1. Contracting Activity: Department of the Army U.S. Army Contracting Command Aberdeen Proving Ground 6001 Combat Drive Aberdeen Proving Ground, Maryland 21005-184

2. Description of Action: This action will be a modification to the Rapid Response Third Generation (R23G) Indefinite Quantity, Indefinite Delivery (IDIQ) contract W15P7T-10-D-D413, Task Order KY10 supporting Command, Control, Communications Prototyping Operations (C3PO) to increase Option Period 2 ceiling by $12,999,219.11 and increase the Period of Performance (PoP) by five months. This action supports the mission of the Communications-Electronics Research, Development and Engineering Center (CERDEC), Intelligence and Information Warfare Directorate (I2WD) Electronic Warfare Air/Ground Survivability (EWAGS) Division, EW Ground Systems Branch.

The Director of the Logistics & Readiness Center and the Principal Assistant Responsible for Contracting (PARC) approved the acquisition plan (No. A-08-06) for the R2-3G Omnibus Contract on 17 April 2008, in accordance with DFARS 207.103(d)(i)(B).

The proposed Cost Plus Fixed Fee (CPFF) action will increase the value of Option Period 2 from $23,148,532.06 by $13,499,999.00 to $36,648,531.06. Fiscal Year (FY) 18 Department of Defense (DoD) funding will be utilized for this effort, which will allow the incumbent and their teammates to provide the Government with the necessary technical personnel and materials needed to support this requirement. Currently I2WD has provided the contracting office $490,000.00 in OMA funding, $2,000,000.00 in OPA funding, and $300,000.00 in RDTE funding totaling $2,790,000.00 in funding for the execution of the proposed ceiling increase. The original Task Order KY10 was awarded on 28 September 2015, and Option Period 2 was exercised on 20 April 2017. The period of performance will be extended from 19 April 2018 until 27 September 2018 in order to recover the five months lost as a result of exercising Option Period 2 early to meet an urgent requirement as defined in US Army Europe Operational Needs Statement (USAREUR ONS).

4. Authority Cited: 10 U.S.C. 2304c(b)(3) as implemented by FAR Part 16.505(b)(2)(i)(C) The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.

5. Reason for Authority Cited: CERDEC, I2WD conducts research and development to support real world military operations involving Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) weapons systems.

Threats to U.S. weapons systems continues to evolve and enemy combatants continuously modify their Tactics, Techniques, and Procedures (TTPs) in order to gain a tactical advantage against U.S. military forces. U.S. Combatant Commanders (COCOMS) will publish Urgent Operational Needs Statement (UONS) to identify critical capability requirements in order to maintain a decisive tactical advantage over enemy forces.

HQ DA EXORD 089-15 has identified the global Processing, Exploitation, and Dissemination (PED) infrastructure and network as a number Four Capability Gap for the Army. This intelligence infrastructure supports real-world counter-terrorism operations in the CENTCOM Area of Responsibility (AOR). Demands for PED to support intelligence data collection continues to increase as global conflicts and threats become more widespread and sophisticated. The primary PED site at Fort Gordon, GA, is operating on a 24/7 schedule to provide real time threat analysis and intelligence data to the Army and other security agencies. Because of the increasing tasks/requirements, the Army decided to make a significant investment to expand the PED asset capabilities and capacity as quickly as possible and required engineering and logistic support services to design, integrate, test, field, procure and maintain the hardware and software infrastructure and networks. Failure to provide these services in a timely fashion would have created a lapse in Army intelligence capabilities and would have resulted in a schedule slip of nearly six months and cost over-runs of approximately $6,000,000. These funds were available to be used to originally increase option period 1; however, because of the time constraints the $6,000,000 was used to fund option period 2 early in order to prevent services that were already being performed under this Task Order from stopping. The breakout of the funds were as follows: $6,620,000.00 in labor and $120,000.00 in other direct costs.

A UONS (USAREUR ONS) was released by EUROCOM on 9 May 2016 seeking several EW and NAVWAR capabilities to address unique and emerging threats in that AOR in support of counter-terrorism operations. The development of these capabilities required engineering and logistic support services to design, integrate, test, field, Service: C3PO procure and maintain the hardware and software infrastructure and networks. Failure to provide these capabilities would have resulted in significant loss of life and equipment.

The Task Order Request (TOR) for KY10 was posted via Army Single Face to Industry (ASFI) to all eighteen prime R23G contractors on 2 July 2015. The urgent needs described above were not anticipated when task order KY10 was originally awarded.

As a result, there is currently not enough ceiling on the task order to accommodate the originally planned SIGINT/NAVWAR/EW efforts. The current C3PO vendor has extensive and highly specialized expertise with systems engineering, integration and test of EW capabilities that is necessary to provide the enhanced capabilities required to satisfy the urgent requirement. It will not be possible to acquire the expertise that was already resident on the C3PO task order in a timely and cost effective manner, because there were no other vendors who could offer the same depth and breadth of expertise.

