SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0001 (Q&A & UPDATES)

The purpose of this Amendment No. 0001 is as follows:

1. Issue responses to initial questions received in response to the solicitation.

2. Provide the attached version 2020 approved listing of Unexploded Ordnance (UXO) vendors for Aberdeen Proving Ground. See Section J.

3. Provide a cutoff date of Noon (12:00PM) Eastern Time on Thursday, 28 October 2021 for follow-on or additional questions.

4. Extend the due date for receipt of proposals. It is hereby extended until Thursday, 18 November 2021 at 2:00 PM Eastern Time.

5. Update the Wage Determinations in Section H to their current versions.

6. Update email addresses in the solicitation. ACC-APG point of contact email addresses have changed from mail.mil to army.mil due to a recent email system upgrade. POCs are Amy Bowen, Contract Specialist; amy.m.bowen.civ@army.mil, and Sandra Anderson, Contract Specialist; sandra.a.anderson12.civ@army.mil

Note #1: The Performance Work Statement (PWS) in Section C was generated and inadvertently included in its entirely in this Amendment; however it was not updated/changed. It remains unchanged from the version in the original solicitation.

Note: #2: The Government intends to issue another Amendment to answer any follow-on or new questions, to add a Covid-19 Class Deviation clause, and to revise Subfactor b: Selected Key Personnel and the impacted key personnel position descriptions in the PWS.

AMENDMENT 0001-Q&A-20 OCT 21

APG BESS IV: Questions & Answers-v20Oct2021

No. Question: Response from Government:

1 There are four volumes to submit for this proposal. Should they be submitted together under one cover, or in four separate volumes?

Offeror should submit 4 separate Volumes. (I-Technical, II-Past Performance, III-Price, and IV- Solicitation, Offer Documents and Certifications/Representations)

3 Section C

2 Apart from directions provided for the Price portion of the proposal, are there file naming requirements for submittals?

Please name other proposal portions using a logical manner as with the Price Volume. For instance, “XYZ Company, Technical proposal, RFP NO. W56ZTN- 21-R-0001”, or similar. See Amendment 0001 with minor update to Section L.

3 Please confirm if Volume III – Price can be submitted in Excel format.

Yes, that is correct.

4 Solicitation directions for Volume II – Past Performance indicate that “Contract Descriptions” will be in Section 1, and “Performance” will be in Section 2.

Finally, PPQs will be presented in Section

3. Is the government requesting that all Contract Descriptions for all projects will be presented first in Section 1, followed by all of the Performance descriptions, then PPQs? Or, should each project be organized into these Sections, presented together, followed by the next project?

(Page 141)

Yes, they are to be organized into these Sections, presented together followed by the next project.

5 Will PPQs be evaluated more favorably than CPARS?

No, not as a general rule. However, see discussion in Sections L and M on recent and relevant and how certain documented past performance (e.g. page 157 of original solicitation) may be evaluated more favorably based on the dollar value and type of environmental work performed.

6 In Volume II, Past Performance, are PPQ and CPARS pages excluded from the page total? (Page 136)

PPQs received from third parties or directly from the Offeror via email would not be counted towards the Past Performance Volume page total. CPARS that the Government pulls itself would not be counted in the Past Performance Volume. However, completed PPQs and CPARs that an Offeror imbeds/embeds in its Past Performance Volume would be counted in the page total.

7 Please confirm what constitutes “physically complete” pertaining to the requirement that projects must be “90% physically complete?” (Page 141)

This depends on the project and the scope of work. The rule of thumb the government is going to use is the following:

4 Section C

For CERCLA projects which cross a multitude of phases, it would be the last document in draft final. For instance, if the PWS states take the site from Record of Decision (ROD) to Remedy in Place, the Government would consider 90% complete draft remedial action completion report being submitted to the Army. If it was Feasibility Study to ROD, then 90% complete would be submitting final draft document to the regulators for review.

For projects that have a yearly type of action (e.g. five year contract for tank inspections), 90% complete would be roughly 4.5 years into the contract/order.

8 Volume II – Past Performance – Section 1

– A: Please clarify what “Contractor/Subcontractor place of performance” is referring to. (Page 141)

If the client/Government place of performance differs from where the contractor/subcontractor’s office is (and where they did some work), please list the Government/client place of performance.

For instance, APG, Fort Sill, NJ Superfund site #2, etc. Also, see response to #38.

