Department of the Army Sole Source Justification for Purchases under the SAT
(Using FAR Part 13)
Purchase Request #:
1. Contracting Activity: The Army Contracting Command – Detroit Arsenal (ACC-DTA) is the procuring activity for this action.
2. Description of the Supply or Service Purchased: The ACC-DTA proposes to award a firm fixed price contract to Creative Management Services, LLC doing business as (dba) MC2 (CAGE: 3UNX9, UEI: NJPGEGMDXKX7) for the purchase of a mobile kiosk/booth display to utilize at expos, conventions, and public displays in support of the U.S. Army Tank-automotive and Armaments Command (TACOM) Integrated Logistics Support Center (ILSC).
Additionally, the contractor shall provide project management of the design, fabrication, and delivery/pickup of the display.
3. Dollar Amount: The estimated total purchase price is $ funds will be utilized for this effort.
4. Authority Cited: FAR 13.106-1(b)(1), “Soliciting from a Single Source.”
5. Reason for Authority Cited: The reason for the authority permitting other than full and open competition is the nature of the requirement and the fact that this contractor is uniquely qualified to complete this work in a timely and effective manner at the level of quality desired.
The TACOM ILSC requires a booth setup for the Michigan Defense Expo (MDEX) event held 23-25 April 2024. MC2 has a turnaround time of business days. Given the extremely short turnaround and this contractor’s past ability to deliver an Army-approved display within the given timeframe, the TACOM ILSC requires a product from MC2. Their comprehensive design and manufacturing services and understanding of the look and feel of the Army brand and design elements due to their previous work with TACOM will ensure they are able to meet the timeline necessary to have the display completed, with all the correct branding elements and delivered in time for MDEX.
MC2 has provided quality displays and exhibits in support of TACOM for more than including their work on the design, manufacturing and install of the Detroit Arsenal exhibits at the 2012, 2013, 2014 and 2015 North America International Auto Show (Detroit Auto Show) and the Army art hallway display in Building 230.
6. Market Research: Pursuant to FAR 10.002 (Procedures), market research was conducted by the TACOM ILSC Integrated Financial Management Division Chief and the Contracting Officer in March-April 2024. The TACOM Public Affairs Office (PAO) identified MC2 as a contractor that has previously been used to provide similar goods in short timeframes. The General Services Administration (GSA) offers Special Item Number (SIN) 541850 Exhibit Design and Advertising Services for this purpose. However, the short turnaround before the MDEX event does not allow for the 2-day minimum required by GSA to conduct a Request for Information (RFI). As a result, MC2 was found to be the provider that specializes in providing this type of product within the expedited required timeframe.
