*** End of Narrative A0000 ***
The purpose of Amendment 0002 is to clarify industry questions and to incorporate and delete clauses.
A-1. Industry questions:
1. CLINs 0003AA and 0003AB list the Output NSNs as 1650-01-625-2795. Are these Outputs supposed to read NSN 1620-01-625-2795?
RESPONSE: Yes, narrative has been updated on CLIN Narrative for CLINs 0003AA and 0003AB.
2. Page 16, we noticed two errors and just want to confirm these are the correct documents: A003 lists document # DI-MISC-8058B. Is this supposed to be DI-MISC 80508B? Also, A004 is numbered as Data Item A001 in the body paragraph.
RESPONSE: The correct document number for A003 is DI-MISC 80508B. The Data Item should read as A004.
3. Page 17, Section C SOW lists P/N 70250-01-13101-044. Is this a typo and supposed to read P/N 70250-13101-044?
RESPONSE: The correct P/N should read 70250-13101-044 and it has been updated to reflect the change.
4. On page 17, part f, DI-MGMT-80503 is listed as CDRL A001. Is this meant to reference CDRL A002 instead? We also noticed in this paragraph that CLIN 0003AB is called out twice. Is the duplicate CLIN supposed to be 0003AA?
RESPONSE: DI-MGMT- 80503 is meant to reference A002. The correct CLIN should read 0003AA.
5. On page 28, can you please clarify what document is referenced by the N/A in section (f)(2)(iii)
RESPONSE: This is not applicable to this requirement.
6. Page 28, section F-10 (a)(2). The required output schedule for 30/month is 60 days after award of order. However, section F-12 says delivery shall commence 60 days after receipt of reparables. Does the same apply to the PVA quantity? Is output required 150 days after award of order, or 150 days after receipt of reparables?
RESPONSE: Monthly quantity after PVA approval will be 30 per month, it . PVA output is 150 days after receipt of order. The 30 per month will start 30 days after approval of PVA.
7. Page 38, section I-129 C: Can you please clarify what the -3- in this paragraph denotes
RESPONSE: This clause is not applicable.
8. We also wanted to make you aware that on page 70 part e, the pricing template is listed as Power Unit Gas Turbine Overhaul instead of Cylinder and Piston Assy.
RESPONSE: The correct nomenclature is Cylinder Piston Assy, the attachment will be updated.
9. Page 73, can you please clarify what this Exhibit A page is?
RESPONSE: It is a blank page that is system generated and it has no validity.
10. In regards to , W58RGZ-23-B-0031, Overhaul of Cylinder and Piston Assy, Part Number: 70250-13101-044 to 70250-13101-046. In repair and overhaul of components there is a maximum amount of cost to repair or overhaul the component that is applied to keep the cost of repair/overhaul less than the purchase value of a NEW component.Commonly known as the CAP. This solicitation does not seem to state anywhere the not to exceed cost for overhaul of the component. Has a not to exceed cost for repair/overhaul been applied to this component and if so what is the CAP dollar amount?
Response: Please refer to Statement of Work Section C.

11. There is a limit or CAP on how much to do to an asset before it is considered Beyond Economical Repair. In this case, there is no
Guideline, no CAP no cost of overhaul is not to exceed $????.00 dollar amount in this Solicitation. There has to be a limit to at what point do we stop changing parts on the component before it gets way too expensive to overhaul.
I am certain that the customer would not want to waste funding on an overhauled Shock Strut than he would on a brand new Shock Strut.
Plus the ZERO RESULTS response to the Piston/Cylinder and end item inquiries is troubling. Request clarification of data in solicitation or Modification to Solicitation addressing the issue.
Response: Section B of the Statement of Work has been updated.
12. Section J Attachment 0012 Pricing Template Please note on 2. CLIN Summary, the sections for CLIN 0002AA and 0003AB do not have formulas in column D to calculate Total Proposed Price for Evaluation Purposes.
Response: Has been updated to reflect the changes.
A-2. Clause 52.204-27, Prohibition on a ByteDance Covered Application is hereby incorporated.
A-3. Mutiple clauses have been updated to include the latest version.
A-4. Sections C and F have been amended as shown in this amendment.
A-5. Due to system error, it is the intent of the United States Government (USG) to update DFARS 252.205-7000 to the June 2023 version, but it is presently unable to do so.
A-6. The solicitation close date has been extended from 29 June to 2023 to 10 July 2023.
A-7. All other terms and conditions remain unchanged.
