ACC-RSA Procurement Administrative Lead Time (PALT) Session - 26 May 2026

This document is a briefing presentation from the Army Contracting Command-Redstone Arsenal (ACC-RSA) Procurement Administrative Lead Time (PALT) session held on 26 May 2026. The session provided acquisition forecasts and contracting opportunities across multiple Army organizations including PAE Maneuver Air, PAE Fires, DEVCOM Aviation & Missile Center, AMCOM Logistics Center, and U.S. Army Space and Missile Defense Command (USASMDC). Key mission partners briefed on current modernization initiatives, challenges, and opportunities in aviation, missile defense, and logistics capabilities.

The briefing presented numerous competitive contracting opportunities across Fiscal Years 2026-2028 with estimated values ranging from approximately $10 million to over $8 billion. Major opportunities include Aviation & Field Maintenance III East/West (FRAM II with $8.1 billion value, anticipated award June 2027), multiple UAS and fixed-wing aircraft programs, guided missile development and sustainment contracts, air defense systems, and enterprise IT/logistics support services. Contract vehicles employed include IDIQ contracts, OASIS+, AMCOM EXPRESS, and various single awards. Notable solicitations include the MV-75 FLRAA Increment 2 for third-party integrators, PAC-3 Missile Support Center ($601 million), Javelin-related engineering support, and Stinger trainer facility maintenance. Competitive strategies include full and open competitions, small business set-asides, and targeted modernization efforts. Response periods ranged from 45 days to several months with forecasted awards extending through 2028. Points of contact and additional information resources were provided for industry inquiries.

CONTRACTING OVERVIEW:

COMPETITION AND CHALLENGES

1 June 2026 29

• All DEVCOM AvMC contracts will transition to Center Staff o Contract Analysts (1101 series) will serve as the CORs, the Technical Managers will remain in the respective Directorates. Exception to this is the AMTC OTA – the AORs will remain with their respective AMTC projects.

• Efforts to increase competition o Resume publication of DEVCOM AvMC White Paper to enhance industry transparency and foster competition. Anticipated publication is 1st Quarter, FY 2027 via SAM.gov.

o Continuously refine Acquisition and Contracting Strategies to maximize competition while maintaining delivery at the speed of relevance.

• Current Challenges o Decrease of Acquisition Professionals as a result of the DRP, Retirements, etc.

▪ Resulting in loss of institutional knowledge and senior leadership.

▪ Increased workloads for DEVCOM AvMC CORs, and presumably ACC-RSA KOs/Specialists.
