About this file
This is a Request for Information (RFI) issued by the U.S. Army for an Electromagnetic Warfare (EW) Payload designed for small Unmanned Aerial Systems (sUAS). The RFI seeks market research on potential sources and emerging technologies for a flexible EW payload with minimal Size, Weight, and Power (SWaP) constraints, capable of operating across different mission and radio frequency bands. Interested parties are invited to submit a 10-page white paper by September 26, 2025, detailing technical specifications, technology readiness levels, integration efforts, and a rough order of magnitude cost estimate for supporting a two-week field experiment.
The solicitation is restricted to Cleared Defense Contractors with an active Commercial and Government Entity (CAGE) Code. The NAICS code is 334511 for Computer and Electronic Product Manufacturing, with no specific set-aside designated. Respondents must provide company details, business size certification, and socioeconomic categories if applicable. Submissions must be in Microsoft Word format, encrypted, and sent via DoD Secure Access File Exchange (SAFE). Specific employment concepts and requirements at the Controlled Unclassified Information (CUI) level will be provided upon request, with all requests for draft requirements due by September 19, 2025.

REQUIREMENTS
Description: This is a Request for Information (RFI) for planning purposes, as part of a market survey on potential sources and emerging technologies in support of development of requirements and acquisition strategy for an Electromagnetic Warfare (EW) payload that can be integrated with a small Unmanned Aerial System (sUAS). Due to the minimal Size, Weight, and Power (SWaP) available to the payload, the system must be flexible to operate in different configurations based on Mission and Radio Frequency (RF) bands. Specific employment concepts and requirements at the (CUI) level will be provided through Department of Defense (DoD) Secure Access File Exchange (SAFE) upon request. All requests for the draft requirements must be made no later than 19 September 2025.
Distribution Statement A: Approved for Public Release. Distribution is Unlimited. U.S. Army PM EW&C PRAS-00273.
White Paper: The Government requests that interested parties submit white papers, via DoD SAFE, that fully describe their system capabilities with respect to the performance levels as stated in the (CUI) draft requirements in detail. The White paper should contain:
1. Description of the solution’s technical specifications and benefits.
a. Provide information on the performance/capabilities against the draft CUI specification that is available upon request.
2. Assessment of technology and integration readiness levels of currently available solutions.
a. Describe the integration effort required to integrate with a sUAS that would be furnished by the Government.
3. Provide a non-binding rough order of magnitude (ROM) cost estimate.
a. Provide costs for supporting two weeks at a field experiment at an Army Test Center.
The experiment would require 3 payloads.
Interested parties are requested to respond to this RFI with a white paper. White paper submissions cannot exceed 10 pages. Responses and questions should be marked Controlled Unclassified Information (CUI) and are controlled under DISTRIBUTION STATEMENT D.
