Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered. Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.

EXCEPTIONS OR CONDITIONS CONTAINED IN OFFEROR'S PROPOSAL

PROPOSAL SUBMISSION

1. INTRODUCTION. The offeror’s proposal shall be submitted in hard copy, with accompanying digital copies, as set forth below.

Proposals shall be sufficiently detailed to enable the Government to perform an accurate and complete evaluation strictly from the proposal contents. However, in the area of Past Performance the Government may use data obtained from other sources. The Offeror’s proposal shall consist of five volumes. The Volumes are I - Past Performance, II - Labor Category Matrix for Base PWS, III - Technical Approach for Task Order, IV - Price, and V- Solicitation, Offer and Award Documents and Certifications/Representations. The offeror must be certified 8(a) at the time of proposal submission. The offeror must have DOD TS/SCI facility clearance at the time of proposal submittal. Files shall not contain classified data; classified information will not be accepted or considered. The use of hyperlinks in proposals is prohibited.

The proposal shall not merely offer to comply with the Government’s requirements by simply restating them, but shall specifically describe the means of accomplishment. The proposal in its entirety should be specific, detailed, and complete in order to demonstrate that the offeror has a thorough understanding of the solicitation requirements. Statements such as “the offeror understands, can or will comply with the requirements”, statements that paraphrase the PWS requirements or ambiguous phrases such as “standard procedures will be employed” or “well known techniques will be used” will be considered unacceptable. Offerors are cautioned that “parroting” of the Technical requirements from the PWS, with a statement of intent to perform does not reflect an understanding of the objective or capability to perform.

Additionally, providing examples of past performance as a response to a requirement, while helpful, does not indicate an Offeror’s approach to satisfying the requirement. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal. Proprietary information shall be clearly marked.

2. PROPOSAL SUBMISSION REQUIREMENTS

(a) Each volume shall be submitted in a separate three-ring binder. Any pages that are changed (as a result of negotiations or proposal revisions) should be of a different color and have changed information clearly marked by a vertical line in the right margin of the page.

The revised pages shall be dated. Each binder shall be clearly labeled with its Title and a copy number (e.g., copy 1 of 5).

(b) Printing should be single spaced with the exception of organization line and block charts and the Price proposal. Each paragraph shall be separated by at least one blank line. A standard, 12-point minimum font size applies. Arial or Times New Roman fonts are required.

Tables and illustrations may use a reduced font size no less than 8-point and may be landscape.

(c) The following volumes of material shall be submitted:

Files shall be in read-only format, using PDF files. All price breakdown information to aide in the price evaluation shall be submitted in Microsoft Office Excel Read/Write format and viewable in Microsoft Excel 2013. Each disc shall be externally labeled with the volume number, date, and the Offeror’s name.

** Please note - Self extracting exe files are not acceptable.

** If the hard-copy proposal differs from the electronic version, the hard copy will govern.

(c) Content Requirements. All information shall be confined to the appropriate file.

Offerors are responsible for including sufficient details, in a concise manner, to permit a complete and accurate evaluation of each proposal. Each file of the proposal shall consist of a Table of Contents and a Summary Section. The Offeror’s proposal will be the primary basis on which the Government will determine the capability of the Offeror’s technical approach to satisfy this requirement. It shall be specific, complete, thorough, clear and concise, and must address each section in the solicitation and the task order and each factor in Section M. The Offeror’s proposal shall be presented in separate volumes so that all information associated for each factor is easily distinguishable. Government evaluators will not go from volume to volume (or section to section) in order to completely evaluate each prime factor. The Summary Section shall contain a brief abstract of the file. Proprietary information shall be clearly marked.

The following shall be included:

(i) VOLUME I - PAST PERFORMANCE (GATE KEEPER)

Submit Past Performance Information of the Prime Contractor in Volume I, under the tabs indicated below and number all pages. Note: Do not provide any cost information in Volume I.

The Offeror shall provide recent and relevant past performance information.

