Questions for BESS III, Pre-solicitation No. W56ZTN-16-R-0002
1. Pre-solicitation, Synopsis. This section mentions the award of multiple contracts. How many awards does the Government anticipate?
ANSWER: Government intends to award multiple contracts. We estimate awarding between three and five contracts, but reserve the right to award more or less.
2. Performance Work Statement (PWS), General. Does the Government have an estimate of the anticipated distribution of work among the major PWS components (i.e., restoration, compliance, cultural and natural resources, NEPA, and other environmental requirements)? Will most of the anticipated work be in the area of environmental compliance?
ANSWER: The Government estimates the following overall distribution of type of work: 60% compliance and 40% restoration.
3. PWS, General. A similar draft PWS was released in 2014 with an anticipated APG BESS III Solicitation release expected that same year. What has been the reason for the delay?
ANSWER: The draft PWS which was attached and issued on 17 December 2015 has been updated based on the changes to the requirement by the requiring activity.
4. PWS, Section C.1.2. Is there a possibility the contract could be used beyond the DPW-ED and tenants supported by the DPW-ED?
ANSWER: Yes, there is a possibility will be used beyond DPW-ED.
5. PWS, Section C.2.1. There are some slight changes to the task list when compared to the previous Draft PWS. Is there a reason Forestry Compliance and Management were removed from the list of tasks?
ANSWER: The decision was made to remove the Forestry Compliance and Management section has been removed from this effort based upon discussion with the requiring activity.
6. PWS, Section C.3.1.1. This section notes that the AEC is responsible for the cleanup at active/operating installations. Given this, will AEC contracts be used for the bulk of cleanup activities or will this contract be used for that work as well?
ANSWER: Both AEC and BESS III will be used for cleanup efforts.
7. PWS, Section C.5.1.3. This section notes the need for professional registration in the various mentioned fields and yet there is no accepted professional registration for chemistry and perhaps construction management. Please reconsider the wording in this section.
ANSWER: Please note the section states professional registration is required “if applicable.”
8. PWS, Section C.5.4. Not clear as to the reason for this section as it does not match the requirements called for in Section C.5.0, Personnel Requirements. Please clarify.
ANSWER: Section 5.0 identifies Key Personnel and requirements. Section 5.4 has only been included to provide offerors with a list of job titles which may be required to perform the specific tasks outlined in the PWS.
9. Sample Task Order, PWS. Is there an incumbent contractor for the work covered in this Sample Task? If so, who is the incumbent? If there is an incumbent, does that not give them an unfair advantage in addressing this Sample Task?
