RESPONSE TO VENDOR QUESTIONS

Responses to Vendors Questions Solicitation W81K00-18-R-0005- Administrative Support Services

1. What is the current contract number?

Response: W81K04-12-D-0004

2. Who was the contract awarded to?

Response: Infused Solutions, LLC

3. What was the amount of the award?

Response: $74,312,573.54

4. Current contractor employee anniversary dates?

Response: Anniversary dates and name will be provided to the winning offeror by contracting.

5. Will current contractor employee have first right of refusal?

Response: Yes

6. We respectfully request that the government reconsider the requirement for Past Performance, i.e., “the Offeror should have managed over 100 full time equivalent positions disbursed across multiple departments/clinics in one requirement in a Federal Government environment”. In this regard, any 8(a) Offeror that may have a contract or contracts with over 100 full time equivalents (FTE) is highly likely to exceed the $7.5 million size standard for NAICS 56110. As such, we respectfully ask the government to eliminate the 100 FTE requirements.

Response: The Present and Past Performance requirement remain as stated in the solicitation. The 100 FTEs is not restrictive being that the current requirement actually supports over 200 FTEs.

Response: The North American Industrial Classification System (NAICS) Code:

561110 is the correct code for this requirement -Office Administration. The corresponding index entries include Medical Office Management, Administrative, Managing Offices of Professionals and etc. was appropriate

7. DRAFT RFP Section 52.237-7 INDEMNIFICATION AND MEDICAL LIABILITY INSURANCE (JAN 1997) is requiring evidence of insurance for “each health care provider who will perform under this contract”. A careful review of the SOW and PWS does not indicate any positions that can be deemed “health care provider”. Given the high cost of medical liability insurance, we ask that the government please clarify this requirement.

Response: Clause 52.237-7 Indemnification and Medical Liability stands as is and as it pertains to the positions listed on the solicitation. The position listed on the requirements does not reference health care providers. Please reference paragraph (a) as it states administrative services and this requirement is for administrative services.

8. Exhibit B, Wage Determination No.: 2015-5253, revision No. 3 dated 08/03/2017 has been updated by Revision No.: 5 (Date of Revision: 01/10/2018), so we request that the government include this updated Wage Determination in the Final RFP.

Response: Please reference the original solicitation (NOT THE DRAFT) with most current WD revision No.: 5 as of date solicitation posted to FBO.

9. The DRAFT RFP includes non-exempt SCA labor categories that are not reflected in the Wage Determination. These include “Education Technician”, “Medical Clerk II” and “Medical Clerk III”. Can the government please clarify these labor categories relative to the SCA labor categories contained in the referenced Wage Determination?

Response: Education Technician – Educational Technologist on the Wage Determination Medical Clerk II and III- General Clerk II and III on the Wage Determination.

10. Would you be able to send attachment 2 in a fillable PDF?

Response: The solicitation itself is a PDF and you should be able to fill in where needed.

You would save the PDF and click on Tools, Click Edit and from there you should be able to edit or add text.

11. Is this new requirement?

Response: This is a follow-on requirement.

12. What is the GS equivalent for each FTE labor category?

Response: See FAR clause 52.222-42

13. Will the government consider an offeror’s Present and Past Performance submission “Acceptable” if the offeror uses another company’s (as a subcontractor/team member) past performance?

Response: Yes, the prime/subcontractor relationship will be evaluated for present and past performance. This prime/subcontractor relationship must be clear to the Government.

14. Is it the government’s intent that an offeror’s Present and Past Performance submission is only “Acceptable” if the offeror managed 100 full time equivalents under a single contract?

Response: Yes. Please reference 52.212-1 in the solicitation.

15. Will the government consider lowering the past performance requirement for offerors to manage over 50 FTEs under a single contract in order to increase fair competition at the $7.5M size standard?

Response: No because current requirement is 100 plus FTEs and this requirement will possibly continue to increase over the years.

16. “For the Government to consider the present and past performance the offeror should have managed over 100 full time equivalent positions disbursed across multiple departments/clinics in one requirement in a Federal Government environment, supporting multiple shift operations (24/7).”

I was wondering if you could confirm whether this requirement was firm or waivable.

Feel free to reach me either through this e-mail address or by calling the number below.

Response: It is firm. Please reference 52.212-1 in the solicitation.