Where the word "project” and/or “effort(s)" appears, it is understood to mean single contract(s).

If the offeror intends to submit “task order type projects”, each single task order project shall be submitted as an individual example. Do not combine tasks orders and present them as one entire project. Relevant projects are DoD IT projects requiring personnel with TS/SCI clearances.

Where the word “recent” appears, it is understood to mean a project that has been completed no more than three (3) years prior to the closing date for receipt of proposals.

“Relevant” past performance information is one indicator of an offeror’s ability to perform the contract successfully. Where the word “relevant” appears it is understood to mean that a single project effort submitted is similar and logically connected to the context of this solicitation in terms of scope (dollar value, size, project type), magnitude of effort, and complexities, as the work described in this solicitation. Relevant projects are DoD IT projects requiring personnel with TS/SCI clearances.

For each “recent” and “relevant” project example, the offeror shall furnish the information specified below. At a minimum, provide the following information:

(1) Company Name

(2) Name of Project

(3) Location of Project

(4) Customer’s Name and Customer's Point of Contact, (telephone, e-mail, fax)

(5) General Scope of Project/Contract Work (include project size, complexity, and any distinctive and/or unique features of the project)

(6) Your Role (Prime, Subcontractor, Joint Venture Partner) and the type of work your company self-performed

(7) Contract Type (e.g., performance based, Firm Fixed Price, Cost Reimbursable, etc.)

(8) Contract Award Date (Month/Year); Completion Date of the Base Year: (Month/Year);

Completion of option years (Month/Year)

(9) Contract Dollar Value (Base Year Price and Total Price (Base Year and all Options)

(10) Type and Extent of Work Subcontracted

(11) Approach to Conducting the Effort

(12) How the Project was Managed (e.g., oversight, schedule, cost, quality, property management, and safety)

(13) How any Challenges Related to Working in the Area were Handled

(14) Your Performance Evaluation by Customer, if known

(15) Termination or Liquidated Damages Information: comments regarding any known performance deemed unacceptable to the customer or not in accordance with the contract terms and conditions.

QUALITY OF PAST PERFORMANCE

The offeror shall submit evidence of the quality of its past performance on projects submitted in response to paragraph 3(c)(i) of Section L. The offeror shall provide a completed contractor performance evaluation, whether interim, annual, or final, found in the Past Performance Information Retrieval System (www.ppirs.gov). If a completed contractor performance evaluation does not exist in PPIRS, the offeror shall provide a completed Past Performance Questionnaire (PPQ) (Attachment A). If, at time of evaluation, a completed contractor performance evaluation exists in PPIRS that conflicts with a submitted PPQ, the completed contractor performance evaluation (PPIRS) will govern.

Any past performance surveys/assessment/evaluation forms, other than PPIRS or the PPQ form provided at Attachment A, are unacceptable submissions by the offeror to evidence the quality of its past performance and will not be considered or evaluated.

Completed PPQs that were submitted in response to previous solicitations may be used in this source selection. However, offerors shall not incorporate PPQs by reference that were previously submitted for other RFPs. This does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate, and complete past performance information rests with the offeror.

If an offeror has been required to take corrective action for any substandard performance, experienced other performance problems such as cost overruns, extended performance periods, numerous warranty calls, etc., the offeror should explain the circumstances and the corrective actions taken.

If a project customer/owner will only provide completed PPQs and/or PPIRS directly to the U.S.

Army Geospatial Center, the offeror must ensure that the project customer/owner submits the PPQ and/or PPIRS before the proposal due date using the following electronic mailing address:

victoria.d.floyd@usace.army.mil. PPQ’s and/or PPIRS received after the proposal receipt date will not be considered timely and will not be included in the offeror’s proposal.

Joint Venture Submission Requirements. Offerors submitting proposals as a Joint Venture (JV) shall obtain a DUNS number and be registered in the System for Award Management (SAM) as the offering Joint Venture. The JV offeror shall provide “recent”, “relevant” project(s) performed by the JV that reflect the JV’s ability to perform the work required in this solicitation.

