About this file
This document is a Request for Information (RFI) issued by the U.S. Army Project Manager Electronic Warfare & Cyber (PM EW&C) seeking information from vendors regarding the development and deployment of an open software architecture for managing Manned and Unmanned Remote Devices and other legacy and future Army Electromagnetic Warfare sensor(s) and/or effector(s). The RFI focuses on capabilities such as centralized command and control, autonomous/semi-autonomous actions, situational awareness, data analysis, cybersecurity, planning and deployment, configuration and calibration, resource management, and monitoring and control. The Government is interested in vendors' experience with open software architecture, component selection, software requirements, innovative solutions, challenge/mitigation strategies, open standards and interoperability, configurable user experience/interface, and telemetry/reprogramming. Vendors are instructed to submit responses by September 10, 2024, and the Government may use this RFI to grant experimentation agreements and award follow-on prototyping and production contracts.

| Paragraph 2.2 mentions “interoperability with legacy EW systems”. Can the government provide a list of representative legacy EW systems that the software architecture would be required to support? | See paragraph 1.0 | |
| Is email acceptable for unclassified RFI responses (rather than postal mail)? | No. | |
| Is secure file transfer via SAFE, coordinated in advance with SSW contracts staff, acceptable for unclassified RFI responses (rather than postal mail)? | No. | |
| Are there specific performance requirements, and desired effects by SOI the government is trying to address? Is there a specific Security Class Guide to be used to assess Secret Collateral aplicability. | The Government will not provide specific performance requirements or a security classification guide. | |
| Does the government see value in the ability to integrate with current EW systems or EWPMT? | Yes. | |
| Will competitive down selection criteria be published? | Potential follow-on activities. The Government may use this RFI as a means of competition to grant one or more Title 10 USC 4023 experimentation agreements. | |
| Will demonstrations be considered/expected as part of RFI or RFP responses or will demonstrations be an early contract event upon downselection and contract award. Will the government publish a notional schedule for the upcoming demonstrations? | ||
| These agreements will provide an opportunity for Vendors to demonstrate their software and potentially sell items for testing and evaluation purposes. | ||
| Is there an unclassified email to submit responses to rather than mail? | Vendors shall submit responses via mail to: |
• U.S. Army, PM EW&C, ATTN: SFAE-IEW-EW, Security Office, 6631 Cyber Street, Bldg. 5100, Aberdeen Proving Ground, MD 21005
| Would the Government consider providing an electronic means of submission for non-classified responses (SAFE upload or emailed)? Or would the Government consider a hand delivery? | No. |
| The RFI states responses may include URL links to technical documentation materials. Please confirm that the Government will accept electronic copies of the submissions via email. | The Government will not accept electronic copies. |
| Respectfully request an extension for the response and question submission deadlines. This additional time will allow us to provide a more thorough response that fully addresses the objectives of the RFI. | Extension granted until October 2024. |
| Can industry please be allowed to submit our Unclassified RFI responses via email directly to the Army instead of mailing them in?? It would allow industry more time to provide solid responses to the questions asked in the RFIs. | No. |
