1. The Contractor, as an independent Contractor, and not as an agent or employee of the Government, shall furnish all services, facilities, labor, parts, materials, equipment, tools, and data (other than Government Furnished Property), necessary to accomplish the inspection and overhaul for Turret, Assembly, Infrared for the UH-60 that is required to return the asset to serviceable condition sufficient to meet the standard of continued airworthiness in accordance with (IAW) Army Regulation (AR) 70-62. Upon completion of the overhaul, the overhauled assets shall be packaged IAW the resultant contract and shipped to the destination(s) specified in each individual delivery order.

2. Prior to commencement of overhaul, the Contractor shall disassemble and inspect the component to the extent necessary to determine if the component is physically unrepairable or has suffered abnormal or catastrophic damage. If the latter condition exists, the Contractor shall notify the Procuring Contracting Officer (PCO) through the cognizant Administrative Contracting Officer and shall discontinue the overhaul until given further instructions or the authorization for disposition of the component by the PCO. The overhaul line items shown in section B are firm-fixed price. The contractor will be required to complete the overhaul on all end items regardless of the damage, unless the items are determined to be physically incapable of being overhauled. The contractor will be required to provide data/documentation proving that the item is physically incapable of being overhauled and a report of discrepancy signed by the DCMA QAR to the Procuring Contracting Officer (PCO) to confirm that the item is physically incapable of being overhauled. To support the determination that the asset is physically incapable of being overhauled, more documentation may be requested by the Government. In no event will an asset be scrapped prior to an approved modification by the Contracting Officer. The firm fixed prices in the overhaul

CLINs must include parts required to overhaul the Turret, Assembly, Infrared. The Government cannot guarantee the condition of the assets sent to the Contractor for overhaul.

3. In the event that an asset is determined (approved by PCO) to be physically incapable of being overhauled, the contractor shall scrap such assets at the fixed unit price specified in CLIN 0004AA of section B. Defense Federal Acquisition Regulation Supplement (DFARS)

Users may register for access and obtain training on the PIEE home page https://wawf.eb.mil/piee-landing. Such scrapped items shall count toward the minimum quantities ordered hereunder. The Government may, at its discretion, replace any items scrapped by input of additional assets, and said scrap quantities will not count as part of the total maximum quantity. Any item other than those determined to be scrapped must be overhauled at the firm fixed price in the awarded contract.

4. The Government does not have an adequate Depot Maintenance Work Requirement (DMWR) for this effort.

5. Critical Safety Item: The Turret, Assembly, Infrared is not a critical safety item.

Items received without containers or containers determined to be unserviceable shall be processed IAW the Contractor's locally approved Government Property procedures. Components received improperly packaged, damaged with corrosion/deterioration or those with shipping discrepancies shall be reported IAW DI-MGMT-80503 (Exhibit B). All Reports of Discrepancy (RODS) must be concurred with by

DCMA prior to submitting to the Contracting Officer.

10. Product Verification Audit (PVA): The Contractor shall conduct the PVA in accordance with the PVA SOW found in Section E of the solicitation. The requirement for PVA may be waived, in whole or in part, by the Government, provided that sufficient information is provided to determine whether the request is to be approved. All waiver requests require a PVA Waiver Worksheet to be completed and submitted to the Government along with all supporting documentation. The worksheet will be provided by the PCO upon request.