17. Would a JV agreement work to suffice the 100 person requirement?

18. On the new contract do you expect multiple award winners for the IDIQ and or one winner like last time?

Response: One award will be made from this solicitation.

19. Also if we sub with a larger company and we still do 50% of the work, so we are in line with FARS, does that work qualify for the "100 person FTE managed" clause?

Response: Yes. FAR Clause 52.219-4 is referenced in this solicitation and you can read the full text via the website: http://farsite.hill.af.mil/

20. Could you please clarify if the past performance in question needs to be specific to administrative support service positions or if it can include other positions, such as Clinical positions?

Response: Clinical positions over 100 FTEs on the same contract would be considered as relevant past performance.

21. On page 296 of the Solicitation, under the Proposal Submission Instructions for Present and Past Performance (Volume II), it is stipulated in paragraph (b) that “For the Government to consider the past and present performance the offeror should have managed over 100 full time equivalent positions disbursed across multiple departments/clinics in one requirement in a Federal Government environment, supporting multiple shift operations (24/7). “

The stipulation as it stands seems to be unintentionally biased while also appearing to contradict the $7.5 Million size standard criteria established for this 8(a) set-aside procurement. This could lead to an inherent limiting of the pool of potential competitors that possess relevant and credible performance, albeit on much smaller efforts. In addition, an important opportunity to obtain the most innovative and cost-effective management solution for the anticipated support services could be missed as a result.

Would the Government therefore consider deleting the stipulation?

Response: FAR 52.212-1 paragraph (b) no longer reads as stated above; however the stipulation as stated in the solicitation will remain. The 100 FTEs is not biased being that the current requirement actually supports over 200 FTEs.

22. Please clarify if Present and Past Performance References should be included in the Administration Title Page or in a separate volume.

Response: You should submit three separate volumes as follows:

1. Technical and Management Capability (Volume I) _Company Name

2. Present and Past Performance (Volume II) _Company name

3. Price (Volume III) _ Company name

23. Can Factor 2, Past Performance managing 100 FTEs be past performance of our subcontractor or teaming partner?

24. Q - Regarding the paragraph on page 294, it is going to be difficult for an 8(a) to meet the criteria of:

Managed over 100 full time equivalent positions AND Disbursed across multiple Federal Government departments/clinics Do you feel that these requirements will restrict competition?

Response: The Present and Past Performance requirement remain as stated in the solicitation. The 100 FTEs is not restrictive being that the current requirement actually supports over 200 FTEs.

25. Regarding the paragraph on page 306, one sentence states in absence of the above mentioned past performance: "the offeror may not be evaluated favorably or unfavorably on present and past performance" and another sentence states: ""unknown" shall be considered "acceptable."

Please clarify how the offeror will be evaluated if they do not have the reference with both 100 FTEs and multiple Federal Government departments/clinics.

Response: You will be considered neutral.

Please clarify if the Federal Government departments/clinics must be medical departments/clinics.

Response: As stated in the solicitation. “Federal Government departments/clinics”.

AMENDMENT 0002-Q&A

Responses to Vendors Questions_ Amendment 0002 Solicitation W81K00-18-R-0005- Administrative Support Services

26. Question for Factor 2. Present and Past Performance.

“Acceptable – Proposal clearly meets the minimum requirements and shows past performance related to managing at least 100 full time equivalents.”

…. the language is also worded:

Factor 2, Part (b): “Government to consider the present and past performance relevant, the offeror should have managed over 100 full time equivalent positions disbursed across multiple Federal Government departments/clinics for at least one of the offerors present or past performance reference list.”

Question: Are the 100 full time equivalent (FTE) required to include work for “clinics”? Or, will past performance related to managing 100 FTE on a single contract, in general, be acceptable?

Response: It states departments and clinics.

27. In the amendment of the Administrative Support Services Ref# W81K00-18-R-0005 issued on FBO ,it is stated “Reference Clause 52.219-18 NOTIFICATION OF COMPETITION LIMITED TO ELIGIBLE 8(A) PARTICIPANTS(JAN 2017)- Paragraph (a) was removed”.

Does this mean it's full and open now?

Response: No. The requirement is 100% competitive 8(a) set aside.

28. How recent must the offeror have performed on the cited contract?

Response: 5 years from the date of the solicitation.

29. Can teaming partner contracts be utilized in past performance?

Response: This question was responded to Amendment 0001 #13. Yes, the prime/subcontractor relationship will be evaluated for present and past performance. This prime/subcontractor relationship must be clear to the Government.

