NATIONAL DEFENSE AUTHORIZATION ACT 2019 (SECTION 889)
The John S. McCain National Defense Authorization Act 2019 (NDAA) is a United States federal law which establishes budget, expenditures and related policies for the U.S. Department of Defense. As of August 2019, Section 889 of the NDAA (Section 889) prohibited the U.S. government from procuring video and telecommunication equipment from certain Chinese companies and their subsidiaries. A year later, in August 2020, the prohibition on direct government purchases was extended to prohibit the U.S.
government from also conducting business with organizations that used video and telecommunications equipment from these same Chinese companies, regardless of the size of the contract or grant.
Honeywell’s 30 Series, 35 Series, 60 Series and 70 Series cameras are designed to work in systems that are NDAA Section 889 compliant. In addition to the 30/35/60/70 Series cameras, Honeywell’s MAXPRO® and Pro-Watch® VMS/NVR ranges, its 30/35 Series Embedded NVRs and its ADPRO iFT NVRs undergo internal cybersecurity reviews and do not include components from any of the companies highlighted in Section 889. In addition to applications where NDAA compliance is required, these products are well suited for small- to medium-sized businesses, entry-level enterprise and critical applications where compliance is essential, such as government, utilities, premium commercial, campuses and retail.
Accordingly, Honeywell Pro-Watch, WINPAK and other access software and hardware can continue to be sold to and used by federal agencies or other businesses without any impact on Section 889 compliance.
Honeywell access control solutions also undergo internal cybersecurity reviews and do not include components from any of the companies referenced in Section 889.
Specific Honeywell products that can be used as part of NDAA Section 889 compliant systems are:
- 30 Series IP Cameras | 30 Series Embedded NVRs (Made in Taiwan)
- 35 Series IP Cameras | 35 Series Embedded NVRs (Made in Vietnam)
- 60 Series IP Cameras (Made in Taiwan)