9 Volume II – Past Performance – Section 1

– B: Please clarify what “Government contracting activity” is referring to. (Page 141)

If the project/contract was awarded by a Government contracting activity/agency, please identify the contracting activity.

For instance, USACE Philadelphia District, ACC-APG, MICC Fort Sam Houston, etc.

10 Volume II – Past Performance – Section 1

– D: Please clarify what “Government contract administration activity” is referring to. (Page 142)

This field may or may not be applicable.

Sometimes, Government contracts are awarded by one Government agency (i.e.

EPA, Army, etc.), but then are delegated and administered by another such as the Defense Contract Management Agency (DCMA). Please put N/A, if administration is being handled by the original awarding activity.

11 Volume II – Past Performance – Section 1

– D: Please clarify what “Government contract administration activity’s Pre- Award Monitor” is referring to. (Page 142)

Typically Government contracts assign a Contracting Officer’s Representative (COR) or technical monitor. Identify the person(s) if applicable. If a COR was just assigned post-award, then page 141 (c) would only be applicable.

5 Section C

12 Are volume covers, title pages, TOC, acronym lists, and tabs excluded from the page counts for Volumes I and II?

Yes.

13 APG has specific requirements for UXO contractors performing work at the base including a list of approved contractors (Ref "Specification for General Contracts", Section 02010, Perform Unexploded Ordnance Detection, Preliminary Identification and Removal Coordination).

However, this specification is not listed or mentioned in the solicitation. We request clarification as to whether or not this specification / standard will apply to the BESS contract.

A note to the question above, the Installation Safety Office (ISO) typically is the office at APG that manages / enforces this specification.

Yes, using an APG approved UXO contractor is required for BESS IV. See Amendment 0001 which provides the approved list as an attachment.

14 On page 126 of 158, Volume II -Past Performance, the RFP states “Past Performance for NAICS 562910- Remediation Services and 541330- Engineering Services is also considered relevant, but less so than Past Performance for NAICS 541620-Environmental Consulting Services.”

Because many DoD Agencies procure contracts with the same scope of services under NAICS Codes 562910 and 541330 as well as NAICS 541620, would the government consider past performance of projects completed under contracts issued under any of the above NAICS codes as equal?

Your point is well taken—See Amendment 0001 for updates. NAICS 562910-Remediation Services and NAICS 541620-Environmental Consulting Services are now considered approximately equally relevant.

Note: For Volume II- Past Performance, the Government will only search and review the Contractor Performance Assessment Reporting System (CPARS) using NAICS 541620-Environmental Consulting Services and 562910- Remediation Services in the search field.

If an Offeror has completed CPARS for projects awarded under other NAICS codes (e.g. 541330-Engineering Services, construction, etc.), but which contain a significant (i.e. 50% plus) environmental component to the project, they may be considered. To ensure they are considered, Offerors are highly encouraged to imbed such CPARS in their Past Performance

6 Section C

Volume. Those CPARS must contain a narrative just before the CPARS explaining why that project is relevant to the BESS IV IDIQ.

15 Do we need to provide pricing for the scenario responses? And if so, could you elaborate on what is required regarding the format of the pricing information.

No.

16 Resumes – in addition to the required Key Personnel resumes, can we include additional resumes for other technical staff/experts? If so, are there any limitations on the number of individuals beyond the page count limit?

Ref. page 153 of solicitation…”for proposal evaluation purposes, Subfactor b (Key Personnel), the Government will evaluate the offeror’s ability to provide at least one prime contractor employee for selected Key Personnel positions. They are Program Manager, Regulatory Specialist, Quality Assurance/Quality Control Officer/Manager, and Health and Safety Officer.”

There is no prohibition on proposing other technical staff/experts, however they would not be considered in the proposal evaluation based on the evaluation criteria of the solicitation.

17 Scenario 1 – for the archaeology component, should we consider the entire 250-acre area, or just the 3 challenge areas?

Just the three challenge areas.

18 On page 80 there is a reference to the Rapid Gate program. We understand that Rapid Gate is no longer used, and rather, DBIDS is preferred. Is the reference to Rapid Gate an error? Please clarify.

It’s our understanding that Rapid Gate program at APG is currently suspended, but may return after the pandemic ends.

The purpose of this paragraph is to outline the various methods that contractor personnel would gain access to Aberdeen Proving Ground.

