REQUEST FOR INFORMATION on Data Distribution, Replication and Restoration
Subject: Request for Information (RFI) on Data Distribution, Replication and Restoration technologies
This is a sources sought announcement only. There is no solicitation available at this time. Requests for a solicitation will not receive a response. The North American Industrial Classification System (NAICS) code is 541511 Contractors must identify their business type (i.e., large, small, small and disadvantaged, 8(a) certified, woman-owned small, HUB Zone certified small, or service disabled veteran-owned small business) in their response.
The U.S. Army Combat Capabilities Development Command (CCDC) Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance Center (C5ISR Center) Command, Power and Integration Directorate (CP&I) is conducting a market survey to identify sources with the interest and capability to provide technologies related to Data Distribution, Replication and Restoration for the Command Post (CP). The ultimate goal is to identify technology that will support Command Post Survivability by hosting data and applications in different nodes, replicating data amongst them and restore to achieve Continuity of Operations (COOP).
CP&I goal is to evaluate different technologies and architectures that allow for dispersing the Command Post into more agile, increased mobility, resilient with failover, and survivable CPs. As part of that effort one of the components is to split the computing resources currently used to enable Situational Awareness (SA) and Command and Control (C2) into servers dispersed across multiple platforms, with data and apps sync across wireless (WiFi based technology) networks. CP&I’s goal is to determine which technologies and capabilities are available for the next generation implementation by the Army CPs, as well as identifying trends in this solution space.
These desired minimum capabilities for the system are requested to include, but not be limited to, the following:
· Must support current C2 and SA applications. Command Post Computing Environment (CPCE)/Common Operating Environment (COE) and enterprise apps
· Disperse data and apps across multiple nodes
· Concurrent applications in multiple CP Nodes with data synchronization
· Support node outage with other nodes picking up the work load. Continuity of Operations (COOP)
· Support in/out range and re-sync
· Support “ planned black out” with re-connect at a later time for re-sync
· Pre-configured upfront with mode changes seamless to users
· Support both a front loader to pick closed node, and re-route during outage
· Concurrent applications in multiple nodes
· Redirection of networks functional access upon a node failure
· Support data replication and quick app deployment if needed for those apps that are not 100% COOP critical
This sources sought notice is for planning purposes only and does not constitute a solicitation for bids/proposals. It is not to be construed as a commitment by the Government. The Government does not intend to pay for any information provided under this sources sought announcement. Responses will assist the Government in determining potential responsible sources and to determine the technical capability of the domestic production base. SAM registration information can be obtained at http://www.SAM.gov. Respondents may submit their interest and ability to satisfy the Government’s requirement to the point of contact listed below. Responses must be no longer than three (3) pages in length and should include a description of capabilities and technical specifications. This announcement is expected to be open for 30 days. Please submit questions by close of business on 14 November 2019. Q&A expected to be posted to the announcement by 21 November 2019. Capability statements should be submitted by close of business 6 December 2019. Submit Questions and capability statement via email to the Contracting Specialist Audrey York at audrey.m.york6.civ@mail and the Contracting Officer, Nina Bushnell at nina.m.bushnell.civ@mail.mil.
