Medical Gas and Gas Cylinders Pick-up and Delivery San Antonio Military Medical Center (SAMMC), JBSA ] Fort Sam Houston, Texas

03 June 2022 Question

Questions Response

1 Does the GOVT have monthly or annual volumes by gas type available from the existing vendor to ensure we can properly quote this business?

See usage on the last page.

2. Does the GOVT own any cylinders or is the vendor required to provide all assets? The government owns some cylinders, but the vendor will be required to supply some as well.

3. Is there a CLIN available to quote delivery fees? No

4. Would the GOVT be interested in Linde providing a quote to station a Linde employee on-site at GOVT location full time to manage cylinder program?

No

5. Can we please get the current contract number so we can research / do our due diligence for work now via FPDS?

The previous Contract Number is:

W81K00-17-P-0724.

6. In regard to the subject RFQ, respectfully request the government provide an accurate detailed spreadsheet encompassing all of the CLINS for this requirement.

For reference, the 2017 RFQ had a spreadsheet titled "Medical Gas and Gas Cylinders Pick-up and Delivery (W81K00-17-T-0367)" "Attachment_1_Sub- Contract_Line_Item_Spreadsheet_17_T_0367_Updated_6_September_2017"

Please provide a spreadsheet for all of the solicitation line items and all associated

CLINS.

These have been included in the solicitation.

7. Does the government intend to place multiple material items on the same CLIN? Yes

8. Please confirm the contract will require WAWF invoicing Yes, Wide Area Work Flow

(WAWF) will be the method of payment

9. Can you please provide all of the actual physical delivery addresses (all buildings/departments) that are associated with the subject RFQ/contract award?

BAMC Main hospital (back loading dock) Bldg 3600, 3551 Roger Brooke Drive, San Antonio Texas, 78234

Camp Bullis Health Clinic (Bldg. # 5026, Camp Bullis Road).

10. CLIN 0001 (Medical Gas & Air; PGs 26-28 of 107) – What are the annual cylinder usage quantities for each gas (particularly gases that are both GFE & Contractor Owned)?

Please see usage on last page.

Usage is not separated between GFE & Contractor owned.

11. CLIN 0002 (Cylinder Rentals) – What are the annual rental quantities? See usage on last page.

12. Government Furnished Equipment (GFE) – How many GOV Owned Cylinders are there by CLIN and are vendors to assume all Part #’s with “C” in the Price List (PGs 26-42 of 107) are GFE (“C” meaning “Customer”)?

Yes the “C” is customer owned, see the last page for cylinder quantities.

13. PRICE LIST GFEs - Items with “or C” (i.e., PG 26 of 107 Price List, “AI USP200 or C”), does this infer that the GOV will utilize both GFE & Rentals for this particular Gas? Recommend separating Fill CLINS for GFE’s/Contractor Owned of the same gas for more accurate cylinder tracking.

Yes, separating the CLINs to separate gov’t owned & rentals is not beneficial to the government.

14 CLIN 0006 (Camp Bullis Bulk Propane):

i. Are the Bulk Propane Tanks GOV Owned or are they rented?

ii. What is the tank size? Is there a Primary & Reserve?

iii. What is the annual usage quantity?

iv. What is the frequency of tank fill?

i. Government owned.

ii. 1000 GAL, there is a primary and a reserve on site.

iii. 15,949 from 1 October to present

iv. As needed, monthly.

15. How many delivery points are there on site (appears to be 2)? Are all deliveries to a centralized delivery point (i.e., loading dock storage closet)?

Reply: Bulk propane is in Camp Bullis, cylinders are all to BAMC receiving dock.

1. DRY ICE (CLINs 0004 & 0008):

i. Q. What is the difference between CD ICEP-11 & CD ICEP?

R. CD ICEP are standard dry ice pellets and CD ICEP-11 are dry ice pellets size 11.

ii. Q. What form of Dry Ice is CD ICEP (nuggets, slab)?

R. Standard pellets.

iii. Q. What are the estimated annual quantities for CD ICEP-11 & CD ICEP?

R. CD ICEP-11 50,824LBS

iv. Q. What is the delivery frequency for Dry Ice at each location?

R. 2 deliveries a week.

v. Q. How much by weight will be required with each delivery?

R. 150 LBS on Monday’s, and 500 LBS on Wednesday’s

16. What is the frequency of delivery for contractor owned (rented) cylinder gases? 3 deliveries a week

17. How are vendors to account for costs associated with Emergency Deliveries? There is no CLIN for this for either Cylinders or Bulk (standard on medical gas contracts) yet there is a 24 hour requirement for Emergency Deliveries on PG 75 of 107, Para I.12.

Request adding a CLIN to offset these costs as distribution is the highest cost in this industry (CLIN for CYL & a CLIN for Bulk as they are two different types of delivery trucks).

This will be removed from the Solicitation.

18. Please confirm that this RFQ includes FAR Clause 52.219-4 Notice of Price Evaluation Preference for HUBZone Small Business Concerns?

Yes, this is included in the solicitation.

19. PG 76 of 107, Para III.1.c - Is this contract to be invoiced/paid for via Purchase Card or WAWF? PG 76 of 107, Para III.1.c mentions that invoices shall be emailed to the credit card holder for payment. If P-Card, how are vendors expected to recoup the frequent processing costs?

Yes, this will be paid through WAWF (Wide Area Work Flow), additional cost for processing invoices should be incorporated into their price.

20. DISPOSAL OF GOV OWNED CYLINDERS (PG 76 of 107, Para III.2) – Does the GOV expect this service to be provided at no cost? There is no CLIN for this and PG 76 of 107, Para III.2 states “Contractor shall make disposition in accordance with COR’s instructions.” Recommend adding CLIN for disposal of GFE as there is no means to predict these potential future costs.

Cylinders are to be returned to the government (BAMC).

21. LPTA EVALUATION (PG 89 of 107 ADDENDUM to 52.212-2, Para 2) – What is the GOV’s rationale (contained in the contract file) for evaluating by Lowest Priced Technically Acceptable for a health care service as critical as Medical Grade Gas for Human Consumption (Oxygen being a prescription drug)?

The technical requirements have been addressed in the Statement of Work. “Offerors shall demonstrate the ability to meet the requirements of the solicitation via the submission of a written capability statement with their quote. The technical requirement will be reviewed to determine if the contractor understands and meets the government needs.” Once this has been evaluated as acceptable, Price will be the next Factor for evaluation.

22. P. 74 of 107 Para #5 – “Must be able to pick up empty cylinders Monday, Wednesday & Friday and delivery the filled cylinders on the next delivery day.” Is this language referring to Government Owned Cylinders? What is the GOV’s expected turnaround on picking up/filling of GFE Cylinders? GFE’s do not go to the front of the line at the fill plant and thus have a lead time (often up to a week)

We are a trauma 1 hospital, turnaround time must be met. Gas is used at a very high volume.

23. P. 77 of 107 – Para (b) PRICING – “Offeror shall submit proposed pricing for all sub-contract line item numbers identified in the solicitation. A unit price shall be submitted for each line item, as well as the extended price (i.e. unit price multiplied by quantity).” Can the GOV provide the estimated annual quantities for each gas and rentals beginning on P. 26 of 107?

Please see attached usage table.

24.
