The total estimated value for this action is

3. DESCRIPTION OF THE SERVICES REQUIRED TO MEET THE AGENCY'S

NEEDS.

The contract will provide the 596th Transportation Brigade the requirements needed to maintain current and future operations. The contractor shall provide S&RTS for the movement of military cargo, to include conventional breakbulk or container munitions (MOTSU only) except for limited quantities of small arms ammunition treated as general cargo, military vehicles and equipment through the Military Ocean Terminal at Sunny Point, North Carolina in support of the national/strategic military interests of the United States of America.

Specifically, the contract will be extended one (1) month from (1March2015 through 31 March 2015) with an additional one (1) month option period (1April2015 through 30 April 2015). The contractor is already in place and this extension will allow the 596th Trans Brigade to plan Vessel Terminal Operations as follows:

MV Eddystone with United Kingdom and Netherlands cargo consisting of containers and two (2) trailers will discharge at MOTSU during the period 15-17 March 2015. This cargo is in support of exercise participation in CONUS.

FOR OFFICIAL USE ONLY

Ammunition vessel (yet to be awarded by Military Sealift Command), Vessel Designation AS- 73, in March 2015. Vessel loading operation of containers in direct support to CENTCOM

AOR.

MB BBC Seattle, in April 2015. This operation will be a discharge of an estimated containers from the CENTCOM and EUCOM AOR's. In addition to the discharge of the containers, the 5961 h Trans Brigade will also be required to load approximately railcars to clear the discharged containers.

The period of 1March2015 through 30 April 2015, the 5961 h Trans Brigade will be directly supporting the Army Preposition Program vessel. The operation consists of the ammunition containers that were discharged from the MV Page in February 2015. The operations encompasses the following detailed operations:

Pull samples of specific non-missile ammunition for testing and inventory from containers.

Pull missiles from containers for testing, storage monitoring inspectins and retrograde.

Restuff missiles as required. Consolidate retrograde contents via rail and truck. Involves loading truck and rail assets as well. Rebuild containers with ammunition on the ground at MOTSU via stuffing. Stuff containers with ammunition shipped in from depots.

Overall support to Army Preposition Program will entail over container actions, many of which are actions taken multiple times on the same container. The end result will be containers of Army ammunition loaded into containers and waiting on the arrival of the next vessel in August 2015.

This Army Prepo operation is an extremely labor intensive and detailed operation that often entails 6 different work locations and well over ILA personnel at MOTSU daily.

4. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN

COMPETITION.

The statutory authority permitting the use of other than full and open competition is 10 U.S.C.

2304( d)(l )(b ), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 (2)(iii)(B), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Services are deemed to be available only from the original source for the continued provision of highly specialized services when award to any other source will result in unacceptable delays in fulfilling the agency's requirements.

5. DEMONSTRATION THAT THE NATURE OF THE ACQUISITION REQUIRES USE

OF THE AUTHORITY CITED.

Based on the following reasons only one source, Marine Terminal Corporation-East, dba MTC E, is capable of meeting the operational requirements with the highest degree of confidence and minimizes unanticipated disruptions. At MOTSU, there is a rigid timeline for the execution of PREPO operations that involves synchronized coordination and accountability of thousands of containers and contents. If there is an interruption in service, there will be mission failure.

Marine Terminal Corporation-East is the current S&RTS contractor knowledgeable in the specialized service required for movement of DOD cargo through Military Ocean Terminal Sunny Point, NC. The contractor has been in place since June 2005, contract re-competed and renewed December 2009 until current date. The contractor is experienced in vessel loading, vessel discharge, receipt of cargo, disposition of cargo, stuffing/unstuffing of cargo, intra terminal transfer of cargo and onward movement of cargo. MTC-E, has been exposed to the safety intricacies of the equipment. Current on-going missions are a necessity and must not have an interruption in services. Failure to extend current contract would result in mission failure.

Current and ongoing missions are a necessity and must not have an interruption in services.

Marine Terminal Corporation-East, has been performing the current effort and is exposed to the safety intricacies of the equipment. Interruption of the on-going mission support has implications with higher global impact of the extension not being approved.

6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE

SOLICITED FROM AS MANY POTENTIAL SOURCES AS IS PRACTICAL.

Marine Terminal Corporation-East is the incumbent contractor for this extension and is uniquely qualified to perform the required work. This extension is being awarded in accordance with FAR 52.212-4 ( c), Changes. Competitive offers were not sought for the proposed one (1) month extension of service.

7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE.

The base year and option year prices to provide the S&RTS for the movement of military cargo were determined fair and reasonable at the time of award based on a comparison between each offeror' s competitively proposed prices. This is a one (1) month option to extend services with an additional one (1) month optional period from a previously competed requirement which represents best value IAW FAR 15.403-1( c). Adequate price competition (APC) was received from the initial award which was also based on commercial proposals from four ( 4) competing offerors. Based on comparison to the government estimate for the one month extension and one month option, the proposed price is anticipated to be fair and reasonable .

8. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE

RESULTS.

The base year and option year prices to provide S&RTS for the movement of miliary cargo were determined fair and reasonable at the time of award based on adequate price competition (FAR 15.403-1 ( c) (l)(i)). The one month extension of 1March2015 through 31March2015 with an additional one (1) month optional period (1April2015 through 30 April 2015) will be an extension of services from a previously competed requirement in which proposals were received from four ( 4) competing offerors. The anticipated cost of this extension (1 March 2015 through 31 March 2015), with an additional one ( 1) month optional period ( 1 April 2015 through 3 0 April 2015) will be considered fair and reasonable based on comparison to the government estimate and a comparison of historical prices paid for this service (FAR 15.404-l(b)(2)(ii)).

9. OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN

COMPETITION.

None.

10. A LISTING OF THE SOURCES, IF ANY, THAT EXPRESSED, IN WRITING, AN

INTEREST IN THE ACQUISITION.

None

11. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO

REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY

SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED.

USTRANSCOM is currently planning the follow-on competitive procurement. The one-month extension (1 March 2015 through 31 March 2015) and optional one-month extension from ( 1 April 2015 through 3 0 April 2015) will allow the continuation of services until a new contract is awarded.
