STATEMENT OF OBJECTIVES

FOR

Technical Support for ISR Task Force/Tactical Intelligence Targeting Access Node

(TITAN)

1. Purpose: This acquisition is intended to provide the Army Geospatial Center (AGC) and System Acquisition Support Directorate/Army Tactical Exploitation of National Capabilities (TENCAP) with technical support for geospatial intelligence (GEOINT) and signals intelligence (SIGINT) efforts in support of the TITAN prototype.

2. Background: Army TENCAP has been tasked to prototype a new Tactical Intelligence Targeting Access Node (TITAN). TITAN provides the Army the ability to conduct deep targeting and mission command intelligence in a contested multi-domain environment. The maneuverable, modular, and scalable ground station enables Multi-Domain Operations (MDO) with assured access to current and future national, theatre, commercial, and Army collection assets to reduce collection gaps, increase target identification, location and tracking and incorporates Artificial Intelligence/Machine Learning to shorten the sensor to shooter kill-chains. TITAN will provide robust support at Field Army, Corps and Division, and provide scaled support at the Brigade Combat Team (BCT) in a network enabled or fully disconnected, intermittent or limited bandwidth environment.

3. Scope: This work will be in support of a broad range of technical engineering, project analysis and trades, prototyping, and requirements management functions.

4. Performance Objectives:

a. Systems Engineering

i. Develop threshold and objective requirements to assess future products and deliverables against; develop threshold objective requirements; provide recommendations of program review materials (CDRL); draft technical documentations, Acquisition strategy.

ii. Develop hardware and software solutions to complex geospatial intelligence problems; coordinate and organize different specialties (e.g., requirements management, systems engineering, hardware and software integration and test, fielding) in the development of a prototype for TITAN and TITAN related requirements.

iii. Assess GEOINT software applications and processes against Army Requirements; provide recommendations of software applications

iv. Provide assessments and evaluations of networking technologies such as Routing, Switching, Next-gen Firewalls, 802.1x, and IPsec using Cisco and Palo Alto networks products

v. Analyze and determine threshold and stands for RF technologies used to transmit GEOINT data from collection platforms to processing systems

b. SIGINT Engineering

i. Determine and coordinate requirements for SIGINT mission within the

TITAN system

ii. Develop plans, analysis, and designs for multipurpose, SIGINT, and geospatially-enabled systems that support TITAN prototyping

iii. Examine and define implementation strategies and work towards the development and implementation of a TITAN pilot to integrate and interoperate with current intelligence systems and architectures.

iv. Conduct analysis and develop recommendations regarding design of System and Network Architectures within TITAN to ensure optimal operation and test during integration and test events.

v. Conduct comprehensive risk assessments; document data flows and process flows; and identify resource requirements including primary resources, secondary resources, ancillary systems, personnel resources, facility resources, and communications resources.

c. RF/Communications Engineer

i. Monitor developmental RF/Communications systems to ensure all requirements are identified and accountable for.

ii. Familiar with the process of defining, documenting and maintaining requirements in the engineering design process of RF/Communications systems.

iii. Monitor the design performance of RF/Communications systems and continually assess all stages of operations to ensure that requirements are met.

iv. Understand and compare of various communication systems such as data networking, RF waveforms, optical transmission, SATCOM and other communication systems, and how they may be required to interoperate.

v. Provide SME support to a Multi-INT prototype system in the area of RF/Communications system development, design, implementation, reliability, test and evaluation, and maintainability.

vi. Understand and compare RF/Communications systems specifically in present and future INTEL systems and architectures.