19 Page 81, Minimum Guarantee – could you please confirm that the cost estimate to be provided is only to (1) participate in a post award kickoff meeting and, (2) prepare a Health and Safety Plan and the cost estimate is not required to address the scenario responses?

Correct. For CLIN 0002 (BESS IV-Min.

Guarantee-SEED Project T.O.), offerors shall propose an amount up to $2,500.00 for the Seed Project Task Order. The Seed Project Task Order will be issued shortly after the award of the base contracts and covers attendance by the awardee's key staff at a post-award BESS IV "kick-off" meeting and submittal of an overall Health

7 Section C and Safety Plan (HASP). Reference PWS for Seed Project Task Order in the solicitation on or about page 85.

20 Are the Table of Contents and Glossary of Acronyms excluded from the page limitations stipulated in the RFP?

See response to #12.

21 RFP Section L, Volume II Past Performance, Section 3 states “Offerors may imbed previously completed PPQs and/or CPARS in their Past Performance Volume”. Are these previously completed PPQs and/or CPARS excluded from the page limitations stipulated in the RFP?

No, see response to #6.

22 If using a table to provide response so Volume II Section 1 Contract Descriptions, is a font smaller than 12-pt allowed?

Reference page 135 of solicitation. Tables and illustrations may use a reduced font size no less than 8-point and may be landscape.

23 RFP Section L, Volume II Past Performance: Will the Government accept commercial contracts that don't have an assigned NAICS?

Yes, however please indicate which NAICS code the offeror believes is most relevant or applicable. NAICS codes can be found at the census.gov/naics

24 RFP Section L, Volume II Past Performance, Section 3 Past Performance Questionnaire: If citing a project where we were a subcontractor on a larger project, will the Government accept a past performance questionnaire filled out by the prime contractor? As this is a time sensitive question impacting the distribution of PPQs to clients, we would greatly appreciate a response as soon as possible.

No. PPQs shall be completed by the requiring activity or primary commercial customer.

25 Volume I, Subfactor a, Scenario 2 calls for source removal as the treatment option identified by APG in the solicitation.

Would APG accept other treatment options for these areas?

No, this is the treatment option defined in the scenario.

26 Can APG provide the findings of the initial site characterization for Volume I, Subfactor a, Scenario 2, Area 2?

8 Section C

27 Volume I, Subfactor a, Scenario 2, Area 2:

What is the extent of the pesticide contamination both vertically and horizontally from the initial site characterization?

This scenario states this is unknown and for the offeror to further define through its technical approach.

28 Can questions be submitted after 28 September 28, 2021?

Logical follow-on questions may be submitted after 28 September 2021. Also, see Amendment 0001 for revised date.

29 Can past performance submittals be extended from 3 years to 5 years?

Changed to 4 years (Also, see Amendment 0001)

30 Section L Past Performance: Information is to be provided in the order prescribed.

Please clarify whether Past Performance is to be divided into three main sections or whether information for a project is to be divided into three section.

Each Past Performance shall be organized in those three main sections. (See Amendment 0001)

31 In the event that we are one of the awardees, will we need to submit a proposal and pricing for each Delivery/Task Order?

There is no stated requirement to submit a proposal and pricing for each/every task order RFP.

32 Section B refers to BESS III services.

This is a typo. Corrected via Amendment 0001.

33 Section K – Please confirm that all team subcontractors need to submit reps and certs.

This is not a requirement. The prime contractor (to include JVs) must have completed reps and certs in Sam.gov, or submit them with the proposal.

34 Section L Introduction a. states that proposals shall not include hyperlinks.

Does this include hyperlinks in the table of contents to the proposal sections?

No, we are referring to hyperlinks which lead the reader to websites and other external documents that are not in the proposal.

35 Section L 1.a. Proposal Submission requirement states that each paragraph be separated by at least one blank line. Does this apply to bulleted lists? Is a full line of space required between each bullet?

No, a blank line would not be required between each bullet.

36 Section L 1.b. Proposal Submission requirement states that the past performance volume be limited to 50 pages. This volume will contain a lengthy contact listing plus up to 14 contract and performance narratives in large print. We

Past Performance Volume will be limited to 75 pages (See Amendment 0001)

9 Section C ask that the government consider revising the maximum number of pages for this volume to 100 pages.

37 Volume II – Past Performance - Section 1 Contract Description of this volume, part

(a) asks for the contractor/subcontractor place of performance. Please clarify if the place of performance is the site where the work was performed or the contractor/subcontractor’s office from where the work was performed.

