4. Description of Services or Supplies: 2/75 Ranger Regiment will be using an airfield to conduct a Multi-Lateral Training (MLAT) exercise.

The total estimated value of the proposed action is $15,000.00.

5. Authority: FAR 13.106-1(b) (1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization)

6. Reasons for Authority Cited:

a. The airfield located in Pendleton Oregon provides multiple characteristics that best simulate specific real world mission requirements and meet the training requirements for multiple units. The characteristics are listed below.

1) The airfield size, layout, terrain, weather, and capabilities safely simulate specific potential real world situations that cannot be achieved at other airfields.

2) The open surrounding terrain gives other supporting units the freedom of maneuver to create multiple real world scenarios that cannot be simulated on airfields with surrounding population centers.

7. Actions to Increase Competition. The Contracting Office plans no action to overcome barriers to competition in this acquisition. It is not considered practical to encourage any other source to develop, build and maintain a airfield facility that meets the needs of the Special Operation Command unique and classified training requirements as contained in SOCOM Operations Order 02-12 .

8. Market Research: Market research showed that Pendleton Airfield, was the only airfield that can simulate specific real world mission requirements and meet the training requirements for multiple units. All man hour charges are due to the overtime that the crews have to work with the offset hours that 2/75th Ranger Regiment will be conducting their MLAT exercise on the airfield. Attached is a Sole Source Letter from 2nd Battalion, 75th Ranger Regiment, Attachment-1. Multiple airfields were contacted and surveyed for the training requirements. The following deficiencies were found.

McChord Airfield (WA) – Training schedule significantly disrupts overall airfield operations

Gray Army Airfield (WA) – Preparatory training is conducted at this location the week prior and schedule of actual exercise significantly disrupts overall airfield operations Kingsley Field (OR) – Training dates were not able to be supported in that the airfield could not provides dates acceptable to the operational requirements.

Peterson Airfield (CO) – Not able to support training requirements that meets the needs of the Special Operation Command unique and classified training requirements as contained in Operations Order 02-12.

9. Procurement History:

Previous Purchase Order(s) or Contract(s): FORMCHECKBOX Yes FORMCHECKBOX No