30. Can IDIQ contracts be treated as one reference, although they may contain multiple task orders?

Response: An IDIQ contract is one contract which task orders are issued against, so an IDIQ contract would be considered one contract. We will not accept combined IDIQ contracts (different contract numbers) and consider it as one reference.

31. Is the requirement for at least one contract to provide over 100 full time equivalent positions? Or can the 100 positions be summed from a total of up to 3 separate contract or task order references?

Response: No. See response to question #5.

32. Given the size standard of 7.5M and the requirement to manage over 100 full time positions, we recommend the government clarify this paragraph so the 100 FTEs requirement can be met by summing the total personnel on 1, 2, or 3 separate contracts. This will encourage competition without risking award to a company who has not managed at least 100 FTEs on a limited number of contracts.

Response: The requirement is as stated. The current contract has over 200 FTEs that is being managed.

33. On page 306 under Factor 2 it states: The following adjectival ratings will be used to determine each offeror’s written present and past performance rating:

a. Acceptable – Proposal clearly meets the minimum requirements and shows past performance related to managing at least 100 full time equivalents.

In order to meet this requirement, would either of the following situations (or both) be considered acceptable:

From the contracting team, the sub-contractor provides past performance showing successfully managed a contract of at least 100 full time equivalents.

The proposed project manager has corporate experience managing a federal contract of at least 100 full time equivalents.

Response: Reference response to question # 4

34. Starting on page 167, the RFQ includes Wage determinations. Can you confirm which line item numbers are considered SCA covered positions? As well could you provide a direct cross walk to which labor category would apply to which line item?

Response: These are the only labor categories that are not directly listed on WD and based on the task of these positions we crossed them with related labor categories.

Education Technician – Educational Technologist on the Wage Determination.

Medical Clerk II and III- General Clerk II and III on the Wage Determination.

Case Management Assistant has been changed to Case Manager Administrative Assistant–

Administrative Assistant on the Wage Determination Project Management Analyst has been changed to Project Administrative Assistant –

Administrative Assistant on the Wage Determination Management Program Analyst- Secretary III on the Wage Determination

35. Clarification on the solicitation’s Past Performance requirement which states that “for the Government to consider the present and past performance relevant, the offeror should have managed over 100 full time equivalent positions…” Reference Solicitation, Page 294 Addendum to 52.212-1, #2.b. Would the Government please clarify if the aforementioned requirement is limited to the Prime Offeror, or may the Offeror leverage a teaming partners/subcontractor’s Past Performance?

Response: Reference response to question #4.

36. Can you please clarify if the Project Management Analyst listed in the CLIN Supplies and Services is the same position as the Contract/Program Manager identified in PWS Section 4.2.4. If not, what are the qualifications of the Project Management Analyst position?

Response: Project Management Analyst the CLINs is now changed to READ Project Administrative Assistant.

Response: PWS Section 4.2.4- Contractor shall provide Contract/Program Manager and or Alternate.

These are people the offeror will provide to manage the contract.

37. Is the opportunity still set for size standard 7.5 Million (NCAIS Code 561110)?

Response: Yes, NAICS Code 561110

38. Does this still remain an 8(a) Set aside?

39. Will the past performance requirement of having managed more than 100 FTE’s on a single contract still count if the Subcontracting teaming partner or partners meet the requirement but the 8(a) prime does not meet that specific past performance requirement?

40. The solicitation instructors for Subfactor 1b of the Technical and Management Capability volume state that we are required to respond to each paragraph of PWS Part 4 and Part 5. Does this mean that we have to provide an individual response to each sub-paragraph in Parts 4 and 5 – for example, under PWS 4.1, do we have to provide an individual response to 4.1, 4.1.2, 4.1.2.1, 4.1.2.2, 4.1.2.3, 4.1.2.4, 4.1.2.5, 4.1.2.6, and 4.1.2.7? Or is it acceptable to address all sub-paragraphs broadly under our response to 4.1 without dedicating a distinct sub-section in the proposal to each?

Response: Per solicitation-Each response should be in numeric order as listed on PRS Performance Objective so that statement is not repeated (ex: Performance Objective # 1(offeror response). Failure to address each paragraph of PART 4 and 5 of the PWS and each PRS Performance objective will result in an unacceptable rating.

