a large business, was the only company that could provide the continuity of the particular treatment serum(s) that are currently being used in the Otolaryngology, Ear Nose and Throat, Primary Care and Community Medicine departments at GLWACH. Therefore, due to the specialized nature of the product, no other business can provide the requested supplies. Jubilant Hollister Stier LLC, a large business, is the sole authorized provider of the supplies needed for this procurement.
