The primary mission of ANC is to function as the nation’s premier military cemetery honoring those men and women who served in the Armed Forces. In this regard, the cemetery routinely performs 25-30 funeral services each day. The grounds of ANC honor those who have served our nation by providing a sense of beauty and peace for our visitors. The rolling green hills are dotted with trees that are hundreds of years in age and complement the gardens found throughout the 624 acres of the cemetery. This impressive landscape serves as a tribute to the service and sacrifice of every individual laid to rest here within the hallowed grounds of ANC.

Any implementation or refinements will build from previous efforts and shall utilize Installation Management Command (IMCOM) Systems Engineering Framework standard system development processes which shall include requirements gathering, storyboarding of requirements, initial development testing, government review, and implementation in both the Army Mapper production environment and ANC dematerialized zone. All functionality shall perform and function without error in the Army Mapper, ANC, and public facing environments; provide a high degree of usability; and provide an innovative solution to achieve the desired results.
5.2 Maintenance: Contractor shall maintain, and enhance existing functionality of the ANC Explorer application leveraging the existing ANC Explorer mapping framework to support and expand: Application Main Page, Enhanced Points of Interest, Custom Tour Functionality, SMS Notification handling and expandable side bar access. Contractor shall maintain the existing ANC Explorer application for web, kiosk, iOS (version 7.0 or higher), and Android (version 4.0 or higher). Final deliverable, in production, including delivery of source code to the Government is required NLT than 30 days prior to end of the PoP.
Application Main Page: Contractor shall maintain and enhance existing features/pages to include: the ability to Search Burials and POI, rotating home photos, Feedback, General Information, Share/Follow via social media, Metro Information, and Location Based Services. Contractor shall maintain the publically available Metro Application Program Interface (API) for the Arlington Cemetery station on the Blue Line train as a button option on the updated GUI.
Enhanced Points of Interest functionality: Contractor shall maintain and enhance the styling of existing points of interest functionality, integrate new photos provided by ANC, improve search capabilities, including the ability to save user favorites or saved searches. Contractor shall maintain the ability to utilize results from user favorites / saved search capability, location based burial locations, notable graves, MOH recipients, monuments/memorials and/or memorial tree categories to create custom tours within ANC Explorer. The ANC Explorer application requires the ability to retrieve predetermined tours created by ANC staff within ANC Mapper CMS (Task 5.3), and to be served to the visiting public. The custom tour functionality allows for integration of associated audio/video capability, accepting common multimedia file format, and requires the user to “opt in” to notifications. Functionality will highlight POI’s within a defined radius of the features for visitors who “opt in” to this service. Contractor will maintain and enhance the ability for users to “opt in” to geofenced features such as push notifications to inform the user of security events, while within the ANC boundary.
Associated Audio/Video Content: Contractor shall continue to support the audio/video functionality within the existing CMS to provide content to use outside the ANC boundary. To supplement audio/video messaging and restrictions around the Tomb of the Unknown Soldier and Kennedy graves, or other areas identified by ANC stakeholders, implantation of beacon technology shall be used. Contractor will coordinate with ANC stakeholders to determine the requirements of enabling beacon technology or other similar devices within ANC prior to start of work on requirement.
An example of the proposed functionality: A user selects a POI and launches a short video within the POI record while visiting ANC. The user will be prompted to connect headphones to their mobile device to launch the video with audio content. If no headphones are connected the video, the audio content will be disabled (and should have closed captioning text for Section 508 compliance) If the audio content is launched within proximity to a beacon, a message should alert the user audio has been disabled or restricted in that location within the cemetery.
Quick access sidebar: Contractor shall maintain Sidebar access to include: Find (Find a Gravesite, Map, My Content), What to See (Points of Interest, Tours, etc.), Plan Your Visit (Hours of Operation, Getting Here, Trains, etc), Social Media links, and SMS Pushed Notifications. SMS functionality requires the capabilities to handle SMS messages pushed from ANC Mapper.
5.3 CMS: Contractor shall maintain and enhance existing functionality in the Content Management System within the ANC Mapper environment to support public facing content updates and SMS notification in ANC Explorer.
The CMS should leverage ANC’s existing internal and public facing web services to create a robust repository for decedent or Point of Interest (POI) content. Specifically, the CMS will provide the ability to add, update, delete, and provide custom and tiered groupings for ANC points of interest, and customized tour data, without the need to push development code. Contractor will maintain and expand functionality within the CMS to push notifications through Short Message Service (SMS) for emergency or special events (similar to the Pentagon notification system) to ANC Explorer uses that ‘opt in’ and are geo-fences within ANC. The CMS is based on locations defined in the GIS dataset and added through either a dropdown of location descriptions (i.e., John F. Kennedy), new location definition (request sent to ANC GIS), or defined by location based on information in the internment database (i.e., Section 8 Grave 10323). The design criteria of the CMS shall minimize size requirement to ensure over the air downloads of ANC Explorer are feasible.
CMS Functionality Dynamically Configure Point of Interest Dynamically Configure Tours Provide Georeference SMS Associate and Store Content to Decedents Move and Copy Content by Decedent Note Non-Public Decedents in CMS Arrange Content By Type (Audio / Video / Photo) Delete Previously Stored Content Delete All Content Develop User Roles & Permissions For View, Edit, and Administration
An example of the existing functionality: ANC staff selects 10 locations to create a Medal of Honor (MoH) tour, associating audio, video, images, and documents that would be visible from public applications. Each location provides content input for feature name, group name, description, photo/video upload. After the tour is created, and published, ANC staff would select additional MoH points, and upload new content for those locations.
Proposed architecture and any modification to the public system will be submitted to the COR and TPOC for approval. Changes may also be proposed to existing web services and can be support by ANC during the development of this effort. Please note any changes within the Dematerialized Zone (DMZ), including server upgrades or advanced configurations, can significantly delay the project schedule.
