Q-1. During the site visit we were shown a sample of types of building on base, are there any fire protection systems of any type that are currently down or out of service, if so please identify the building and system that is effective.
A-1. See Attached Fire Alarm & Sprinkler Issue Log
Q-2. Many of the fire alarm, suppression and base reporting equipment are proprietary to a specific manufacturer, dealing with proprietary manufacturers restricts the ability to service the equipment within the specified time frame as listed within the solicitation. What is the allowed variance when utilizing these manufacture's technicians.
A-2. Service Calls should be scheduled to permit a specific manufacturer to visit multiple locations to control cost. No proprietary system should exceed 90 days without inspection service. Exceptions would only be granted by the Government COR for access issues during a mission requirement.
Q-3. When the manufacturers technician are utilized for repair it will be necessary also have a technician from the successful contractor to accompany and assist, will the cost of the manufacturers services be used to meet the service call minimum before billing for the service.
A-3. If the system requires manufacturer’s technical representatives their time should be properly reflected in the labor cost.
Q-4. What is the “%Markup” in column 5 on page 197 to be applied to (i.e. material, labor, other)?
A-4. The percentage of mark up in Column 5 (of the table) on page 197 would be applied to all bare materials and labor costs required to make repairs.
Q-5. Who is the manufacturer of the existing Mass Notification System (MNS) and what is actually included when using the term (MNS).
A-5.There are several manufacturers of fire alarm control panels that utilize mass notification as part of their system as stated in the Scope of Work. The “Giant Voice” is not part of this contract.
Q-6. Does the base currently integrate "Giant Voice" as part of their (MNS).
A-6. No
Q-7. Currently does the base have CAD documentation on all buildings listed in this contract, and if so are they up to date.
A-7. There are micro-station drawings on all buildings. The status of current updates is unknown.
Q-8. Why is there a separate "Audio" NICET certification required for testing the (MNS) when the "Fire Alarm" NICET certified individual can provide this testing.
A-8. The Scope of Work correctly addresses this answer per UFC 4-021-01 Chapter 8 (8-3.1)
Q-9. For technical exhibits listing identical addresses and building numbers, are these duplicates or individual systems/zones by line item in the same building?
A-9. Individual Systems - Multiple systems in the same building.
Q-10. Some buildings listed in the technical exhibits are missing square footage. Will this information be provided?
A-10. Not at this time
Q-11. Is there a list of equipment that is due for “5-12 Year ITM Hydrostatic Testing”?
A-11. No. Tanks are part of the systems - recent inspection was completed and all known tanks are up to date.
Q-12. Will government inspection forms be provided or are contractor’s reports acceptable?
A-12. Contractor reports are acceptable provided all inspection requirements are met.
Q-13. If UFC guidelines and the bid specifications conflict, which do we follow?
A-13. The more stringent shall apply. The UFC guidelines are used however some there are some exceptions in the bid specification and CLIN structure that determine the amount and type of inspections.
Q-14. Does DPW or the fire department have any information regarding panel types in each building as well as device counts in each building.
A-14.The list does not exist it was lost in a data conversion at the fire department along with a few other databases.
Q-15. Will NICET certifications in water based systems be sufficient instead of the Craftsmen Journeymen certification?
A-15. See UFC 3-601-02 Chapter 1-8
Q-16. In the technical exhibits some building numbers are repeated several times, does that indicate the amount of systems in that particular building?
A-16. See Question #9
Q-17. Monthly inspections are required for systems that are not monitored. Is there a list of these non-monitored buildings?
A-17. The Technical Exhibits are the only databases that exist.
Q-18. The repair dollar amount of $300 for minor repairs is often referenced but there are several lines that show a $500 minor repair line. Was the intent to be $300 or are annual inspections raised to the $500 line?
A-18. All pre-authorized charges have been standardized to $300; there are no longer $500 pre-authorized thresholds on any line item. Contractor is pre-authorized, while conducting inspections, tests or maintenance to replace common item batteries and fuses not to exceed $300, to get a system back into service. It is not an allowance inclusive of the inspection. It is a pre-authorization threshold. The not to exceed threshold of $300 for common item replacement will be invoiced against line item 0009 – Common Spare Parts & Batteries.
