About this file

This is a Request for Information (RFI) and clarification document for a Wi-Fi network implementation at Fort Bliss, Texas, specifically for two Child Waiting Rooms (CWRs).

The RFI addresses infrastructure requirements for CWR E1206 at 18511 Highlander Medics Street and CWR A160 at 11335 SSG Sims Street, Mendoza Soldier Family Care Center. Current infrastructure includes fiber connectivity entering at utility plant communication closet U1208 (E1206 location) and communication closet A157 (A160 location), with Ciena 3903 gigabit ethernet Service Delivery Switches providing demarc points. Existing Linksys Model E5350 consumer-grade Wi-Fi routers currently serve both locations and are identified as obsolete, requiring replacement with small/medium business-grade equipment. The contractor must provide two replacement Wi-Fi routers, four wireless ceiling-mount security cameras with pan-tilt-zoom capability supporting motion-triggered continuous loop recording and internet-based remote monitoring without requiring ongoing subscription services for basic functions, and one iPad tablet per CWR for staff access to an internet-based web application for patient reservations. The award methodology is Lowest Price Technically Acceptable (LPTA). The contractor is responsible for providing demarc equipment performing fiber-to-copper transition at communication closets E1004 and A157. Two pan-tilt-zoom cameras per CWR must be ceiling-mounted in opposite corners with remote internet-based control. The network serves approximately five devices per location (two cameras, one tablet, plus two previously installed devices). No firewalls beyond those in the routers, multiple SSIDs, content filtering, or outdoor Wi-Fi coverage are required.

• rooms (A160) was previously a small classroom that could accommodate 25 people, or so. The other room was previously a small meeting room .

• - Copper/Fiber/Wireless networked or CC1V?

• Cameras connect wirelessly to in-room Wi-Fi router. Wi-Fi router WAN interface connects via Cat6 copper to internet service provider demarc Ciena 3903 boxes in comm closet E1004 with respect to CWR E1206 and comm closetA157 with respect to CWR A160.

• 1.4 RFI:

• - Can the Government please clarify whether the anticipated award methodology for this requirement will be Lowest Price Technically Acceptable

(LPTA) or Best Value (BV)/Tradeoff?

• LPTA

• - This distinction will significantly impact the proposed technical approach and service architecture, specifically regarding the type of internet solution offered

(e.g., broadband versus dedicated DIA services).

• Dedicated Internet Access (DIA) provides a private, symmetrical connection with guaranteed speeds and formal Service Level Agreements (SLAs) for uptime and repair. In contrast, Broadband is a shared, "best effort" service with asymmetrical speeds and no contractual performance guarantees .

• - How far from existing connection points like data/ server room will an ISP need to deliver signal from?

• In respect of CWR E1206 at 18511 Highlander Medics St, ISP currently enters campus at utility plant comm closet U1208 with a single fiber strand. From a

Ciena 3930 in U1208, government provides campus fiber cross-connect from

U1208 to comm closet E1004. Current ISP has a Ciena 3903 in comm closet

E1004 receiving the single strand fiber uplink from U1208. A copper port on the

Ciena 3903 in closet E1004 connects to the houseplant in that closet such that the internet connection appears at Cat6 wall plate E1427-39A in CWR E1206.

• In respect of CWR A160 at 11335 SSG Sims St, ISP currently enters the clinic at comm closet A157 with a single fiber strand and connects to a Ciena 3903 in this closet. A copper port on the Ciena 3903 connects to the houseplant in that closet such that the internet connection appears at Cat6 wall plate A160-1 0C .

• - Is there space determined for potential IT racks to deliver services? Existing rack space is available. What handoff is required? Fiber to copper transition