41. If we have to provide a dedicated response to each sub-paragraph of parts 4 and 5, this would be more than 45 different sub-sections. To respond to all 45 sections in a meaningful manner will require the Volume I limit to be increased. Can the Government increase the page limit for Volume I to 40 pages?

Response: No.

42. Can the Government confirm if the current (incumbent) Administrative Support Services contract has an immunization requirement?

Response: No it does not. However, the new requirement does.

43. Can the Government confirm if the contract will have one COR or individual CORs for each department the contract supports?

Response: Individual CORs and some will have an Alternate if possible.

44. The included Wage Determination requires three weeks of paid vacation after five years of service on the contract. Given that the current Administrative Support Services contract has been running for approximately six years, can the Government provide what percentage of the contract staff has been working there for over three years (this information is critical for pricing, and if unanswered, gives the incumbent contractor an unfair advantage)?

Response: Incumbent contractor has graduated from the 8(a) and therefore will not be able to submit an offer.

45. Can the Government confirm if the current Administrative Support Services contract staff has received immunization as specified in this solicitation?

Response: No because it was not a requirement in the current contract at the time.

46. The included Wage Determination provides two health & welfare numbers ($4.41 per hour and $4.13 per hour). Does the Government have a preference of which health & welfare amount is to be used?

Response: Please refer to the Executive Order 13706 on the Wage Determination listed on solicitation.

47. Is acceptable to submit a narrative description of the submitted past performance references required, or can only the contractual information specified in the solicitation instructions?

Response: Reference 52.212-1 paragraph 2 subparagraphs a and b states what is to be provided.

48. Can the Government confirm if the below math accurately shows the expected productive hours per employee?

2080 hours (total working hours)

- 80 hours (Federal holidays)

- 80 to 160 hours (vacation time per the included WD)

- 56 hours (sick leave, per EO 13706)

= 1864 to 1784 hours

Response: The hours will remain as is on the solicitation.

49. Scheduled CSP leave requires a minimum of 30 days of advanced coordination (per PWS 4.2.2.1).

However, this seems in conflict with Executive Order 13706 – Paid Sick Leave for Federal Contractors under executive order that prohibits interference / discrimination in how CSPs use their accumulated sick leave. Please clarify?

Response: Just as stated in the solicitation. 30 days advanced coordination is required for scheduled absences in order for services to continue to be provided by the contractor. The Government does not determine how anyone uses their acquired time, however, the mission goes on and the contractor will be expected to provide continuity of services. If there are extenuating circumstances, they will be dealt with on a case by case basis.

50. Do the CSPs work during training holidays?

Response: If there is government oversight in each MTF/Department/Clinic, then the contract employees may be allowed to continue with work.

51. Are CSPs paid (by the Govt.) if they have to participate in Govt. training?

Response: Reference the solicitation PWS PART 3 GOVERNMENT FURNISHED ITEMS AND

SERVICES

52. Can the Government clarify the role of the contractor in the development of a system of records in accordance with the Privacy Act of 1974 (PWS 1.19)?

Response: Depending the CSPs position they will have access to personal identifiable information maintained in certain data bases by the Federal Government and some position require CSPs to create a file or update an existing file for appointments and etc. It depends on the position the CSPs will be performing.

53. We can find no CLIN in Schedule B for Contract Manager / Alternate Contract Manager. Is the contractor expected to absorb all the cost of Program Management for this large Government contract?

Response: There is no CLIN for these key personnel. The Government will not instruct offerors on how to include these costs in your proposal, but the requirement stands as it is listed in the solicitation.

54. As the Government requires Contract Manager /Alternate Contract Manager to meet with the KO/COR with a 2-hour notice (per PWS 4.2.4), will the Government be providing office space to the CM/ACM?

Response: No office space will be provided for the CM/ACM. When CM/ACM meet with the KO/COR a meeting location will be provided for that time they are to meet with the KO/COR.

55. Can the Government provide an estimate of the training cost to be reimbursed to the Government if a new CSP receives Government provided training and fails the performance commitment of 12 months or end of contract (per PWS 3.4)?

Response: No because the cost of training will vary depending on the department and type of training being required.

56. Are resumes of qualified Contract Manager / Alternate Contract Manager to be submitted with the proposal?

Response: That is up to the offeror to decide how they address the solicitation requirements.

57. How does the Government plan on validating the qualifications and experience of the proposed Contract Manager / Alternate Contract manager?

Response: Reference response to question #31.

