Question Response
Please provide either the prior award amount for the current contract or the current contract number if the award amount is not available.
Current contract is W81K00-14-P-1058.
Note: Previous contract did not include ISR’s Air Gas requirements.
By line item, please confirm which cylinders are government owned (GO) and contract owned (CO). We will need different line items for GO and CO cylinders as they have different part numbers and will be priced differently.
Vendor Provided or Government Owned items are listed on the sub-contract line item spreadsheet (attachment 1).CLIN structure/product descriptions may be revised at time of award with the apparent successful offeror if items identified as Vendor Provided or Government Owned are priced differently.
Note: ISR does not have any Government Owned cylinders. All ISR cylinders will be Vendor Provided.
Pricing should reflect the cost of the gas and cylinder as applicable.
Page 3 – CLIN 0001 and the first CLIN of each option year 1001, 2001, 3001 & 4001 – please provide descriptions and instructions for these CLIN(s). These CLIN(s) appear to be additional information related to the Statement of Work. Do you expect suppliers to price these CLINS or is this a total of all of the CLINS for the base year and each option year?
These CLINS are a description of the contract requirement; therefore no prices or quantities are associated with these CLINs. Note that the pricing should be included within each SubCLIN: i.e. 0001AA, 0001AB, etc. in both the solicitation and Attachment 1.

A unit price shall be submitted for each line item, as well as the extended price (i.e. unit price multiplied by quantity). In addition, each offeror shall complete the attached sub-contract line item spreadsheet (Attachment 1). The spreadsheet shall be submitted in Microsoft Excel format with all formulas intact.
c. SUBCONTRACTING PLAN: The offeror shall submit a Subcontracting Plan with their quote. If the offeror already has a Commercial Subcontracting Plan approved by a Government Contracting Officer, that plan (along with corresponding approval) is sufficient for submission.
(m) The non-FAR Part 12 discretionary FAR, DFARS, AFARS, and LOCAL provisions included herein are incorporated into this solicitation either by reference or in full text. If incorporated by reference, see provision 52.252-1 herein for locations where full text can be found.
ADDENDUM TO 52.212-2
Paragraph (a) is hereby replaced with the following:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The Government will issue a single contract to the responsible offeror whose quotation, conforming to the solicitation, is the Lowest Priced Technically Acceptable (LPTA) quotation. The contract will be on an all or none basis. The following factors shall be used to evaluate offers:
1. Technical Acceptability. Technical capability ratings reflect the Government’s confidence in each offeror’s product, as demonstrated in its submission, to meet the requirements set forth in the solicitation. The Government will make an independent judgment of the acceptability. To receive consideration for award, a rating a no less than Acceptable must be achieved in technical acceptability.
a. The following adjectival ratings will be used in evaluating each offeror’s written technical capability quotation:
i. Acceptable - To receive this rating, the offeror shall meet or exceed the requirements set forth in solicitation. In addition, the offerors technical quotation sufficiently explained how they are capable and intent to meet all requirements and specifications required by the solicitation.
ii. Unacceptable - An unacceptable rating will be assessed on any offeror that presents items that demonstrate any of the following:
1. Failure to meet the product specifications and delivery schedule set forth
2. Failure to provide sufficient detail for the Government to determine whether the items satisfactorily meet the requirements of this solicitation.
2. Price. Award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for non-cost factors.” (see FAR 15.101-2(b)(1)). The proposed price will be evaluated on bottom line price for the entire effort, inclusive of all options. The total price shall be entered on the sub-contract line item spreadsheet (Attachment 1). Except for communications conducted for the purpose of minor clarifications, the Government intends to evaluate quotes and award a contract without discussions. Therefore, each initial quotation should contain the offeror’s best terms from a technical capability and price stand point.
However, the Government reserves the right to conduct discussions if it is later determined by the Contracting Officer to be necessary.
The final unit prices established, resulting from this solicitation, when ordering as needed, will be applicable to any order placed under this contract. The Government will only pay for actual quantities ordered and accepted, regardless of the quantities established on the contract. Therefore, the offeror is hereby informed that the final unit prices are not subject to adjustment on the basis of a difference between ordered amount and actual quantities.
3. Subcontracting Plan. The Government will evaluate offeror's Subcontracting Plan to determine if its goals are realistic, challenging, and achievable. Failure to provide such a plan will render the entire offer ineligible for award. If the offeror already has a Commercial Subcontracting Plan approved by a Government Contracting Officer, that plan (along with visible Contracting Officer approval) is sufficient for submission. If no such subcontracting possibilities exist despite reasonable efforts to find them, the offeror shall submit a subcontracting plan shall that reflects the efforts that were made.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