If the client/Government place of performance differs from where the contractor/subcontractor’s office is (and where they did some work), please list the Government/client place of performance.

For instance, APG, Fort Sill, NJ Superfund site #2, etc.

38 The past performance instructions require up to 14 examples of similar Government and/or commercial contracts or task orders. Section 1 Contract Description of this volume, parts (b) through (e) ask for different government points of contract which likely do not apply to commercial contracts. What contact information will be acceptable for commercial contract examples?

Main Client/Customer information is acceptable.

39 If a commercial contract example successfully demonstrates experience with similar work to this SOW, will it be scored less than a comparable government contract example just because it is for a commercial client?

40 Environmental projects often include a broad range of work as verified in your scope of work for this contract with the large number of specific elements included. As a result, many projects address multiple NAICS codes, most often both 562910 and 541620. How does the government intend to evaluate past performance projects, specifically how will the government decide which NAICS code the project addresses, given this overlap?

See Response to #14 above for response.

41 If a contract example demonstrates past performance with NAICS 541620 and NAICS 562910, will it be considered less

See Response to #14 above for response.

10 Section C relevant than a project that only demonstrates experience with the preferred NAICS 541620?

42 If a contract is submitted demonstrating past performance with NAICS 541620 services but the associated CPAR evaluation references the less relevant NAICS 562910, how will the government determine what NAICS a project was done under?

See Response to #14 above for response.

43 Will the government consider extending the period for acceptable past performance projects from 3 years to 5 years?

See above, question #29

See Response to #29.

Scenario 1 IRP Project Investigation:

44 Are there other private wells nearby to the impacted one?

45 Is the document that noted a drum storage area at the North Testing Site available and what is the date of it?

No, this is a scenario. Assume you have the document.

46 Is the pad in Area 2 stone or concrete?

Concrete.

47 Have the wetlands been delineated? Has the USACE issued an Approved Jurisdictional Determination?

48 Is the critical habitat for the frog a state or federal designation?

Federal.

49 Does the life history of the “Bald-headed Frog” require seasonal wetlands/pools that do not contain a fish population for breeding?

Yes, for season requirements, and No for fish breeding.

50 Can the area be accessed to conduct NEPA environmental surveys throughout the area of interest and wetland delineation, or does UXO preclude entrance to portions of or the entire site?

Would there be specialized training

This is a range area and as such must follow all standard procedures for working on ranges at APG.

11 Section C required for field staff that would conduct the surveys if access is allowed?

51 Would “Bald-headed Frog” presence/absence ground surveys be possible for the full wetland area (or UXO exclusions)?

This is a range area and as such must on ranges at APG.

52 MDE and Corps 404 permits would be necessary. Are permit fees associated with the required permits to be paid by the Army or the Offeror?

Permit fees would be paid by the contractor/awardee and would need to be included in the firm fixed price.

53 Would APG allow (considering the UXO constraints) development of a temporary road and bridge through portions of the range (uplands or the wetland) to access the south side of Eagle Stream? Is there other available existing access to the south side of Eagle Stream, either from off the APG or from within the APG?

Any roads or construction must be described in technical approach and must follow all federal/state/APG requirements.

54 Was a previous delineation of the wetland conducted and did MDE and/or the Corps approve the delineation? If yes, what was the date of the delineation and the approval?

55 For wetland mitigation, will the Army or the Offeror be responsible for the financial assurance funding?

No. Government will not be responsible for any “financial assurance funding”.

That is the responsibility of the Contractor/Awardee. It is not applicable to the sample scenario in the solicitation.

56 Is the wetland forested or non-forested?

This would be determined during delineation.

Scenario #2:

57 Is the removal action being considered an

Interim Remedial Action or a Final Removal Action?

Final Removal Action

58 Should it be assumed that a Decision Document (DD) has been prepared along with a CMS/FS?

59 Does Area 1 need further characterization or is the excavation area fully defined?

Yes, see scenario.

12 Section C

60 For Area 2, how deep are impacts expected to extend beneath the water table?

N/A, we are not conducting groundwater remediation in this scenario.

61 Can the area be accessed to conduct NEPA environmental surveys throughout the area of interest and wetland delineation, or does UXO preclude entrance to portions of or the entire site?

