About this file
This is a Sources Sought Notice (SSN W58SFN-26-R-0057) issued by Army Contracting Command - Redstone Arsenal (ACC-RSA) on behalf of the Capability Program Executive, Intelligence & Spectrum Warfare (CPE ISW). The notice identifies the industry base for potential future classified solicitation(s) supporting the Product Manager Tactical Space Superiority (PdM TSS) portfolio, which encompasses two Army Acquisition Category II programs: Tactical Integrated Ground Suite (TIGS) System of Systems and Counter Surveillance Reconnaissance (CSR). The Government anticipates issuing a Multiple Award Indefinite Delivery Indefinite Quantity (MA IDIQ) contract with a 10-year ordering period (5-year base plus one 5-year optional period) across three domains: Domain 1 (Research and Development), Domain 2 (Production and Deployment), and Domain 3 (Integrated Product Support).
Interested companies must meet three mandatory Gate Criteria to qualify for consideration and receipt of future RFP documentation. Gate 1 requires companies to currently employ three separate key personnel with Top Secret/Sensitive Compartmented Information (TS/SCI) clearances: a Program Manager, Senior Engineer/Technical Lead, and Security Manager. Gate 2 requires a facility meeting both ICS-705-1 (Physical and Technical Security Standards) and ICS-705-2 (Standards for Accreditation and Reciprocal Use) for Sensitive Compartmented Information Facilities. Gate 3 requires current capability to respond via email on Joint Worldwide Intelligence Communications System (JWICS) or Secure Integration Cloud (SIC). Responses must be submitted on classified networks (JWICS or SIC) to Brandon Lee (brandon.b.lee.civ@army.ic.gov), Ernest Snyder (ernest.snyder.civ@army.ic.gov), or Mike Knapp via SIC, with an unclassified confirmation email to Brandon Lee (brandon.b.lee.civ@army.mil) and Silke Ball (silke.ball2.civ@army.mil). Responses must include a completed vendor information spreadsheet with company details, POC information, and business classification. The response deadline is 4 PM Central Standard Time on 15 May 2026, with responses limited to two pages. The Government will not reimburse respondents for submission costs, and this notice does not constitute a solicitation or commitment to award a contract.

(U) NAICS: 541330 Engineering Services
(U) DESCRIPTION:
(U) This is an Unclassified SSN for CPE ISW to identify an industry base for subsequent potential classified solicitation(s), capable of supporting the Product Manager Tactical Space Superiority (PdM TSS) portfolio of programs, which includes two (2) Army Acquisition Category II (ACAT II) Programs – Tactical Integrated Ground Suite (TIGS) System of Systems (SoS) and Counter Surveillance Reconnaissance (CSR).
(U) This Government is looking to potentially solicit for a Multiple Award Indefinite Delivery Indefinite Quantity (MA IDIQ). The Government anticipates the MA IDIQ will have a ten (10) year ordering period (a five (5) year base ordering period with one (1) 5-year optional ordering period). The scope of the MA IDIQ will include three (3) Domains
– Domain 1: Research and Development, Domain 2: Production and Deployment, Domain 3: Integrated Product Support. A description of each Domain is provided below:
(U) Domain 1 – Research and Development: Includes design, development, fabrication, prototyping, and testing of developmental systems covering the complete range of TSS product lines. It includes the following: engineering development, modeling & simulation, prototyping, hardware, software, program management, engineering services, test and evaluation, experimentation, cybersecurity activities, and logistics solutions required for TSS product lines. This Domain aligns with Engineering and Manufacturing
Development, Middle Tier Acquisition (MTA) Rapid Prototyping (RP), or other ‘entry’ pathways within the Adaptive Acquisition Framework (AAF).
(U) Domain 2 – Production and Deployment: Includes system development, design and integration of Commercial Off The Shelf and Government Off The Shelf (COTS/GOTS) items, Low-Rate Initial Production (LRIP), Full Rate Production (FRP), manufacturing, experimentation, and deployment/fielding of equipment or systems. It includes hardware, software, program management, software support, Configuration Management (CM), engineering services, test and evaluation, spare and repair parts, warranties, new equipment training, support centers (facilities and equipment), Field Service Representatives (FSR), support equipment, cybersecurity, and logistics support activities to include provisioning, technical manuals, training materials, and depot support. This Domain aligns with Production and Deployment, Middle Tier Acquisition (MTA) Rapid Fielding (RF), or other ‘more mature’ pathways within the AAF.
(U) Domain 3 – Integrated Product Support: Supports all operations, sustainment, and maintenance activities, including the acquisition of spare and repair parts, ancillary items, support equipment, depot support, technical support, repair services, overhaul, provisioning, leasing, storage, training, extended field support operation and maintenance activities, reporting, record keeping, engineering changes, logistics material updates, software maintenance, engineering services and data preparation, studies and analysis to sustain fielded systems, and disposal of systems/equipment. It includes reset of equipment for the repair/refurbishment of the item. This Domain aligns with Operation and Support or other post-fielding pathways within the AAF.
(U) REQUESTED INFORMATION:
(U) The Government requests responses to each question below. To be considered part of the qualified industry base for this acquisition and receive the Draft Request for Proposal (RFP) for the MA IDIQ, interested industry partners must successfully meet and demonstrate compliance with Gate Criteria as outlined below. These criteria are intended to verify that responding organizations possess the necessary capabilities, qualifications, and infrastructure to support the Government’s requirement. ONLY those organizations that provide a POSITIVE (Yes) response to all three (3) questions below may receive further consideration and be eligible to receive the potential subsequent
RFP.

i. (U) Does your company CURRENTLY employ, at a minimum, the following three
(3) separate (i.e., different individuals for each of the listed positions) key personnel who possess a current Top Secret / Sensitive Compartmented Information (TS/SCI) clearance at the time of response to this SSN?
• (U) 1. Program Manager (PM)
• (U) 2. Senior Engineer/ Technical Lead
• (U) 3. Security Manager
(U) **NOTE: Only if your company has MET the minimum three (3) key personnel: PM, Senior Engineer, AND a Security Manager currently employed and staffed by three different individuals that possess current TS Clearance with SCI eligibility will your response be a POSITIVE response. The ability to hire those individuals or knowledge of individuals will result in a NEGATIVE response to this question.
b) (U) Gate 2 - Facility security standards.
i. (U) Does your company have a facility that meets the Physical and Technical Security Standards for Sensitive Compartmented Information Facilities (ICS-705-
1) AND Standards for Accreditation and Reciprocity Use of Sensitive Compartmented Information Facilities (ICS-705-2)?

c) (U) Gate 3 – Approved classified information technology (IT) or other channels.
i. (U) Does your company CURRENTLY have the ability to respond via email on Joint Worldwide Intelligence Communications System (JWICS) or Secure Integration Cloud (SIC)?