The JV offeror must first satisfy the requirement by providing those “recent”, “relevant” projects that it has performed as the JV.

The Government reserves the right to verify the past performance record of cited projects or other recent projects not submitted by reviewing the Past Performance Information Retrieval System (PPIRS), or other Government appraisal systems or to interview owner/customer or references. The Government may check any or all cited references to verify supplied information. An offeror will be afforded the opportunity to reply to or explain adverse performance information which the offeror has not previously had an opportunity to address.

(ii) VOLUME II – LABOR CATEGORY MATRIX FOR BASE PWS

Offerors shall provide a Labor Category Matrix for the Base PWS (Attachment B). The matrix shall include description for each labor category to include training, education, experience, and professional certification. Offeror shall certify compliance with DoD 8570.01-M. Failure to provide the required experience, professional and DOD 8570.01-M mandated IT certifications will result in an evaluation of Technically Unacceptable and no further evaluation will be conducted. The Volume II Attachment B shall not include hourly price information.

(iii) VOLUME III - TECHNICAL APPROACH FOR TASK ORDER

52.212-2 EVALUATION -- COMMERCIAL ITEMS (OCT 2014) ADDENDUM

BASIS FOR AWARD

The Government intends to award a single IDIQ contract resulting from this solicitation to the responsible offeror whose proposal represents the best value after evaluation in accordance with the following factors: (1) Past Performance (Gate Keeper), (2) Labor Category Matrix for Base PWS, (3) Technical Approach for Task Order 0001, and (4) Price. The Past Performance (Gatekeeper) factor is more important than the Labor Category Matrix for Base PWS factor. The Labor Category Matrix for Base PWS factor is more important than the Technical Approach for Task Order 0001 factor. All evaluation factors other than price, when combined, are significantly more important than price. Offerors are cautioned that the award may not necessarily be made to the lowest price offered.

The Government will provide a written notice of award the successful offeror, within the time for acceptance specified in the offer, that shall result in a binding contract without further action by either party. The Government intends to award without discussions, but reserves the right to conduct discussions with one or more offerors, if discussions are deemed advantageous to the Government.

FACTORS TO BE EVALUATED

The following evaluation factors will be used to evaluate each proposal:

Factor 1 - Past Performance (Gate Keeper)

Factor 2 - Labor Category Matrix for Base PWS

Factor 3 - Technical Approach for Task Order 0001

Factor 4 - Price

EVALUATION APPROACH

All proposals shall be subject to evaluation by the Source Selection Evaluation Board. If Price information is included in any volume other than Price, that volume may not be evaluated.

1. Past Performance (Gate Keeper). The proposal will be evaluated to determine whether the Prime Offeror has recent and relevant experience. Experience supporting DoD IT projects requiring personnel with TS/SCI clearances is considered relevant and will be rated higher than non-DoD/non-TS/SCI experience. Only proposals most highly-rated in the Gate Keeper factor will be evaluated under remaining technical factors and be included in the technical/price tradeoff analysis. Offerors whose proposals will not receive further consideration will be notified as soon as practicable after evaluation of the Gate Keeper factor.

The Government will evaluate the offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the base contract and Task Order 0001. Each offeror’s past performance will be reviewed to determine relevancy and confidence assessment. The Government will determine if submitted contracts are recent (within past 3 years) and are same/similar in scale/scope.

a. Evaluation of past performance shall be in accordance with this plan utilizing the forms and questionnaires set forth in Attachment A.

b. The Government may focus its inquiries on the offeror’s record of performance as it relates to all RFP requirements, including price, schedule, performance and management of subcontractors. A significant achievement, problem, or lack of relevant data in any element of the work can become an important consideration in the evaluation process. Absent any recent and relevant past performance history or when the performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, the offeror will be assigned an “unknown confidence rating” and its proposal will not be further evaluated. The Government may use data provided by the offeror in its proposal and data obtained from other sources, including data in Government files or data obtained through interviews with personnel familiar with the contractor and their current and past performance for same or similar services as compared to the North American Industry Classification System (NAICS) 541513. Data used in conducting performance risk assessments shall not extend past three years prior to the issue date of the RFP, but may include performance data generated during the past three years without regard to the contract award date. The Government may consider a wide array of information from a variety of sources, but is not compelled to rely on all of the information available.

c. The past performance Gate Keeper factor considers each Offeror’s demonstrated recent and relevant record of performance in providing DoD IT services that meet contract performance.

