QUESTIONS AND ANSWERS #2

W56JSL-12-T-0196

CNG CONVERSION KITS

16 August 2012

1. We have not heard of any Brand like "Sinocleansky” for CNG Valve. Please inform the origin and exact spec of this brand

ANSWER 1: "Sinocleansky” for CNG Valve is one type valve to provide. Origin and specifications are to meet CLIN 0002 and as noted in the item description. "Or equal" items are available and your sales department may require further market research on the Sinocleansky brand.

2. The undersigned and most of our sales staff are on summer holidays until 21st August (Also due to EID Holidays). We will be able to submit our offer only by 26th August. Please confirm if OK with you. You solicitation is of 42 pages and need to be analyzed carefully and hence we need time. Once we go through the details of your solicitation, we may seek more clarifications

ANSWER 2: We understand your staffing issue because of the EID holidays.

However, due to USG mission requirements, we will not be able to extend the due date pass 17 Aug 12.

3. Specifically regarding customs duties, and you mention that the Freight Forwarder is responsible for this - I just want to know did you mean they are responsible for this on your behalf, or we should include the customs duties in the prepaid shipping charges? As per my inquiries the duties vary on the type of license the consignee has whether it is issued by the Afghan Ministry of Commerce or the Afghan Investment Support Agency - who will the consignee be?

ANSWER 3: The carrier is responsible for checking the current requirements for documentation with the Afghanistan Customs Department (ACD) as specified by the U.S. Embassy Afghanistan’s SOP for Customs Clearance Requests Operations (http://trade.gov/static/AFGCustomsSOP.pdf). Customs duties are the vendor’s responsibility. Include customs fees in shipping charges. For consignee and issuance of duties, the USG will provide the required documentation or signatures.

4. Regarding penalties, my question was simply if all good faith effort has been made and the goods dispatched before September 10th with the intention to deliver NLT that date, yet for whatever reason they are held up, is the shipment simply refused or accepted for payment processing after receipt and submittal of invoice.

ANSWER 4: If shipment is delayed, for any reason, and not delivered to the designated delivery location by the required delivery date, the invoice and payment will not be processed. For additional guidance, see FAR Clause 52.232-34 and Invoice Instructions.

6. We contacted Landi Renzo for the request of CNG Kits and we were told that they are producing only heavy duty vehicle’s kit and not passenger cars. Please advise if we can offer different brand other than Landi Renzo.

ANSWER 6. The USG has not been advised of a production issue with Landi Renzo for the CNG Kits. Recommend you check with other authorized distributors/dealers.

At this time, the requirement will remain 'as-is" for Landi Renzo Brand Name Only and proposal due date of 17 Aug 12 remains unchanged.
