SUBJECT: Simulyze Flight Control

The U.S. Army Contracting Command-APG (ACC-APG) is requesting a Firm Fixed Price

Quotation for Commercial-Off-The-Shelf (COTS) Simulyze Flight Control. The services described below are for a one (1) year base period and three (3) option years of performance starting on or about 1 June 2018. The NAICS Code applicable to this acquisition is 541519. This acquisition will be funded with FY2018 Operations and Maintenance Funds Army (OMA) based on availability of funds. The solicitation number is W56JSR18Q0058 and quotations are due within 7 calendar days of this notification, no later than close of business at 16:00 (EDST) on 31

May 2018.

Product Descriptions – Flight Control is a tool designed to give a complete and accurate picture of the battlespace, for situational awareness and analysis. It is available commercially off-the-shelf, Flight Control technology fuses data from diverse operational and intelligence sources with a user-friendly geospatial interface to give a realistic picture of virtual battlespace situations in near real-time. It is designed specifically for commanders, mission planners, and analysts. The emphasis of Simulyze technology is to fuse diverse information sources into an integrated analysis and visualization environment for military decision support. Uniquely powerful, Flight

Control offers an interface for three-dimensional analysis and visualization of your battlespace, which enables us to interact with diverse information.

Any and all applicable discounts applied to the pricing.

Quotes should separately identify any applicable costs associated with meeting the delivery instructions.

This document is not a purchase order or contract or a promise to issue an award.

The government reserves the right to issue an award in part or in whole for the items described above. The government is not obligated to make an award for all or any portion of the items described.

The contract will be awarded to the lowest bidder. The evaluation will be based upon the base year and any awarded options. The offeror must also be responsive, and responsible.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT

(a) The Government may extend the term of this contract by written notice to the Contractor within one (1) year provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least sixty (60) days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed one year.

52.233-2 SERVICE OF PROTEST (SEP 2006)

(a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the Government

Accountability Office (GAO), shall be served on the Contracting Officer by obtaining written and dated acknowledgment of receipt.

(b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO.
