Title Page-Instructions

General Instructions/Overview: This workbook identifies the cost data that the Contractor is required to provide the government on a monthly basis located in worksheet "DI-MGMT-81864A". This "Title Page-Instructions" worksheet serves as a set of instructions and provides an EXAMPLE of how the Contractor is required to report this cost data. The required cost data is consistent with DID DI-MGMT-81864A. The Contractor shall provide the required cost data in accordance with its financial disclosure and approved accounting practices; the government is NOT directing HOW the contractor is to compute the data, however, the contractor is required to provide the cost data for the current period (base period or appropriate option period) and cumulative cost data as indicated in this example. The formulas and methodology provided herein are merely suggestions. The contractor is encouraged to modify the formulas to suit their needs. Note: The green colored or highlighted cells in worksheets "Title Page-Instructions" and "DI-MGMT-81864A" are to be inputted by the contractor but the grey colored/highlighted cells are auto-calculated. The grey colored cells were not locked/protected in order to provide maximum flexibility for the Contractor to modify or customize the report/workbook as necessary. One Final Note: The blue highlighting in the column headings for columns S, T and U for worksheet "DI-MGMT-81864A" identify the PROPOSED DL rates; this includes the Minimum, Maximum and Weighted Average DL rates as orignially proposed.

Wienecke, Steven M CIV US USA: Wienecke, Steven M CIV US USA:

Awardee is required to include the Minimum, Maximum and Weighted Average DL rate(s) of each Direct Labor rate proposed for the corresponding Contractor Fiscal Year (weighted approprately when crossing 2 periods). For instance, if the current billing cycle is occuring during year 4 of the subject contract, the year 4 DL rates that were originally proposed shall be included in columns S, T and U of the "DI-MGMT-81864A" worksheet but columns T,U and V of the example located in cells T36, U36 and V36 of this worksheet, "Title Page-Instrcutions"...

The Weighted Average DL rates are to be determined by utilizing the corresponding Labor Hours that relate to the specific labor rate within that LCAT. If there are 10 different rates proposed for say, Budget Analyst Entry, the Weighted Average must be computed and reported in column U of the "DI-MGMT-81864A" worksheet and cell V36 for the example on worksheet "Title Page-Instructions".Maximum Proposed Direct Labor Rate within LCATWeighted Average (Hours) of Direct Labor Rate within LCAT

The $65.00(cell N38) DL rate invoiced for Employee 3 of 7 exceeds the 5.0% threshold over the Maximum rate proposed of $54.00 (cell U36) requiring Contracting Officer approval.

Although the Actual DL rate invoiced at $65.00 for Employee 3 of 7 is over the 10.0% threshold of the computed wtd avg DL of $47.21 (yellow highlight cell P43) and the proposed wtd avg DL rate of $45.00 (cell V36), the invoiced rate does NOT need to be addressed in the monthly report submission b/c it is a component of the remaining 6 employees within the group of 7 employees for this LCAT/Skill level. It is the $47.21 Actual wtd avg DL rate (yellow highlight) for the "Network Engineer Intermediate" GROUP that is to be compared to the PROPOSED wtd avg DL of $45.00 (cell V36); If the ACTUAL/Invoiced wtd avg GROUP DL rate is greater than the 10.0% threshold relative to the $45.00 PROPOSED wtd avg rate, it needs to be addressed in the monthly report for that LCAT/Skill level.

Wienecke, Steven M CIV US USA: Wienecke, Steven M CIV US USA:

These Minimum and Maximum DL rates are effective as of 3/27/2018 and are subject to change at any time as additional DL rate data is collected and aggregated.