As a result it was necessary to execute this additional within-scope work under this task order; otherwise, the U.S. Army would have been forced to delay the SIGINT/NAVWAR/EW efforts for at least six months until a follow-on task order could be awarded.

Originally, the planned strategy was to increase the ceiling amount of Option Period 1 to cover this urgent unplanned work. However, due to critical time constraints, it became necessary to exercise KY10 Option Period 2 five months early in order to ensure that there was no lapse in coverage or capabilities. This action displaced originally planned EW research and development efforts and creates a significant risk for continued contract coverage (as a result of exercising Option Period 2 early).

The purpose of this EFOJ request is to increase the contract ceiling and PoP of KY10 to mitigate the effects of the urgent unplanned efforts and to recover the five months lost in exercising Option Period 2 early, to bring the period of performance for Task Order KY10 back to the originally planned period of performance completion date of 27 September 2017. The recovery of the original period of performance ensures that there is no lapse in services for requirements that were originally sought for at the time this Task Order was awarded. By recovering the five months, the Government receives all deliverables as originally anticipated and eliminates the lapse in coverage while the next related acquisition is acquired.

Without the requested ceiling increase under the C3PO TO, the U.S. Army would be forced to push off the efforts for a minimum of additional nine (9) months until a new task order can be awarded. This lapse in time would endanger soldiers lives as there would be a gap in provided capability until such time as a new TO could be put in place.

Additionally, a slip in time would realize additional costs and schedule implications as it would be necessary to hire and train new contractor personnel to a level of expertise and proficiency that is already resident on the existing TO that is planned to be leveraged. The additional costs it would take to get new contractor personnel trained

Service: C3PO and certified is approximately $8M. This cost is based on nine (9) months of training and three (3) months of certification.

The efforts that are planned under the increased ceiling include support to both Programs of Record (POR) and Quick Reaction Capability (QRC) support. Should this EFOJ not be approved, advancements in Science and Technology (S&T) as well as POR program testing would be severely impacted, causing delays in eventual fielding dates to our Soldiers. This delay will have grave implications because these systems and U.S. Army assets from emerging EW threats.

To satisfy customer requirements, an EFOJ, dated 1 December 2017, prepared for and approved by the Special Advocate for Competition, increased the ceiling of Task Order KY10 in the amount of $12,999,219.11, for a resulting new ceiling of $36,147,751.17 to accommodate additional within scope of work for the JUONS requirement, and other EW research, development and engineering efforts. The EFOJ also extended the completion date of Option period 2 from 19 April 2018 to 29 September 2018. The contracting office used the level of effort generated by I2WD in order to release a Request for Proposal (RFP) to CACI Technologies, Inc. for a proposal to complete the JUONS requirement, which requires an additional five months of performance. CACI provided the Government a proposal, dated 04 January 2018 in the amount of $7,477,546.34. The estimate to complete the remaining JUONS work is $7,477,546.34 plus $6,740,000.00 for the original within scope JUONS requirements placed on the task order via modification KY10-48, which resulted in a total task order ceiling increase of $14,217,546.34. This total ceiling increase value exceeded the previously approved EFOJ value. The higher than anticipated ceiling increase value was a result of an overestimate by I2WD in the IGCE for the remaining JUONS work valued at $7,556,400.10. The requiring activity did not take into account the $6,740,000.00 awarded on modification KY10-48 for the initial JUONS requirement. Therefore, a downward adjustment of $717,547.34 will be made to Option Period 2 ceiling to stay within the current approval thresholds. As a result of the decrease, the value of the ceiling increase for Option Period 2 was reduced to $13,499,999. The new task order ceiling for Option Period 2 will be $36,648,531.06.

6. Actions to Increase Competition: Competition was achieved during the solicitation process for this contract and the subsequent task order KY10 was awarded via Fair Opportunity. Any future requirements for follow-on tasks will be acquired competitively under the RS3 omnibus.

7. Market Research: The EWAGS Division released a Sources Sought (SS) to the R2-3G Prime contractors on 11 April 2017 to seek information from the R2-3G contractors regarding their ability to support existing Aerial Intelligence, Surveillance, and Reconnaissance (AISR), NAVWAR and EW. The SS closed at 12:00 p.m. EST on 17 April 2017. Knowledge of these efforts is of significant interest for ensuring

Service: C3PO continuing operations CONUS and OCONUS associated with AISR/NAVWAR/EW.

Government technical personnel conducted an assessment of the availability of offerors to provide AISR/NAVWAR/EW support. During this review, it was determined that increasing the ceiling on the R23G task order KY10, Option Year 2 was the best option to execute the AISR/NAVWAR/EW efforts in accordance with the cost, schedule and performance requirements.

The results of the SS were as follows:

4 No Bid Responses: (ACET, URS, BAH, NCI) 1 Response: (CACI) and the results stated, The Government agrees that Team CACI provides I2WD with the best value, lowest risk solution to ensure successful suppor missions. As the current contractor, CACI is able to continue the additional requirements ensuring a timely performance and no lapse in coverage for both current and expected additional contract requirements.
