About this file
This is a Justification Review Document (FAR Part 16 Justification for an Exception to Fair Opportunity) for a scope increase to an existing Army task order.
The C5ISR Center's Engineering and Systems Integration Directorate under Army Futures Command seeks to increase the ceiling on a competitive five-year cost-plus fixed fee REACT (Replication, Exploitation, and Analysis of Commercial Threats) task order issued through Army Contracting Command-Aberdeen Proving Ground. The current task order will remain unchanged, with performance ending on its original date if remaining options are exercised. The REACT Program provides program management, engineering, administrative, procurement, logistics, mechanical, and technical support services for forensic analysis, characterization, reverse engineering, and replication of threat devices. The proposed scope increase incorporates biometric forensics capabilities and additional technical forensics support, including evidence handling, process management, and advanced analysis techniques. The increase is justified under the authority of 10 U.S.C. §3406(c)(2) based on urgent agency need that would result in unacceptable delays if fair opportunity were provided. Market research via Request for Information to current RS3 contract holders on 4 March 2026 yielded zero capability submissions. The contracting activity conducted a cost analysis using an Independent Government Cost Estimate as a baseline with negotiations to be conducted in accordance with FAR 15.404-1(c), requiring certified cost or pricing data. The justification addresses alternatives considered, impact of non-approval on warfighter readiness and global exploitation support, and future competition plans through RS3 or a follow-on MATOC vehicle.