G.2 POST AWARD LOE CHANGES: RESERVED
G.3 CONTRACTING OFFICERS MANAGEMENT REPORT: The contractors proposed direct and indirect rates by both the prime and subcontractor(s) will be compared and verified through the monthly reporting required through the DL and Indirect Cost Reporting workbook, along with the Billing Invoice and payroll support documents provided to the Government in accordance with CDRL D011 DI-MGMT-81864A and specified excel format specified per task order ATTACHMENT 0009. Awardee is required to identify any overtime hours billed in a separate column designated and provided within the DL and Indirect Cost Reporting workbook. In the excel workbook the Offeror and its subcontractor(s) must provide a direct mapping of proposed direct LCATs and other supporting rate information to the corresponding SSES NexGen LCATs identified in ATTACHMENT 0009 LCAT and Unique Identifier located in section J of this Request for Proposal. Offerors are required to follow the SSES NexGen LCAT/Skill Level nomenclature prescribed for each proposed NexGen LCAT and to include the corresponding unique identifier in a separate column from the SSES NexGen LCAT. For example, the first LCAT/Skill Level identified on ATTACHMENT 0009 reflects Budget Analyst Entry along with the corresponding unique identifier of NG101 When completing this worksheet the Offerors shall not include extra spaces, forward slashes, dashes, parenthesis, or anything extraneous from the prescribed format of each SSES NexGen LCAT/Skill Level and Unique Identifier format.
G.4 INVOICING FOR RATES THAT DEVIATE FROM PROPOSED RATES:
G.4.1 If in any performance period the Contractor is projecting a cost overrun in excess of 10% of the proposed estimated cost for that period, not attributable to Forward Pricing Rate Agreement (FPRA) changes, this may trigger a Show Cause or Termination For Default subject to the Contracting Officers discretion. Note: Contractors proposing at current FPRA rates and invoicing at current Provisional Billing rates will not trigger a Show Cause or Termination for Default.
G.4.2 If in performance of the task order the Contractor incurs a cost overrun of at least 5% during that CPAR evaluation period, which is determined not to be as a result of Government direction, the Contractor shall receive a Marginal rating for that periods CPARs cost element.
G.4.3 If in performance of the task order the Contractor incurs a cost overrun of at least 10% during that CPAR evaluation period, which is determined not to be as a result of Government direction, the Contractor shall receive an Unsatisfactory rating for that periods CPARs cost element.
G.4.4 If within the first 6 months of task order performance the Contractor is projected to incur a cost overrun in excess of 10%, which is determined not to be as a result of Government direction, the Government will issue a Show Cause notice and the task order will be terminated for default and award will be made to the next lowest best value offer received without need for re-solicitation of this requirement. The next lowest best value Offeror will be notified at time of issuance of the show cause notice to the defaulting contractor, that they may be receiving a task order award based on their submitted proposal for the requirements contained in this task order. The Government and next lowest best value Offeror will negotiate an acceptable transition plan to ensure a smooth transition between task orders.
G.4.5 In regards to cost overruns and estimated costs mentioned in paragraphs G.4.1 thru G.4.4 the Government will be comparing actual cost of work performed to estimated cost at completion. Contractors are cautioned that costs should be directly proportional to hours expended, and if in excess may be considered a cost overrun by the Government.

Awardee is required to include the Minimum, Maximum and Weighted Average DL rate(s) of each Direct Labor rate proposed for the corresponding Contractor Fiscal Year (weighted when crossing 2 periods). For instance, if the current billing cycle is occuring during year 4 of the subject contract, the year 4 DL rates that were originally proposed shall be included in columns S, T and U.

The Weighted Average DL rates are to be determined by utilizing the corresponding Labor Hours that relate to the specific LCAT/Skill Level labor rate within that LCAT. If there are 10 different rates proposed for say, Budget Analyst Entry, the Weighted Average must be computed and reported in column U. Maximum Proposed Direct Labor Rate within LCAT Proposed Weighted Average (By Hours) of Direct Labor Rate within LCAT/Skill Level Actual DL Rate (Regular) Wienecke, Steven M CIV US USA: Wienecke, Steven M CIV US USA:

Contractor/Awardee is offered some latitude here but regardless of which option works best for your situation (Option 1 or Option 2), you will need to provide a SEPARATE Payroll submission that includes Employee Name/or Employee ID #, LCAT, # of Hours, Extended Labor Dollars. Obviously, the payroll per LCAT and Total needs to reconcile with the Total Direct Labor Dollars billed on this spreadsheet.

You can either:

1) Make multiple entries for each, say, "Budget Analyst Entry" and utilize column P "Employee Name" or;

2) Sum all Budget Analyst Entry labor dollars and divide by the number of billable hours to arrive at the average labor rate billed for that LCAT (column T).

Again, both options will require a SEPARATE Payroll submission as described above. The contractor/Awardee is encouraged to modify this spreadsheet as necessary to remain in compliance with your financial disclosure and accounting practices. Add/delete columns as appropriate for your situation.

Prior months submisions are manually inputted to arrive at the auto-calculated Cumulative Total for the Base or appropriate Option Year.

Wienecke, Steven M CIV US USA: Wienecke, Steven M CIV US USA:

1) Make multiple entries for each, say, "Budget Analyst Entry" and utilize column P "Employee Name" or;

2) Sum all Budget Analyst Entry labor dollars and divide by the number of billable hours to arrive at the average labor rate billed for that LCAT (column T).

Again, both options will require a SEPARATE Payroll submission as described above.

Wienecke, Steven M CIV US USA: Wienecke, Steven M CIV US USA:

Note to COR, TM, KO and KS:

This is by aggregate of each separate LCAT/Skill Level grouping; Actual Individual separate rates billed may be below Proposed Wtd. Avg. DL Rate.

Wienecke, Steven M CIV US USA: Wienecke, Steven M CIV US USA:

Questions, comments, suggestions from Contractor/Awardee are welcome; whatever makes the reporting efficient while also meeting the Government reporting requirements are encouraged.5,781$450,323$17,8500$0.00

1) Make multiple entries for each, say, "Budget Analyst Entry" and utilize column P "Employee Name" or;

2) Sum all Budget Analyst Entry labor dollars and divide by the number of billable hours to arrive at the average labor rate billed for that LCAT (column T).

Again, both options will require a SEPARATE Payroll submission as described above. Minimum Proposed Direct Labor Rate within LCAT Wienecke, Steven M CIV US USA: Wienecke, Steven M CIV US USA:
