Justification for Other Than Full and Open Competition – Brand Name Order under CHESS Multiple Award Schedule

Fujitsu Hardware

1. Contracting Activity: The ERDC Contracting Office (ECO) is located at the U. S. Army Engineer Research and Development Center (ERDC), 3909 Halls Ferry Road, Vicksburg, MS 39180-6199, intends to make contract award pursuant to the authority of FAR 6.302-1, Circumstances Permitting Other Than Full and Open Competition, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements” for the purposes of providing written consent and approval to award Brand Name Fujitsu Hardware.

2. Description of Action: The ECO is seeking approval to award a new, firm fixed price contract under the Army Computer Hardware, Enterprise Software and Solutions (CHESS) using OMA funds for the acquisition of two Fujitsu CX400 M4 enclosures containing two CX2570 chassis’ including 4 servers with Tesla M60 cards and one Fujitsu CX400 M4 enclosure containing one CX2560 chassis including 4 servers to refresh existing compute operating the Research and Development Environment (RDE) Enterprise Exchange (Email) environment. The RDE is the enterprise environment that supports the researchers and scientists at the US Army Engineer Research and Development Center (ERDC). The RDE is operated and maintained by the Office of the Chief Information Officer (OCIO). The OCIO is responsible for providing an enterprise email solution for the ERDC. The current enterprise email solution is Microsoft Exchange 2010 which is end of life in January 2019.

The environment needs to be refreshed. As part of the refresh, the compute backend of the email environment also needs replacement.

In accordance with AFARS 5139.101-90, Acquisition of Information Technology Policy, this action will be processed utilizing the Army Computer Hardware Enterprise Software and Solutions (CHESS) program. A brand name only solicitation will be issued on the CHESS ITES-3H contract schedule.

3. Description of Supplies and Services Required to Meet the Agency’s Needs:

The requirement is for three chassis of Fujitsu hardware and is not considered a ‘system’ in accordance with OMA funding limitations. Each chassis can operate independently. For the email upgrade, one chassis does not provide all the compute and gpu's needed for the upgrade. Besides the email upgrade, the hardware will support virtual machines for various projects, therefore, the hardware does not serve one purpose. Software maintenance is also being purchase for each of the items.

The Fujitsu equipment shall have the following components:

The estimated cost for the Fujitsu Equipment is approximately $259,000.00.

4. Authority Cited: 10 United States Code 2304(c) (1) as implemented in Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(A).

Supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. It is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.

The supplies or services to be ordered are unique or highly specialized by brand name, however, more than one vendor under the CHESS ITES-3H contract schedule is capable of providing the supplies required.

5. Reason for Authority Cited: The current virtual environment consists of Fujitsu products. This requirement is to upgrade the existing Fujitsu hardware for refresh of compute operation of the RDE Enterprise Exchange (Email) environment. In order to maintain compatibility with existing architecture. If Fujitsu brand is not procured new racks and configuration would be required to all RDE Email environment. Reconfiguration of environment could produce down time in addition risk of loss of data.

The ERDC Information Technology Laboratory (ITL) is responsible for building, staffing and maintaining the computer communications network in support of the Research & Development activities of ERDC. The ERDC Office of the Chief Information Officer (OCIO) provides advanced Scientific and Technology-centric computing environments supporting the broad Information Technology needs of ERDC researchers to include support of non-standard platforms, Testing & Evaluation (T&E), evaluating commercial off-the-shelf software, and T&E seamless connectivity to high performance computing and ability to adapt to changing technologies. The OCIO operates and maintains the Research and Development Environment (RDE). The RDE is comprised of various Enterprise Applications such as Microsoft Exchange for Enterprise Email, Virtual Desktop Infrastructure (VDI), and a Cloud Computing Environment (CCE) comprised of over 700 virtual machines. The backend infrastructure for the enterprise applications is comprised of Fujitsu hardware. The current OCIO Fujitsu investment, which spans Fiscal Years 13 – 18, is estimated at over $750,000.

This significant investment only includes hardware purchases and does not include labor, installation, or training costs associated with the infrastructure. If a brand other than Fijitsu were to be used, there would be a substantial duplication of costs. Therefore, the OCIO is asking for a procurement of Fujitsu hardware to refresh the current Enterprise Exchange Email environment so that the refreshed environment is compatible with the existing OCIO RDE infrastructure and current investment.

6. Efforts to Obtain Competition: A Request for Quote (RFQ) will be issued under the CHESS program using the ITES-3H schedule of contracts (17 contract holders). The Fujitsu equipment is commercially available through a wide variety of channel partners and resellers.

The request should receive sufficient competitive bids to ensure effective competition for the acquisition.

7. Actions to Increase Competition: As discussed in paragraph 6, the CHESS program shall be utilized to procure all IT supplies and services. By doing so, competition is promoted amongst all eligible vendors approved to the required supplies. The ERDC Information Technology Laboratory (ITL) is responsible for building, staffing and maintaining the computer communications network in support of the Research & Development activities of ERDC. The ERDC OCIO provides advanced Scientific and Technology-centric computing environments supporting the broad Information Technology needs of ERDC researchers to include support of non-standard platforms, Testing & Evaluation (T&E), evaluating commercial off-the-shelf software, and T&E seamless connectivity to high performance computing and ability to adapt to changing technologies. The OCIO operates and maintains the Research and Development Environment (RDE) network. The current RDE infrastructure consists of Fujitsu, therefore, requesting Fujitsu for the Enterprise Email Refresh is compatible with the existing CIO RDE infrastructure. There is adequate competition with this procurement through the use of the CHESS MATOC.

8. Market Research: Market research was primarily conducted using procurement history.

Based on market research and per Army Federal Acquisition Regulation Supplement (AFARS)

5139.101 (S-90)(a), the Army’s CHESS program is the mandatory source for commercial IT purchases. Specifically, the CHESS ITES-3H contract is the primary vehicle for IT hardware purchases in accordance with Army Regulation 25-1. The required Fujitsu Servers have been identified on the ITES-3H vendor’s online catalogs. There are seventeen (17) total vendors under the CHESS ITES-3H contract, 8 small businesses and 9 large businesses.

9. Interested Sources: As provided under paragraph six above, a request for quotation (RFQ) will be issued under the CHESS program using the ITES-3H schedule of contracts (17 contract holders). The Fujitsu equipment is commercially available through a wide variety of channel partners and resellers. The request should receive sufficient competitive bids to ensure effective competition for the acquisition.

10. Other Facts:

a. Procurement History: Fujitsu products that comprise the CCE has been previously purchased through multiple contracts under the CHESS MATOC. One example is contract W52P1J-16-D-0013 which provided compute power for the CCE running on the

RDE.

b. Other facts: None.