58. In the solicitation instructions (page 284) for Subfactor 1a, “to minimize any decrease in productivity and to prevent possible negative impacts on additional services” does “additional services” refer to services other than what the Contractor will be providing?

Response: No. Page 294 SUBFACTOR 1a. Transition Plan Program. This requirement will result in IDIQ contract and additional services are always a possibility as long as it within scope of the Performance Work Statement.

59. Per the solicitation, minimum font size is 10. Is it acceptable to use a smaller legible font size for any figures, graphics, or tables used to convey information?

Response: Follow the instructions of the solicitation. The proposal shall be submitted so that it may be printed on standard 8.5” x 11” paper, using no smaller than 10pt. font, front-side only.

60. Paragraph "a" of this clause states " Offers are solicited only from small business concerns expressly certified by the Small Business Administration (SBA) for participation in the SBA’s 8(a) Program and which meet the following criteria at the time of submission of offer..."

Please clarify if by removing Paragraph "a", the Government is removing the 8(a) set-aside.

Response: No, this is still a competitive 8(a) set-aside.

61. Can a subcontractor submit past performances?

Response: Please references question #4.

62. Is commercial past performance acceptable?

Response: The Government is unclear on this question. The requirement is for services that are commercial. Follow the instructions page 294, paragraph 2. Present and Past Performance subparagraph a.

and b.

63. The offer due date/local time is listed as 10:00 a.m. on March 7, 2018. Is that 10:00 a.m. CST? Could you please provide clarification?

Response: Offer due date/local time is 10:00a.m. Central Standard Time on 7 March 2018

64. Regarding Section 4.2.4.6, which calls out Attachment 4, Certification of Nondisclosure is this form to be filled out and signed by all personnel (CSPs) or just for key personnel and is the form to be included in the proposal response?

Response: All CSPs and the Contractor

65. Is the administrative section to be included in the Pricing volume?

Response: Administrative information is a stand-alone document and is not included in the pricing volume.

66. Are the Performance Objectives that are requested to be addressed in Subfactor 1b. Technical and Management Capabilities the ones that are listed in EXHIBIT - D PERFORMANCE REQUIREMENT

SUMMARY (PRS)?

Response: Yes.

67. Subfactor 1b. Technical and Management Capabilities asks us to “Explain how your firm intends to meet the requirement of the Performance Assessment listed on Exhibit –C Quality Assurance /Surveillance Plan (QASP)” are the Performance Assessment items we are to discuss the ones listed in Exhibit D?

Response: Yes. Page 294, 52.212-1- SUBFACTOR 1b changed to read as follows:

SUBFACTOR 1b. – Technical and Management Capability (Performance Requirement Summary (PRS) and PWS). Prospective contractors shall demonstrate that the service offered complies with the PWS PART 4 and PART 5. Please address each paragraph of the PWS. Explain how your firm intends to meet the requirement of the Performance Assessment listed on Exhibit –D -Performance Requirement Summary (PRS). Each response should be in numeric order as listed on PRS Performance Objective so that statement is not repeated (ex: Performance Objective # 1(offeror response)). Failure to address each paragraph of PART 4 and 5 of the PWS and each PRS Performance objective will result in an unacceptable rating.

68. CLAUSE APPLIED: The AbilityOne Program is implemented by the Code of Federal Regulations (41 CFR Ch. 51), prioritized under FAR 8.002, also adheres use by contract vendors through FAR 8.005/Clause 52.208-9 Contractor Use of Mandatory Sources of Supply or Services. Why isn’t CLAUSE 25.208-9 incorporated in the requirement?

Response: This is a competitive 8(a) set-aside. The clause listed above is not applicable.

69. Setting aside a percentage of Work as a goal or subcontract plan: though 8(a) contracts do not require a subcontract plan, would a 1% – 5% subcontract plan be out of line? Solicitations can include clauses that encourage subcontracting with AbilityOne (see attachment for example)

Response: See Response 43. There was no example attached to the email. The solicitation will not change.

70. Do both PM and APM have to have hospital/healthcare experience? For example, can the PM have excellent staff management experience and the APM have healthcare/hospital experience?

Response: Please reference the solicitation paragraph 4.2.4. Contractor Representative Key Personnel. The Contractor shall make available a Contract/Program Manager and/or Alternate with 2 to 5 years’ experience in a healthcare/hospital environment. Experience in managing multiple task orders (15 plus) and a large staff of 100 plus disbursed across multiple MTFs simultaneous. It states and/or.

