Justification and Approval (J&A) for Other than Full and Open Competition
Ruggedized Hybrid Power Systems (HPS)
1. Contracting Activity: Engineer Research and Development Center – Construction and Engineering
Research Laboratory (EDRC–CERL), 2902 Newmark Drive, Champaign, IL 61826
2. Description of Action:
a. Nature: New contract for Ruggedized Hybrid Power Systems (HPS) incorporated with government-owned trailers
b. Pricing: Firm-Fixed Price, Approximately $323,316.31
c. Funds: 21 x 2040
3. Description of Supplies: The Engineering Research and Development Center-Construction
Engineering Research Laboratory (ERDC-CERL) has a requirement to procure Ruggedized Hybrid
Power Systems (HPS) incorporated with government-owned trailers. The ruggedized HPS integrated with trailers will allow for a mechanism for portable hybrid power that is currently unavailable. The systems will provide a universal inverter system capable of integrating a vast range of AC and DC electrical generating assets with expandable battery energy storage that can operate as a stand-alone, load management system, in support of a larger micro-grid, or connected to other ruggedized hybrid power to form a larger flexible micro grid.
The trailers shall be delivered to the Government for a proof of concept demonstration to be performed in Hawaii. The contractor shall travel to Hawaii during that demonstration for final commissioning during the demonstration. If successful, this technology will be used for portable hybrid power systems in contingency base environments.
4. Authority Cited: This action is requested under the authority of 10 United States Code (USC)
2304(c)(1) as implemented in Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii), Only One
Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
5. Reason for Authority Cited. Go Electric Inc. is the only responsible source for delivery of these items and no other sources can satisfy the Government’s requirement. Go Electric Inc. has the experience and in-depth technical knowledge of the equipment that is required to produce this product. Go Electric Inc. created the original prototype of the HPS device through R&D under the
CERL Broad Agency Announcement (BAA). They have a patented power transfer technology that is critical to the system meeting Army requirements. Their experience with multiple DoD hybrid power programs and their previous work under the BAA makes them the only company who can produce the HPS connection boxes utilizing lessons learned applying the standards defined by
Tactical Micro Grid Standards Consortium.
It is critical the connection boxes are able to connect to a tactical micro grid. As the lead for the
TMSC ERDC-CERL is responsible for meeting the standards defined by the TMSC. In order to incorporate the TMSC standards for hybrid power systems to be interoperable with the Army program of record AMMPS mirco grid these specifications listed below must be met and only Go
Electric Inc. can meet all the requirements which include:

1. Implement remote communication and control of both the inverter and battery management system over Ethernet - TCP/IP, where all available controls and status are accessible via the remote communication protocol - ModBus preferred to work with the original prototype.
2. The battery management system is able to be toggled between remote control [controlled via the remote interface] and local control (controlled with GoElectric internal logic for when the inverter is in remote control.
3. Provide full data model and API needed to execute controls remotely via the above communication physical interface and protocol.
5. Efforts to Obtain Competition: A notice of intent to sole source was posted on FedBizOpps from
June 21, 2018 through July 21, 2018 and no responses were received.
6. Actions to Increase Competition: Due to the highly specialized nature of this effort, actions to increase competition are not feasible at this time. Future requirements will be evaluated for competition and procured in a manner that best befits the circumstances.
7. Market Research: The team conducted extensive market research through multiple avenues to determine what options were available to meet our requirements for the ruggedized HPS to be integrated with trailers. This market research included in-depth online research of commercial off the shelf (COTS) equipment, online research of engineering companies, phone calls and site visits with industry and military experts, and review of previous contracts. This also included expert opinion from a NATO RFQ for this type of work.
Go Electric, Inc. was found to be the only company capable of producing the ruggedized HPS and have the technical expertise and experience to incorporate the technology into the trailers. Go
Electric, Inc. developed the ruggedized systems through R&D funded under ERDC-CERL BAA
W912HZ-17-BAA-01 for Contingency Basecamp Operational Energy in FY17. Market research proved that no other company has developed technology with these specific requirements and the ability to integrate with government trailers. This research was completed by four ERDC-CERL employees for a total of 40.75 hours (plus travel).
8. Interested Sources: To date no other sources have expressed an interest in fulfilling these requirements. Since Go Electric possesses the unique experience and patented technology required to meet the needs of this solicitation, no other vendors will be sought.
