About this file
This is Amendment 0002 to solicitation W58RGZ-26-B-0004, issued by the Army Contracting Command-Redstone on July 6, 2026. The amendment extends the proposal submission deadline from July 14, 2026 to July 21, 2026 at 6:00 PM and provides answers to industry questions regarding overhaul and manufacturing requirements.
The solicitation pertains to firm fixed price supply contracts for overhaul services under the DMWR (Detailed Maintenance Work Requirements) 1-1620-247. Key clarifications include: bushings and data plates may be procured rather than manufactured in-house, subject to government approval via FCDD-AMR-AM FORM 1379; resin coating per MIL-PRF-3043 need only be stripped and reapplied if worn or exhibiting poor adhesion; Ion Vapor Deposited (IVD) aluminum may substitute for cadmium coatings; dry blasting with plastic media is not authorized for stripping coatings; all coatings except anodizing must be chemically stripped during overhaul; and chrome and HVOF coatings are stripped only as required during damage repair. Contractors must submit FCDD-AMR-AM FORM 1379 for deviation or exception requests outside DMWR guidance, and scrap assets are typically disposed of locally at the vendor's facility. The Systems Readiness Directorate serves as the technical point of contact for engineering support and detailed drawing requests. All other terms and conditions of the original solicitation remain unchanged.

*** End of Narrative A0000 ***
A-1. The purpose of Amendment 0002 to solicitation W58RGZ-26-B-0004 is to answer questions from industry.
A-2. Is the Government going to provide bushing drawings for contractors to manufacture their own bushings or will these have to be procured? These will have to be procured. Local manufacturing could be approved via a FCDD-AMR-AM FORM 1379 provided industry demonstrates the capability to meet all requirements. Manufactured bushings must comply with bushing specifications, tech data, and DMWR requirements.
A-3. Is contractor manufacturing the data plates as part of the overhaul or are we able to procure them? Data plates may be procured.
Local manufacturing may be authorized under FCDD-AMR-AM FORM 1379, provided the manufacturing source demonstrates the capability to meet all marking and material requirements in accordance with the applicable specifications and DMWR.
A-4. Who will support the contractor if we have technical issues outside the DMWR for engineering support or detailed drawing requests for paint schemes, plating schemes, outside the DMWR guidance? The Systems Readiness Directorate is the technical point of contact.
These questions will be submitted via a FCDD-AMR-AM FORM 1379 to the contracting officer who will input them into the PAID database.
Then the questions will be assigned to an engineer.
A-5. Is the resin coating IAW MIL-PRF-3043 required to be stripped at every overhaul? No, the baked resin coating is not required to be stripped at every overhaul. Per WP 0010 [In-Process Inspection], it should only be stripped and reapplied if it is worn, lost, or exhibits poor adhesion.
A-6. Is cadmium allowed to be substituted as a coating instead of Ion Vapor Deposited (IVD) Aluminum? Per the DMWR, IVD is allowed to be substituted for Cadmium coated parts. Is it possible to substitute IVD for Cadmium? Per the DMWR, substituting IVD Aluminum in place of Cadmium is permitted, but the reverse is considered a deviation and therefore must be evaluated on a case-by-case basis for specific components. To request an evaluation for a specific part, submit a FCDD-AMR-AM FORM 1379 for technical disposition.
A-7. Is chemical stripping the only allowed method for stripping paint and other coatings or can we use the dry blasting method of plastic media? Dry blasting with plastic media is not an authorized method for stripping any coating under the DMWR. Aluminum Ion Vapor
(IVD) Coating may be stripped via Glass Media Blast. Otherwise, all other coatings must be chemically stripped.
A-8. Are contractors stripping all coatings (minus anodizing and chrome/HVOF) for overhaul? All coatings, excluding anodizing, get stripped during the overhaul process. For added clarification and in contrast to the question statement, Chrome and HVOF coatings are stripped as required during damage repair for specific components.
A-10. What is the "general DMWR" or standard practice manual number if something falls out of guidance within DMWR 1-1620-247? Overhaul should follow the procedures outlined in the DMWR. The Contractor shall submit a FCDD-AMR-AM FORM 1379 form for deviation or exception requests.
A-11. For the replacement cost of the parts of scrap are we including these parts in the bid for the firm fixed price or repair/overhaul only? If the UNSERV asset is determined to be Scrap, then 99% of the time that UNSERV asset is disposed of locally at the vendor's facility.
A-12. The due date for proposal submission is changed from 14 July to 21 July 2026.
A-13. All other terms and conditions remain the same.