71. In Exhibit D, with regard to providing timely and efficient administrative support services, the AQL is stated as “Receive no more than 2 valid service during the month.” Could this be restated?

Response: Exhibit D For Required Outcome- Provide timely and efficient administrative support services the AQL now reads Receive no more than 2 valid complaints about service during the month.

72. The following statements seem to be in conflict. In amendment 1 the Gov’t responded to Q9 in the following, “The DRAFT RFP includes non-exempt SCA labor categories that are not reflected in the Wage

Determination.

The Gov’t further stated in Amendment 1 in section 52.222-42 STATEMENT OF EQUIVALENT RATES FOR FEDERAL HIRES (MAY 2014), Employee Class Monetary Wage-Fringe Benefits Secretary I, Word Processor III, & Medical Clerk II GS-04 Step 4 $13.64 39.8% $19.06 10% = $20.98

Administrative Assistant, Case Management Assistant, Secretary II, & Medical Clerk III GS-06 Step 4 $17.00 39.8% $23.76 10% = $26.14

Education Technician, Medical Records Technician, GS-07 Step 4 $18.90 39.8% $26.42 10%=$29.06 Secretary Clerk III, Project Management Analyst, and Management Program Analyst GS-08 Step 4 $20.93 39.8% $29.26 10% =$32.19.

There are significant differences in the Base Labor rate provided in the WD Schedule and the equivalent rates for federal Hires provided in amendment 1.

Question: Please clarify if the Gov’t considers the Gov’t considers the Medical Clerk II and III, as well as the Education Technician labor categories, as WD SCLS positions or as exempt/professional positions?

Response: Clause 52.222-42 is for informational purposes only as examples. For the positions that are not on WD please reference question #9. The task for all the position with the exception of the management program analyst is administrative.

Question: Please clarify if the Gov’t considers the Administrative Assistant and Word Processor, as WD SCLS positions or as exempt/professional positions?

Response: No, both Administrative Assistant and Word Processor are listed on the WD.

73. Is the labor category called out in ADDENDUM–W3, PERFORMANCE WORK STATEMENT (PWS), Position Title: Intrepid Dynamic Exoskeletal Orthosis (IDEO) Project Administrative Assistant, the same position listed in CLIN ITEM NO 0010, Project Management Analyst?

Response: Yes and related CLINs now read Project Administrative Assistant as does the ADDENDUM- W3.

74. Is the labor category called out in ADDENDUM-Y, PERFORMANCE WORK STATEMENT (PWS), Position Title: Management Program Analyst, the same position listed in CLIN ITEM NO 0009, Management Analyst?

75. According to 52.212-2- EVALUATION-COMMERCIAL ITEMS (OCT 2014) – Factor 2: Present and Past Performance – Note 1 (p. 306 of 322): “In case the offeror does not have a record of relevant present and past performance or for whom information on present and past performance is not available or so sparse that no meaningful present and past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on present and past performance (see FAR 15.305 (a)(2)(iv)).

Therefore, the offeror shall be determined to have unknown present and past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

However, according to Amendment 1, Question 25 (p. 5-6 of 7), offers with unknown past performance “will be considered neutral.”

Question: Please clarify whether unknown present and past performance will be rated as “Acceptable,” neutral, or “Unacceptable.”

Response: Neutral.

76. According to ADDENDUM TO 52.212-1 Proposal Submission Instructions - Present and Past Performance (Volume II) (p. 294 of 322): “the offeror should have managed over 100 full time equivalent positions disbursed across multiple Federal Government departments/clinics…”

Question: Are the Past Performances required to involve managing FTEs in clinical positions?

Response: Reference response to question #1.

Question: Is it acceptable to submit Past Performance for 100+ FTEs in administrative, non-clinical positions?

Response: Reference response to question #1.

81. Our company is interested in responding to Solicitation W81K00-18-R-0005. We are a highly qualified 8(a) company with proven experience providing similar services across multiple DoD contracts. We can provide the services requested in the RFP using an innovative approach that would require fewer FTEs.

Therefore, the hours per labor category in our pricing proposal would not match the specified number of hours per labor category cited in the RFP.

Will our pricing proposal be compliant if we do not use the specified number of hours cited in the RFP?

Our technical volume will describe our approach that justifies the reduction in hours.

