12. Depot Repair and Overhaul Support

12.1 Candidates for Repair and Overhaul

All component equipment comprising the system configurations of the AN/USC-28(V), AN/FSC-115 and AN/GSC-63 (DECS) are candidates for repair and/or overhaul. The list of the 72 National Stock Numbers (NSNs), of the equipment components for repair and/or overhaul are depicted in (Appendix B). The contractor will provide monthly status reports depicting on hand quantity, quantity repaired, and quantity of items in process to include an estimated completion date in an excel spreadsheet. (DI-MGMT-80368- CDRL A002)

12.1.1 Overhaul is defined as the entire system or an entire single cabinet. A repair is defined as a single circuit card or assembly. The lowest replaceable unit or a single drawer.

The depot repair and overhaul support of equipment shall include but not be limited to the following:

12.1.2 Test and Inspect items, systems, subsystems, and repairable assemblies as authorized by COR, to determine the repairs and materials required to bring the systems, subsystems, and assemblies to “serviceable working order”.

12.1.3 The operation of overhaul, rework and repairs will be to Inspect and Repair as Necessary (IRAN). Systems and subassemblies will be inspected and repaired in order to bring them to good working order. However, “no” attempt will be made to restore the units to the same appearance as that of new equipment. Parts and components which are functioning properly will not be replaced for the sake of appearance alone unless such appearance would indicate a future imminent failure or marginal operation which will require COR approval.

12.1.4 Repairs shall be accomplished as needed after the contractor has received approval from the Government. Each repair effort will have a repair budget. The repair cost should include the cost to wrap and package. The repair budget is determined by the estimated per unit NSN repair cost times the number of units (i.e., serial numbers) within the lot. If the cost of inspection, troubleshooting, test, rework and Quality Assurance (QA) review for the repair is less than or equal to the lot repair budget, the contractor shall accomplish the repairs. A break out of inspection cost, troubleshooting cost, testing cost, and QA cost will be provided to the COR as soon as the lot is repaired. Any funding not utilized will be retained on contract for other repair efforts. The breakout must include material cost, labor cost, labor hours used, and any other Direct Costs (ODCs).

12.1.5 If the cost of inspection, troubleshooting, test and inspect, and QA review for the lot is more than the lot repair budget, the contractor shall advise the COR of the details of the cost. The contractor shall continue repair on items in the lot that can be repaired within the individual repair budget. Those items in the lot that exceed the individual repair budget shall await written instructions from the Contracting Officer on how to proceed.

12.1.6 Contractor shall request repair or disposition instructions for individual items. Upon receipt of written instructions from the COR the contractor shall either repair the item or dispose of the item, depending on Government instructions.

12.1.7 Upon completion of the repair, information describing the cause of failure, repair action taken and parts replaced shall be recorded and available for review.

12.1.8 The contractor is authorized to utilize serviceable salvaged equivalent components from unserviceable AN/USC-28 assemblies to use as repair parts. If a part is not available and a Purchase is required, a Purchase Request Form (Appendix E) must be provided to the COR for review and approval prior to expending any Government Funds. The Purchase Request will include all fees and the quantity required. In no case shall these salvaged parts jeopardize the form, fit, or function of the assembly when they are used. The contractor must receive permission from COR prior to utilizing serviceable salvaged equivalent components.

12.1.9 Requirements for Quality Assurance System. The contractor shall implement and maintain a Quality Assurance System that meets or exceeds the requirements of ANSI/ISO/ASQ (E) Q9001-2008. Throughout the text of ANSI/ISO/ASQ (E) Q9001-2008 wherever the term “product” occurs it shall also mean “service” when services are required by the contract.

12.10 Circuit Card Assembly trace repairs. In some cases due to age and exposure, a serviceable assembly requires the use of added external wires to replace damaged interlayer circuit board traces. The use of a maximum of 6 external wires is authorized on any AN/USC-28 circuit card to affect repair of interlayer circuit trace defects.

13. Tier Repairs

13.1 Any deficiencies found as a result of the above test and inspection shall be corrected to return in serviceable condition. The Turnaround Time (TAT) for repair is estimated at 30 days from intake day. In the event the contractor cannot make the necessary repairs within the 30 days TAT, the contractor shall forward to the COR and PCO a letter addressing the reason for delay to repair the item. An estimated time for completion of the repairs shall be included in the letter of delay. The contractor must provide the Government an estimate of the repair costs; the contractor may proceed if the estimated repair cost does not exceed the Beyond Economical Repair (BER) threshold of cost per unit and there is sufficient funding on contract to proceed with repairs. If the estimated repairs are expected to exceed cost per unit, or there is insufficient funding on contract, then the contractor must suspend the repair effort for the affected unit(s) and contact the Contract Officer Representative (COR). A record of actions taken by serial number of repaired unit, to include the fault, cause and the corrective action must be completed IAW the Status of Government Furnished Equipment (GFE) Report (CDRL A001), DI-ILSS-80620.

13.1.1 Any unit that the contractor deems to be non-reparable must be noted, and the list of non-reparable units must be presented to the COR within three business days from the determination of non-reparable status. After notifying the COR of the non-reparable units, the contractor shall await further instruction by the COR.

13.1.2 Repairs will be classified as follows:

· Tier 1. Evaluation/No Fault Found (NFF)/Beyond Economic Repair (BER): This is the minimal price applied to all units upon receipt for repair services and is associated with evaluating the unit to determine defect, no fault found, or that unit is considered to be beyond economical repair.

· Tier 2. Minor repair: This is the price associated with any repair or replacement of one subcomponent.

· Tier 3. Major repair: This is the price associated with any repair that involves two or more subcomponents

· Tier 4. Overhaul: This is the price associated with complete overhaul/repair to working condition.

15.0 Return of Overhaul and Repair Items

Upon completion of all repair actions and acceptance tests, the repaired items shall be packaged and marked. These items shall then be shipped to the following address unless otherwise directed by COR:
