About this file
This document is Amendment 0001 to solicitation W58RGZ-26-B-0004, a Firm Fixed Price supply contract issued by Army Contracting Command-Redstone for the inspection and overhaul/upgrade of UH-60 Landing Gear Fixed components. The contract is a 100% small business set-aside action, with only contractors registered as small businesses under the applicable NAICS code eligible to bid.
The amendment answers industry questions and makes several key clarifications to the original solicitation. The correct Depot Maintenance Work Requirement (DMWR) is 1-1620-247 dated 6/23/2025, which contains paragraph 21 and all applicable Maintenance Engineering Orders (MEOs). The Technical Data Package List has been removed from the solicitation. The contract requires contractor compliance with hexavalent chromium coating requirements per DMWR specifications, with any deviations requiring engineering approval via Form 1379. The Government will not pre-approve ISO 9001:2015 as equivalent to ISO 9001:2000, nor will it provide historical incidence rates of unserviceable containers from prior contracts. The proposal due date has been extended from 19 June to 14 July 2026, with offers due by 06:00pm. The overhaul quantities planned for five years include a minimum of 180 units annually for U.S. quantities (900 total) and Foreign Military Sales (FMS) quantities of 45 units annually in years 2-5 (180 total). Input components shall be received 30 days after order placement, with output deliveries as specified in the contract schedule. Serviceable assets are returned to DODAAC W25G1U, Plant 7002. The contract includes comprehensive requirements for Government Furnished Property management, Product Verification Audits, quality deficiency reporting, transactional inventory procedures, IUID marking, and packaging in accordance with specified military standards and Army technical manuals.

A-1. The purpose of Amendment 0001 to solicitation W58RGZ-26-B-0004 is to answer questions from industry.
A-2. The correct DMWR is 1-1620-247 dated 6/23/2025. The Statement of work has been updated to contain paragraph 21 and contains all the
MEOs for this effort. Please reference it and not the TDPL. The TDPL is removed from the solicitation. The Statement of Work has been updated.
A-3. The DMWR has requirements for hexavalent chromium coating. Any deviation or waiver requests will need to be routed through engineering on Form 1379. It is the contractor's responsibility to request approval for anything that deviates from DMWR instructions.
A-4. The language in A-11 is replaced as follows:
a. To obtain Army Regulations, Technical Manuals, and Technical Bulletins, the following website is provided for your convenience:
https://armypubs.army.mil/. To obtain Depot Maintenance Work Requirements (DMWRs) and Maintenance Engineering Orders (MEOs), provide your current DD 2345, Militarily Critical Technical Data Agreement obtained from the Defense Logistics Agency's Joint Certification
Program (JCP) and all attachments to the following email address, email: mailto:usarmy.redstone.amcom.list.immc-pub-epco@army.mil, along with a printout of your current Cyber Security Maturation Model Certification (CMMC) certification in the Procurement Integrated
Enterprise Environment (PIEE) Supplier Performance Risk System (SPRS) module which shows that you have the same level or higher required by this solicitation in DFARS Provision 252.204-7025. The CMMC level must be at least CMMC level 2 self-assessment.
A-5. Within Clause 52.240-91 FASCSA prohibitions apply are:
DoD- Yes DHA- No DNI- No
A-6. The Government's committed review and approval timeframe for the M&O Plan (CDRL A003) after Day +30 submission is not timed. If the
PVA is delayed due to the Government's fault the delivery schedule will be updated.
A-7. The Government will not provide the historical incidence rate of unserviceable or missing containers as a percentage of total unit deliveries under prior overhaul contracts for NSN 1620-01-622-7368 and/or 1620-01-231-1831.
A-8. The proposed pricing for CLIN 0004AA, is a firm fixed unit price the contractor proposes to scrap one item.
A-9. If FMS quantities are redirected to the U.S. Army requirer, the FMS quantities are moved to the U.S. CLIN. The prices will be the same as those assigned to the US CLIN.
A-10. If the PVA is failed the contract could be terminated for default.
A-11. The Government will not pre-approve ISO 9001:2015 as the acceptable equivalent to ISO 9001:2000 for purposes of this contract.
A-12. The expected input-to-output turnaround time for FMS CLINs 0003AA and 0003AB once a delivery order is issued will be determined by the host country. Delivery rate and Days is determined by the host country. FMS reparable inputs will be delivered separately from US
CLIN inputs.
A-13. For FMS shipments under CLINs 0003AA and 0003AB: (a) Will the Government or the contractor serve as the exporter of record for
ITAR/EAR purposes? Unable to answer as we do not deal with contractors exporting the item. (b) Will deliveries be made to a CONUS freight forwarder designated in each delivery order, or directly to an OCONUS destination? FMS shipments are delivered to a U.S. based
(CONUS) freight forwarder designated by the FMS customer. (c) FMS destination countries will be identified in delivery orders because the U.S. Government manages onward movement under the FMS case.
A-14. For purposes of FAR 52.219-14 (Limitations on Subcontracting), this is a 100% small business set aside action. Only contractors who are registered as small businesses under the NAICS can bid on this requirement. They will not be required to provide a SUB K plan if they meet the criteria above.
A-15. WAWF routing fields will be fully populated at contract award, there is no DODAAC for FMS CLINs as the country determines the method of shipment.
A-16. CLIN 0001AA instructs the contractor to use DODAAC W58H0Z when submitting the PVA invoice in WAWF. The DODAAC for CLIN 0001AA is
