SECTION A - SUPPLEMENTAL INFORMATION
Buyer Name: CHRISTOPHER R. HAVRILLA
Buyer Office Symbol/Telephone Number: CCTA-AHM-B/(586)282-6377
Type of Contract 1: Firm Fixed Price
Kind of Contract: Supply Contracts and Priced Orders
*** End of Narrative A0000 ***
NOTICE - SOLICITATION CONTRACT TYPE: Due to administrative system requirements, the 'Type of Contract 1' shown in Narrative A0000 above states 'Firm Fixed Price'; however, the type of contract will be addressed at the individual task order level.
A.1 BACKGROUND/DESCRIPTION OF THE ACTION: The proposed Fielding Agile Supplies, Support, and Training (FASST) requirement will result in multiple award indefinite-delivery, indefinite-quantity (MA IDIQ) contracts spanning over a five year ordering period. This contract vehicle satisfies the requirements of multiple Program offices within Program Executive Office Ground Combat Systems (PEO GCS).
A.2 MINIMUM AND MAXIMUM QUANTITY OF SERVICES
A.2.1 In accordance with (IAW) Federal Acquisition Regulation (FAR) 16.504(a)(4)(ii), the minimum quantity the Government will acquire under each MA IDIQ contract awarded is $500. The Government will satisfy the minimum quantity requirement at the time of MA IDIQ contract award through two data deliverable (i.e., report) requirements; one data deliverable shall be submitted six months after MA
IDIQ contract award and the second data deliverable shall be submitted 12-months after MA IDIQ contract award. Reference Attachment
0001, "Data Deliverable Requirement to Satisfy Minimum Quantity."
A.2.2 The maximum quantity of hardware the Government is authorized to order against all FASST IDIQ contracts is $1.6B.
A.3 SCOPE OF THE MA IDIQ FASST CONTRACT: The FASST MA IDIQ contract will allow for the acquisition of hardware, hardware kits, electronic and electrical components, training equipment and testing equipment resulting from Upgrades, Engineering Change Proposals
(ECPs), Maintenance Work Orders (MWOs), and Pre-Fielding Equipment failures along with only incidental services.
A.4 SOLICITATION STRUCTURE
A.4.1 The Government will utilize North American Industry Classification System (NAICS) code 336992, Military Armored Vehicle, Tank, and
Tank Components for the FASST MA IDIQ solicitation and resultant contracts and delivery orders as it likely encompasses the preponderance of the hardware acquired. This NAICS code will also be used for all delivery orders issued against the FASST MA IDIQ contract.
A.4.2 System for Award Management (SAM), Size Standards, and NAICS Codes: System for Award Management (SAM), Size Standards, and NAICS
Codes: Offerors who are not self-certified in SAM for the corresponding NAICS code identified in paragraph A.4.1 as a small business concern against the FASST contract may preclude that Offeror from being considered in the restricted pool comprised only of small business contractors (See H.2 and H.3). If the offeror is a joint venture (JV), each concern in the JV shall be registered in SAM for the type of work it does and shall meet the small business size standard for the corresponding NAICS code identified in paragraph A.4.1.
A Mentor-Protege JV, as recognized by the Small Business Administration (SBA), is considered a small business if the Protege meets the small business size standard for the NAICS code identified in paragraph A.4.1. Offerors should be aware of how U.S. SB concerns are defined in FAR Part 19, Defense Federal Acquisition Regulation Supplement (DFARS) Part 19, and 13 CFR 121, Small Business Size
Regulations. Offerors are advised to review 13 CFR 121.103, "How Does SBA Determine Affiliation." See Section A.9 for additional requirements applicable to offerors submitting a proposal as a JV.
A.4.3 EVALUATION OF PROPOSALS: The evaluation of proposals submitted in response to the FASST MA IDIQ solicitation will be conducted on a Best Value basis under FAR Part 15, Source Selection Processes and Techniques. Cost or Price will not be evaluated in this source selection, under the exception authorized by FAR 15.304 (c)(1)(ii)(A). The Government intends to award Multiple-Award, Indefinite
Delivery, Indefinite Quantity (MA IDIQ) contracts to each and all qualifying Offerors, as set forth in Section M. Each individual delivery order will continue to follow FAR 16.505(b), fair opportunity ordering procedures to award requirements, which will include evaluation of Cost or Price.
A.5 FASST CONTRACT ORDERING PERIOD: The ordering period for the FASST contract will be five years from the date of the MA IDIQ contract awards.
A.6 DELIVERY ORDER PERIOD OF PERFORMANCE OR DELIVERY SCHEDULE: Each solicited and awarded delivery order will define a specific performance period or delivery schedule.
A.7 DELIVERY ORDER AWARDS: The fair opportunity provisions within FAR 16.505(b) will apply to all delivery orders issued against the MA
IDIQ contract unless an exception applies IAW FAR 16.505(b)(2). The Government will establish order placement procedures, tailored to the individual requirement, for all delivery orders solicited against the MA IDIQ FASST contract.

A.8 ADDITION OF CLAUSES/PROVISIONS AT THE DELIVERY ORDER LEVEL: Depending upon the effort required by a specific delivery order, the
Contracting Officer may add other FAR, DFARS, AFARS clauses, or any other terms and conditions that may be applicable, to individual delivery orders issued against the FASST contract.
A.9 JOINT VENTURES (JVs): To be recognized as a JV as referenced in Section A.4.2 and eligible for award of an FASST MA IDIQ contract and any subsequent delivery orders, the membership arrangements of the JV shall be identified and the company relationships fully disclosed in the offerors proposal IAW FAR 9.603. (Engineering Change Proposals (ECPs), Modification Work Orders (MWO), Pre-Fielding failures), Training equipment and Test equipment, and only Incidental Services (those services that may not fall within one of the above categories, are considered within scope as long as they are incidental to the overall end item hardware being acquired.)
C.1.1 Customers: The purpose of the FASST effort is for the contractors to perform the requirements specified by individual Delivery
Orders issued to satisfy the needs of various assigned Project, Product and Program Managers under The Program Executive Office for
