Quoters who simply restate the performance work statement requirements or fail to submit the minimum information as specified in the solicitation and the Addendum to 52.212-1 may result in the quote being technically unacceptable and ineligible to receive a contract award.

II. EVALUATION FACTORS FOR AWARD

A. The U.S. Government intends to evaluate quotes and award a contract without discussions; however, the

U.S. Government reserves the right to hold discussions if it is determined to be necessary. It should be noted that there is no obligation on the part of the Government to make an award to any Quoter in response to this Request for Quote.

B. The evaluation will be conducted in two (2) phases. In Phase One, required documentation will be reviewed by the Contracting Officer to ensure that all documents and signatures requested as outlined in the solicitation have been submitted and conform to the solicitation and the Addendum to 52.212-1. Quotes, which do not meet these requirements, may be deemed Non-Responsive to the solicitation. In Phase Two, the Government’s Technical point of contact, will evaluate the detailed description provided in Volume I – Detailed Description to determine technical acceptability for Factor 1, Detailed Description, as defined below.

C. Before awarding, The Government will make a responsibility determination by analyzing whether the apparent successful Quoter complies with the requirements of FAR subpart 9.1, including:

1. Adequate financial resources or the ability to obtain them;

2. Ability to comply with the required performance period, taking into consideration all existing commercial and governmental business commitments;

Please note this requirement is not applicable for any US-based and incorporated Quoters. For the purposes of determining acceptability, the following adjectival ratings of “Acceptable” and “Unacceptable” with associated definitions are as follows:

1. Acceptable: The Non-US Quoter has submitted a completed Foreign Vendor Information Sheet, and associated documents (as applicable), for themselves and any/all Subcontractors and has been determined by the US Government to be considered acceptable with regard to risk associated with the risk variables written in the Addendum to FAR 52.212-1.

2. Unacceptable: The Non-US Quoter has not submitted or has partially submitted a completed Foreign Vendor Information Sheet with copies of the associated documents (as applicable) and/or the US Government determined risk associated with the risk variables written in the Addendum to FAR 52.212-1, or other rationale, which resulted in an unacceptable risk rating.

II. EVALUATION APPROACH

The award will be made in accordance with FAR Part 12 and 13 procedures on the Lowest Priced Technically Acceptable quote. The two factors below shall be evaluated in accordance with the following:

A. Factor 1 – Detailed Description. Technical capability will be determined solely on the content and merit of the information submitted in Volume I, Detailed Description, as defined in the requirements under the Addendum to 52.212-1. Therefore, it is incumbent on the interested Quoter to provide sufficient technical documentation in order for the Government to make an adequate technical assessment of the contractor’s capability and understanding of the requirements in the solicitation. The Quoter’s detailed description in Volume I will be evaluated to determine the extent at which the Quoter has demonstrated a clear understanding of all technical aspects involved in addressing and meeting the performance requirements of the solicitation. The following definitions shall be used to determine technical acceptability under Factor 1:

1. Acceptable: The Quoter has provided a detailed description (with pictures if applicable) of how the Quoter intends to fulfill the requirements in the PWS listed in the solicitation in accordance with the requirements in the Addendum to 52.212-1. The Volume submitted demonstrates a clear understanding the requirements as identified in the PWS and individually addresses each CLIN illustrating how the Quoter will meet the performance requirements of the respective PWS paragraphs associated with each

CLIN.

2. Unacceptable: Any one of the following shall determine a Quoter’s submission of Volume I technically unacceptable:

a. The Quoter has not provided a detailed description (with pictures if applicable) of how the Quoter intends to fulfill the requirements in the PWS listed in the solicitation in accordance with the requirements in the Addendum to 52.212-1.

b. The Volume submitted does not demonstrate a clear understanding of the requirements as identified in the PWS.

c. The Volume submitted does not individually addresses each CLIN illustrating how the Quoter will meet the performance requirements of the respective PWS paragraphs associated with each CLIN.

B. Factor 2 – Price

1. Pricing information shall be submitted for ALL Contract Line Item Numbers (CLINs) by providing a unit price and total price per CLIN located on the SF 1449. The Government will add all total CLIN prices, minus CLIN 0009 (DBA), to derive the total evaluated price for each quote received. Price will be evaluated separately from the Factor 1. For award purposes, the Contracting Officer will evaluate the Quoter’s completed SF 1449 to determine fair and reasonableness in accordance with FAR 13.106-3.

Prices will also be evaluated to ensure completeness within the CLIN Schedule (SF 1449) to determine whether or not materially unbalanced pricing exists.
