This document outlines the scope of work for the Geospatial Research, Integration, Development and Support III Small Business Set-Aside advisory multi-step process. The U.S. Army Geospatial Center seeks up to four small business contractors through indefinite delivery/indefinite quantity contracts valued at $48 million over a one-year base period and four one-year options. Contractors must possess top secret specialized compartmented information facility clearances and a DCAA-approved accounting system. The scope of work includes a range of geospatial services such as developing databases, conducting modeling and simulations, civil engineering activities, research, data and information modeling, architecture development, information dissemination, scenario planning, sensor evaluation, technology development and evaluation, mission planning tools, and more. Interested parties must respond by December 19 with qualifications, experience including at least one example for each of three specified task areas, clearance level held, and confirmation of an approved accounting system for evaluation and viability assessment.

TASK AREAS

5.1 Development of Geospatial Databases

The Contractor shall develop, manage, integrate and retranslate geospatial databases.

5.2 Modeling and Simulation Analyses

The Contractor shall conduct modeling and simulation analyses and development, including data modeling generation and use of multiple database types to include geospatial databases to support the simulation-planning-operations continuum.

5.3 Conduct Geospatial Activities Related to Civil Engineering

The contractor shall conduct collection of existing geospatial data from activities related to Civil Engineering applications to include but not limited to: surveying, environmental engineering, water resources engineering, geotechnical engineering and construction engineering. The contractor shall demonstrate knowledge on how this geospatial data relates to Civil Engineering applications and can be used in Civil Engineering applications.

5.4 Conduct Geospatial Research

The contractor shall conduct geospatial research, development, engineering, analysis, and operations, including identifying and addressing gaps in geospatial science and geospatial technologies. An example includes Command and Control of the Information Environment (C2IE).

5.5 Development and Documentation of Logical and Physical Data Models

The Contractor shall develop, deliver and document logical and physical data models to support integration and fusion of geospatial and other data from multiple sources with authoritative data dictionaries and standards.

5.6 Establish Information Systems Architectures and Geospatial Enterprise Architectures (GEA)

The contractor shall establish Army/Joint Information Systems Architectures and Geospatial Enterprise Architectures (GEA) using strategic and tactical communications for multiple Services.

5.7 Information Dissemination

The contractor shall acquire, fuse, and disseminate various sources of information (i.e., Geospatial Intelligence (GEOINT), Counterintelligence/Human Intelligence (CI/HUMINT), Signals Intelligence (SIGINT), Measurement and Signature Intelligence

(MASINT), Imagery Intelligence (IMINT), Human Cultural, etc.) at various echelons, from handheld devices to other modes of analysis and data dissemination to be equally shared across the civilian and military stakeholders (i.e., Non-Governmental Organizations (NGOs), interagency partners, private voluntary organizations, international/coalition partners, host nations, commercial sector and academia) from unclassified sources through National System level.

5.8 Perform Speculative/Hypothetical Scenarios

The contractor shall perform ‘speculative/hypothetical scenarios’ with data models, information, applications, Tactical, Techniques, and Procedures (TTPs), and Concept of Operations (CONOPS) relevant to GEOINT.

5.9 Evaluation and Documentation of Geodetic Sensors

The contractor shall evaluate and document development and/or utilization of geodetic sensors, functions, and applications in the Civil and Defense realms.

5.10 Develop and Document Geospatial Technologies

The contractor shall identify future research requirements to develop capabilities for emerging geospatial technologies and prepare documentation for geospatial implementation.

5.11 Evaluate Geospatial Technologies and Tool

The contractor shall examine and evaluate geospatial technologies and tools from Government, Academia and Industry.

5.12 DoD Architecture Framework (DoDAF) Documentation

The contractor shall document current and future enterprise networks, data flows, control points, technology solutions, and geospatial standards and profiles, as well as, data models in DoDAF format.

5.13 Create, Exploit, and Disseminate Geospatial Information

The contractor shall collect and build raster and vector geospatial data; collect 3D models, terrain datasets and process, exploit and disseminate geospatial information;

develop, manage and integrate geospatial terrain databases as well as 3D models to support DoD virtual and constructive simulations and other Civil and Military applications.

5.14 Gather, Analyze and Exploit Human Geographic Information

The contractor shall gather, analyze and exploit human geographic concepts, principles and information to support Civil-Military Operations by using geospatial science & technology.

5.15 Develop and Enhance Existing Mission Planning Tools

The contractor shall develop and/or enhance mission planning algorithms, tools and methodologies that consider threats, physical terrain, weather, human performance factors and available mechanical assistance (i.e., autonomous or semi-autonomous robots) over space and time to assist small units in mission planning.
