The Sysmex XN1000V-100-BPR multi-species hematology analyzer is a critical piece of laboratory equipment essential to support mission required toxicological studies. The instrument is used to analyze whole blood samples for red and white blood cell counts, white blood cell identification, hemoglobin, cell morphology, and other parameters essential for detecting adverse effects of agents being tested for toxicological effects. It will replace the currently used Abbott Cell Dyn 3700 which is over 10 years old and will not be supported or repairable by the manufacturer in 2020. The hematology analyzer is a stand-alone unit among other analyzers within the clinical chemistry lab. The estimated cost includes the analyzer, the manufacturer's proprietary veterinary software package for analyzing animal specimens of various species, 2-day training for 1 technician, unlimited virtual training for other users, and a 1-year full service warranty. Extended warranty options are available at additional cost.
There are few comparable multi-species veterinary hematology analyzers commercially available. Lesser analyzers lack the required sample throughput or time for analysis, and provide fewer analysis parameters. The Sysmex while at a higher cost point has several technological advantages compared to the currently used Cell-Dyn 3700 including reticulocyte analysis. The closest comparable unit is the Advia 120, which also provides fluorescent identification of cells. The Sysmex analyzer has a lower required sample volume compared to the Advia which greatly benefits small animal toxicology studies.
Market research was performed by Matthew Bazar, biologist, Army Public Health, with >15 years' experience maintaining the Toxicology Directorate's clinical chemistry laboratory. The Sysmex XN1000V-100-BPR, Siemens Advia, and the Abbott Cell-Dyn 3700 (which we are replacing) are the only analyzers in a "comparable" class in terms of capability, throughput, and cost per analysis. These three analyzers are commonly employed in reference labs and used to correlate and verify performance of other units. The Advia and Cell-Dyn have similar cost points due to similarities in technology. Commercially available analyzers at lower cost points include the IDEXX Pro-cyte, Heska Hema-True, and Abaxis VetScan HM5. The primary limitation to these analyzer are the time required for analysis, reduced analysis parameters, higher sample volume requirements, increased cost-per-sample, lack of sufficient data storage and d l d bilit d i bilit t t t i fil D i 2QFY15 MAJ M tth W
The Sysmex XN1000V-100-BPR was specifically designed for multi-species hematology analyses. It has the lowest required sample volume vs comparable analyzers which is critical for our mission required small animal toxicology studies. In addition to whole blood analysis, it allows analysis of unique fluids including bronchial alveolar lavage fluid. It l id difi bl t f i l l ith t i l hi h i i ibl t d ft

In addition to the Market Research conducted by the requiring activity, Contracting Officer has further conducted Market Research primarily using the System for Award Management (SAM) database IAW FAR Part 13.102(a) and key words search on Small Business Database website indicated that there is not a possible expectation of obtaining offers from other business concerns that are competitive in terms of market prices, quality, and delivery to perform this requirement. As stated in the market research section above, the Sysmex system is the one to meet the requirements in terms of analysis capability and reliability.
Furthermore, the Contracting Officer called Sysmex America Inc. and followed up with the email to confirm if Sysmex had any authorized distributors for the requesting item; and the confirmation from Sysmex is they are the only distributor.
Based on the above information, it would be advantageous to the Government to procure this requirement on a sole source basis IAW FAR 13.106(1)(b)(1)(i) soliciting from a single source.
A notice of intent to award sole source will be posted on Federal Business Opportunities (FBO) prior to award.
File details come from the government source that posted it.