There are two aspects to the past performance evaluation: relevancy and performance confidence assessment.

(i) RELEVANCY: The first aspect of the past performance evaluation is to assess the offeror’s past performance to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. Relevancy is not separately rated; however, the following criteria will be used to establish what is relevant which shall include similarity of service/support, complexity, dollar value, contract type, and degree of subcontract/teaming.

Past Performance Relevancy Ratings Rating Definition

Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

(ii) QUALITY ASSESSMENT: Assess the quality of the offeror’s past performance on those recent efforts that were determined relevant by determining how well the contractor performed on the contracts. Documented results from Past Performance Questionnaires, interviews, CPARS, and other sources form the support and basis for this assessment.

(iii) PERFORMANCE CONFIDENCE ASSESSMENT: The final step is for the team to arrive at a single consensus performance confidence assessment for the offeror, selecting the most appropriate rating from the chart below. This rating considers the assessed quality of the relevant/recent efforts gathered. Ensure the rationale for the conclusions reached are included.

Performance Confidence Assessments Rating Definition

Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

Unknown Confidence (Neutral) No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

2. The Labor Category Matrix for Base PWS (Attachment B) Factor evaluation process will examine the offeror’s proposed labor categories. Each category description shall include a narrative to portray the training, education, experience, and professional certification required of that labor category. The proposal will be evaluated, using the rating system described in Table 1, to determine whether the proposed labor categories are in compliance with required experience, professional certifications, and DOD 8570.01-M mandated IT certifications.

3. The Technical Approach for Task Order Factor evaluation process is as follows:

a. Adequacy a n d F e a s i b i l i t y of Response. The proposal will be evaluated to determine to the extent the offeror’s proposed Staffing Plan Matrix (Attachment C) satisfies the requirements specified in Task Order 0001 PWS. The proposal will be evaluated to determine the extent to which each narrative has addressed the requirements of Task Order 0001 PWS, to include the extent to which the offeror demonstrates a sound and feasible response that can be reasonably achieved within the time constraints of Task Order 0001. The offeror’s Key personnel and Transition Plan will also be evaluated to determine the extent to which they support the offeror’s ability to satisfy the requirement of Task Order 0001 PWS.

The Technical Factor Ratings, excerpted below focus on the strengths, deficiencies, weaknesses, risks and uncertainties of the offeror's proposal. The adjectival rating depicts how well the offeror’s proposal meets requirements.

TABLE 1 – COMBINED TECHNICAL/RISK RATINGS

Rating Description Outstanding Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.

Good Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.

Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.

Marginal Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.

Unacceptable Proposal does not meet requirements and contains one or more deficiencies. Proposal is un-awardable.

4. Price Factor. The resulting award will be an indefinite delivery indefinite quantity contract with a firm-fixed price task order. Price reasonableness will be utilized in the evaluation of all task orders. Proposal analysis will be accomplished in accordance with FAR 15.404.

The Price Factor is weighted, but it is not rated. In determining the total evaluated price for award purposes, the government will use the offerors’ response to Attachment C, inclusive of all standard options and the maximum six months permitted under the Extension of Services clause at 52.217-8. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The reasonableness of all labor rates proposed at Attachment B for the IDIQ Base and Opt ion Years will also be evaluated. The determination that labor rates proposed for the entire ordering period are reasonable will be based on the information submitted with the offeror’s proposal, and the comparison of competing offers.