Response: No. This is requirement for an IDIQ. Everyone submitting offeror are to abide by the instructions in solicitation. Reference page 295 paragraph 3. Price (Volume III)

82. What are the shift and lead premium rates?

Response: Please reference the solicitation for the hours via the PWS/Addendums. The premium rate is something you would determine.

89. Hours by Location.

ATTACHMENT 1; Page 183 to 277 of 322.

Can you please provide FTEs information as Hours by Location by Position in the following format?

Response: This is requirement for an IDIQ contract, so each task order will be a stand-alone requirement.

Every offeror shall abide by the instructions in solicitation. Reference page 295 paragraph 3. Price (Volume III). This information will not be provided.

90. The WD Schedule states that for SCLS employees that the contractor will provide the following VACATION: 2 weeks paid vacation after 1 year of service with a contractor or successor, 3 weeks after 5 years, and 4 weeks after 15 years. There are 241 FTE on this contract, with well over 90% being SCLS.

Question: Will the Government consider providing the years of service for the incumbent staff?

Response: See Attachment E-Anniversary Dates

91. The years of service for the current incumbent employees is not provided in the solicitation. Typical contracts of this nature, with the senior positions on a contract that has gone through several iterations could typically see 40%+ of the incumbent staff having over 5 years of service and 10%+ with over 15 years. This would result in an additional $150,000 per year (over $750,000 over the life of the contract), in additional vacation expense.

Would the government consider providing the years of service for the incumbent staff?

Response: Reference response to question #65.

92. If the Government will not provide the years of service for the incumbent staff , will the government provide an estimate of the percentage of incumbent staff that exceeds 5 years of service and 15 years of service?

Response: Reference response to question #55 and #65.

93. If the Government will not provide the above estimate, will the government consider adjusting the price of the winning contractor, post award, once the number of incumbent staff years of experience is known, to accommodate the unknown additional costs of vacation required by the WD schedule?

94. Is a company allowed to bid as a subcontractor to more than one prime?

Response: That is between the Prime and Subcontractor.

95. Page 298 of 322 references the type of contract being awarded as an Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price contract. Item No 0001 on the SF 1449 states "Pay will be for actual hours worked." Shouldn't this be a Time and Materials contract as referenced below?

Response: This is an IDIQ firm fixed price contract which will result in task orders for a fixed number of hours at a fixed unit price. The Government will not pay for unworked hours but this does not make it a time and materials contract. The contract type is firm fixed price and will not be changed.

96. Will the contracting office provide the incumbent contractor's effective dates? Knowledge of the incumbent effective dates is necessary during the bidding process to ensure full costs are being accounted for since pay will be for actual hours worked therefore, the contractor cannot bill if the employee does not work. If an employee is eligible for 4 weeks of vacation based on their effective date the contractor will lose money if they do not account for the additional vacation costs in their bid. We respectively request the effective dates for each employee to properly bid the tasks.

97. Will the contracting office provide more specifics on the number of training holidays that occur per year since those days are also a loss of hours worked and affect the pricing? Below is the wording on training holidays in the PWS.

Training Holidays. Throughout the year, the MTF observes several training holidays and they vary by fiscal year (FY). Upon notification of designated training holidays for the fiscal year and/or no later than 15 November of the contract year, the Contracting Officers Representative (COR) will provide the information to the Contractor. The COR will identify and inform the Contractor of those departments and/or divisions that will be operational on the specified training holiday and the Contractor shall notify the COR of those CSPs who will work in departments and/or divisions that will be operational on the specified training holiday.

Response: Reference Attachment F – BAMC Federal- Training Holidays FY18.

98. Question: Regarding PWS 4.1.2 and PWS 4.2.4, are resumes required with the proposal? If so, for which positions and are these out of page count? PWS 4.1.2. states, “ Contract Service Providers (CSPs) shall have demonstrable experience, education, and training to perform the duties of the position. The Contractor shall provide, prior to the start of services, evidence of any experience, education, or training. This information may be in the form of a resume. The following basic qualifications are required of personnel” Also PWS 4.2.4. states, “ Contractor Representative Key Personnel. The ability to provide customer assistance regarding contract services at the start of the contract. Ability to meet with KO/CORs with two (2) hour notice during normal business hours.”

Response: Reference response to question #31.

99. Will past performance of a subcontractor be accepted?

100. Will Joint Venture past performance be accepted if a member is bidding on this work?

Response: Reference 52.212-2 Evaluation-Commercial Items.

