About this file

This document is a justification for a sole source award of a contract for volunteer management software to the incumbent vendor, Digital Cheetah. The National Museum of the United States Army (NMUSA) currently uses Digital Cheetah's product to manage its volunteer corps of 312 active members and more than 200 potential volunteers. Other vendors were unable to meet NMUSA's requirements for features such as an intake workflow engine, mass email capabilities, and customizable queries to support its Volunteer Program. Transitioning to a new software solution would require extensive staff time for training and have opportunity costs in terms of lost visitor support and programming during the transition period. The related federal contract opportunity is for the Department of the Army Materiel Command TACOM Life Cycle Management Command to issue award notice W56HZV-23-P-L065 for continued use of Digital Cheetah's volunteer management software to meet NMUSA's mission needs.

this product to meet NMUSA’s mission needs. Getting the same or similar benefits from other companies would result in extreme cost increases and considerable time to meet the needs of NMUSA based on having to rebuild the volunteer system and learn the requirements that exist today.

Digital Cheetah is the current software used by the federal and contract staff at the museum along with the volunteer corps of 312 active members and more than 200 potential volunteers. The staff time necessary to acquire a new software solution and retrain the staff and all the volunteers is prohibitive to mission achievement and would involve extensive opportunity costs to the museum in terms of visitor support and programming.

6. Market Research: In or around October of 2017, NMUSA reached out to Army Community Services (ACS), who typically manage volunteers on Army posts, to discuss its volunteer management software, . does not include scheduling, management, or communications functions.

Immediately acknowledging that the existing system would not be able to adequately support the anticipated needs of its Volunteer Program, senior leadership was approached and approved a commercial solution to the NMUSA volunteer management software requirements. NMUSA researched a number of vendors before contacting Digital Cheetah for an online demonstration, which took place on 13 Nov 2017. The features presented met the needs of the NMUSA Volunteer Program. NMUSA did additional research into other vendors but recognized no other providing the exact same features and services required.

As of September 2022, has not undergone any significant updates and remains inadequate. Additional market research was completed in September 2022 by Visitor Services Coordinator, Mr. Mike Loveland, using an online query, which reviewed the features of other volunteer management software vendors, such as , , and . The market research found that these vendors were still unable to meet museum requirements to include the intake workflow engine, mass email capabilities, an integrated content management system, and customizable queries. The companies sourced were not able to provide comparable Software as a Service that was the standard provided by the Digital Cheetah organization. Changing from Digital Cheetah would mean months of research by another company and additional costs for design and development.