If, during an inspection, test, or maintenance, indicated repairs exceed this pre-authorized amount, then it becomes a repair and will be proposed as a work order and invoiced under the repair CLIN.
Q-19. Is there an incumbent contractor and if so what was the contract value.
A-19. This is a new requirement at the Aberdeen Proving Ground (APG) Army Post.
Q-20. Will a ground rod require a dig permit? Section "1.14.2. Digging Permit: Underground utility work is not anticipated."
A-20. Underground work is not anticipated.

The government has a limited supply (2) Kingfisher Transmitter Panels and boards that are government furnished equipment to be used a spare. The spare Kingfishers are to cover the normal 15-20 day lead time of replacement parts that would be on order.
Kingfisher panels. No warranty will be required on the spare transmitter however the installation workmanship is required. It is not the intent of this contract to have a FACP for every type system. The FACP requirement is not required. See 3.2.
Q-22. Does this contract have to be manned 24hours a day 7 days a week? Section "5.14.3 Emergency Calls.
A-22. The Emergency Call required hours are listed in 1.3 and 5.14.3. This does not alleviate the COR from requesting overtime to facilitate repairs on a Tier 1 facility.
Q-23. Will all as-builds provided by the Government be in CAD format? Section "1.5 Description of Services. The Contractor shall provide updated Computer-Aided Design Drawings" A-23. See Question 7. Government has Micro-station drawings on all buildings. CAD drawings are only required on system modifications that change 50% or more of the fire protection systems per UFC 3-600-01. See Drawing Submission 5.7 and 5.7.1.
Q-24. Is fire extinguisher maintenance intended to be included under this contract? 5. 1.7 talks about hydrostatic testing for storage vessels. The contract does not specifically reference fire extinguisher maintenance, but this applies to them.
A-24. Portable Fire Extinguishers are not part of this contract however fixed FM-200 cylinders or pressurized vessels for other fire protection systems are included.
Q-25. Will they also be responsible for disposing of other hazardous material such as Ionization type smoke detectors? 6. 1.12 Hazardous Material. The government has disposed of Halon 1301 under this contract.

Q-27. Will a standardized security procedure be published naming a point of contact for buildings that require escorts and for buildings where specific access forms are required for entry? I.e. 6000 Buildings.
A-27. The 6000 buildings require a different badge and some of the areas in a building may require escorts. The ITM will require advance planning. The COR is not a qualified escort in these facilities.
Q-28. Will the Government be providing the security passwords for proprietary equipment software so that updates can be made?
A-28. Security Passwords are not provided for updating. Proprietary equipment will require proprietary technician support.
Q-29. Under section 1.7.1 "Certifications" it lists the requirements for NICET certified individuals for their respective categories, we do not see where Fire Protection Engineers (FPE) are acknowledged and what positions they may serve. FPE's meet and exceed many of the NICET requirements as reflected in most state and federal fire protection requirements, can the FPE fulfill the requirements listed for NICET certified individuals and if so what NICET levels may they fulfil?
A-29. The person who performs this work must possess NICET certifications as required.
Q-30. Section 5.10 "CLIN Structure" that the inventory of spare parts shall be part of the service truck inventory. Due to the variety and age of some systems (some are out of production) we do not see how this requirement can be met. What would be the acceptable repair on equipment that is out of production and non-replaceable?
Q-30. Replacement with like items would be acceptable.
Q-31. Section 5.10.1 "Repair Work" lists in the paragraphs last sentence that for replacement of components within a FACP must be completed by a manufacturers trained and authorized by the product manufacturer. With the variety of equipment installed on the base this requirement will not be achievable because not all service companies staff factory trained and authorized personnel on all the fire alarm control panel types listed in this solicitation. The solicitation lists the amount of time for certain levels of repair, if the services are needed by a third party "manufacturers" trained and authorized technician and are unable to comply with the predetermined response/repair time what will be the acceptable correct/defect time allotted?
A-31. Thirty (30) days is typically the grace period. Manufacturer lead times and delays will be considered on a case by case basis. The COR will coordinate and establish exceptions caused by manufacturer lead times for repair parts.
Q-32. Can you provide a summary count of devices to be inspected/tested be provided?
A-32. A secondary device summary will not be provided.