101. Page 294 of the Solicitation states in part: "Explain how your firm intends to meet the requirement of the

Performance Assessment listed on Exhibit –C Quality Assurance /Surveillance Plan (QASP). Each response should be in numeric order as listed on PRS Performance Objective so that statement is not repeated (ex: Performance Objective # 1(offeror response)).

Question: Exhibit C / QASP, lists the responsibilities of the COR and KO. Exhibit D lists the performance requirements. Was the above language meant to refer offerers to Exhibit D instead of Exhibit C? Is it the government's intention that responses take the performance objectives from Exhibit D to use as the basis for how each firm intends to meet such performance requirements? If so, what role, if any, does Exhibit C have in this specific part of the response?

Response: Reference response to question #42.

102. Note #1 If an offeror submits a relevant past performance record without indicating the total FTE count, would evaluators attempt to make an estimate of size based on CPARS/PPIRS records? If not, would the government consider that an ‘unknown’ status and thus an “acceptable” rating per Factor 2 evaluation criteria, Note #1?

Response: No. Reference 52.212-1 paragraph 2(b)

103. If the offeror submitted zero past performance records, as per Factor 2 evaluation criteria, Note #2, would the government attempt to retrieve CPARS/PPIRS records for the offeror? Would this action result in an ‘unknown’ or ‘neutral’ status, and thus an ‘acceptable’ rating per Factor 2 evaluation criteria, Note #1

Response: Reference 52.212-1 paragraph 2(b). The Government may also consider any additional information from its own files, databases such as the Past Performance Information Retrieval System (PPIRS), or from any other source it deems appropriate. The Government may survey references to verify the information provided.

104. Can the government clearly define the set of criteria and/or process followed that would result in a ‘neutral’ status per Factor 2 evaluation criteria Note #1 (as well as Amendment 2 Question 25)?

Response: Reference response to question #50.

105. Can the government clearly define the set of criteria and/or process followed that would result in a ‘neutral’ status per Factor 2 evaluation criteria Note #1 (as well as Amendment 2 Question 25)?

Response: The Government is unclear on this question. Please see 52.212-2 for Evaluation information.

106. Per FAR 15.305 (a)(2)(iv)), does a ‘neutral’ past performance evaluation result in an ‘acceptable’ rating?

Response: Reference response to question #50.

107. Proposal Submission Instructions require a Title Page. The Q&A published on 2/8/2018 (in answer to Question 22) indicates a requirement of three (3) separate Volumes. Should one (1) Title Page be included with the submittal—acknowledging, of course, information may be continued on to a second (2nd) page?

Or, should a Title Page be included with each volume—for a total of 3 Title Pages (1 per Volume)?

Response: Proposal 52.212-1 page 294 states: Offerors shall submit proposals in accordance with the following format. Each section addressed below (i.e., Technical and Management Capability, Present and Past Performance, and Pricing) shall be its own volume, and identified as separate attachments with company name within the emailed submission (ex: Technical and Management Capability (Volume I) _ABC Company).

Response: You should submit three separate volumes as follows:

1. Technical and Management Capability (Volume I) _Company Name

2. Present and Past Performance (Volume II) _Company name

3. Price (Volume III) _ Company name

108. The Proposal Submission Instructions—specific to the Title Page—require references to be listed on the Title Page. Is that correct?

Response: No. Reference 52.212-1 SUBFACTOR 1c. paragraph 2b regarding references.

109. If references are to be listed on the Title Page, is that in addition to listing references in the Present and Past Performance section; i.e., are we required to list the references in two (2) places of our response?…

Response: No. Reference 52.212-1 SUBFACTOR 1c paragraph 2a and 2b.

110. If 1 Title Page per Volume is required, should every Title Page include all of the required information/identical information outlined in the Proposal Submission Instructions (specific to the Title Page); e.g., DUNS #, CAGE Code, References, etc.?

Response: No. Reference question #82.

111. Regarding Volume III – Price: is it acceptable to include an Attachment in the form of an Excel document in addition to narrative included within Volume III, referencing the Price Spreadsheet Attachment?

Response: Page 295 states paragraph 3. Price (Volume III) states: Submit proposed pricing for all contract line item numbers identified in the Request for Proposal (Form 1449), unless otherwise noted. Include the "Unit Price" and total "Amount" for each line item (base and all option years).