Would there be specialized training required for field staff that would conduct the surveys if access is allowed?

This is a range area, and as such must on ranges at APG.

62 Are the wood pecker and brown snake state or federally listed species?

Federal.

63 Have the wetlands and Found Creek been delineated? Has the USACE issued an Approved Jurisdictional Determination

(AJD)?

64 Although not mentioned in the scenario, has a waters of the U.S. determination or delineation been conducted in the woods?

65 Does the life history of the “Bald-headed Woodpecker” require live or dead trees for cavity/nest establishment? Also, does the woodpecker have a known preference for older, mature-sized trees or a particular species of tree (as does the Red-cockaded Woodpecker)?

The “Bald-headed Woodpecker” requires a wide variety of species and size trees.

66 Is the “White-headed Brown Snake” fossorial or is it found above ground?

Both.

67 Is the wetland forested or non-forested?

This would be determined during delineation.

68 In Scenario #1, are there well construction details for the referenced 80 ft private water supply well?

69 In Scenario #1, Is the North Testing Site the same area as Area 1?

13 Section C

70 In Scenario #1, What type of containers/equipment are dropped from the tower in Area 2 and what type of tower exists?

There is no tower remaining as stated in the scenario. The containers/equipment that were dropped from tower is unknown.

71 Please confirm that a Cover, Title Page, Cover Letter, and Table of Contents will not count towards any page limitations.

See above, questions #12 and 20

Correct, as noted in previous responses above.

72 Please confirm that if previously completed PPQs or CPARS are submitted they will not count towards the page limitation.

See above, question #21

See previous responses to #6 and #21.

73 Please confirm that if previously completed PPQs or CPARS are submitted then we will not have to submit a new Past Performance Questionnaire (Attachment

2) for that particular project?

Offerors are not required to submit new PPQs for a particular project if they have previously been completed, but they are not prohibited from doing so.

74 Please confirm that any Agreements/Certificates/Licenses included with Key Personnel resumes will not be page counted?

See above, question #16

That is not correct. Content such as licenses, certificates, etc. provided in the technical volume will be counted towards the 150 page limit.

C.1 INTRODUCTION

C.1.1 Mission The Environmental Division is committed to sustaining the military missions at all times at Aberdeen Proving Ground by providing the guidance, actions, and customer assistance necessary to comply with all environmental laws and regulations, prevent pollution where possible, protect and conserve vital natural resources, restore contaminated sites, and continually improve our operations.

C.1.2 Background

Aberdeen Proving Ground (APG) is located in Maryland, and is spread-out in four locations to include APG North, APG South, Adelphi Laboratory Center, and Blossom Point and consists of approximately 75,580 acres and 1,702 buildings. The workforce has more than 23,000 military, civilian and contactor employees whom are responsible for numerous technical achievements in military intelligence, medical research, engineering, and computer technology. There are approximately 2,000 resident family members.

The Directorate of Public Works (DPW) at APG operates and maintains facilities, structures, utilities, roads, land and all of the related equipment located on APG. DPW currently has inventoried approximately 4,445 facilities, structures, utilities and land, identified by over 30,000 separate locations with over 25,000 pieces of equipment. DPW provides the following programs and services: facility operations and maintenance, design, construction, utility and energy conservation, recycling; solid waste management, custodial services, landscaping, and environmental, safety and occupational health.

All the aforementioned locations require proactive action by APG to conduct operations in an environmentally sound and sustainable manner. All environmental matters at APG are under the guidance of the Chief of the Environmental Division of the Directorate of Public Works. The mission of the Environmental Division is to provide Installation-wide support in maintaining compliance with all applicable Federal and State environmental laws and regulations. In addition to ensuring regulatory compliance, the Environmental Division identifies existing or potential environmental risk and develops initiatives for risk mitigation or risk management with the objectives to enhance and protect APG’s natural, cultural, and archeological resources. The Environmental Division is also responsible for implementation of APG’s Installation Restoration Program (IRP) and Military Munitions Response Program.

C.1.3 Objective The objective of this effort is to provide basic environmental services to US Army Garrison APG’s Directorate of Public Works - Environmental Division (DPW-ED) and to all tenants supported by DPW-ED in need of environmental services. The funding sources for this acquisition are therefore expected to vary. However, the primary objective remains, regardless of the proponent or funding source, and that is to provide a variety of environmental support services required for APG to achieve its collective missions.
