SUMMARY OF CHANGES

SECTION _ - SF 30 BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

Q&A Q. is Section 600 required?

A. N0 – section 600 is not required

Q. The Solicitation says hard copies in block 13 – but in the instructions it says Electronic Copies?

A. Only Electronic copies will be accepted.

Q. Is there a limit to the file size for transmission?

A. Yes – our system will only accept files smaller than 10MB – you may have to send multiple e‐mails to submit your proposals. You are reminded that our server date/time stamps all incoming traffic – your proposal must be accepted by our system by 3:00Pm to on time – if you send it at 2:55 and our system accepts it at 3:01 your late and will not be considered.

Q. How many Guard Towers and how many man‐holes are on the site – so we can calculate the number of T‐walls?

A. The exact number is unknown – for planning purposes please consider that on the West & North site there are 2 towers and no man‐holes, on the PEH Compound & South site there are 4 towers and 13 man‐holes.

Q. What is the distance between fence posts as shown on attachment K for Sniper Screening?

A. The distance varies from 2.5M to 3M – but the average is approximately 2.8M apart.

Q. We have done many projects in Afghanistan for USACE – we are a Turkish Company can we submit a proposal.

A. Anyone can submit a proposal – however this project is set‐aside for 886 companies – only Afghan companies can be awarded the contract.

Q. Can I enter into a Joint Venture – and be awarded this contract?

A. Joint Ventures are permitted – as long as they are registered in JCCS and at www.SAM.gov as a Joint venture by the proposal deadline.

Q. Can I be added to the USACE’s Vendor List?

A. USACE does not maintain a Vendors list – most solicitations will be posted on www.FBO.gov as 886 set‐asides. USACE uses the JCCS system on limited competition requirements

Q. Can I be paid in US Dollars for this project?

A. N0 –Afghan Law requires us to pay in Afghan currency to Afghan Contractors. Since this is set‐aside for only Afghan Contractors – Payment will be made through www.ITS.gov at the 3‐day international transfer rate. Contractors should consider this when developing their proposals. Some Afghan banks

W5J9JE-16-R-0005

will charge a commission to convert payments back to US Dollars. Also the 3‐day official rate is normally lower than the daily transfer rate.

Q. As about 80% project is (T‐Walls), so should we make the T‐Walls on site or need to Build outside and Deliver them to the Site?

A. There is little to no room on site to manufacture T‐Walls on Site – contractors should plan on bring them in from off site.

Q. can we do a site visit?

A. No official site visit is available – offerors are encouraged to make their own site visit if possible.
