Q No. Doc Doc Ref Question/Comments Answer/Response Status

1 Soliciation RFQ Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?

The current contract number is W56HZV‐16‐P‐L599. Answered

2 Soliciation SOW What size “bins” are currently being used on property? Totes?

Consoles?

The cabinets are 35"x19"x16". Answered

3 Soliciation RFQ To whom do we respond to the RFQ? Proposals can be emailed to the Contract Specialist at michael.e.gross28.civ@mail.mil.

Answered

4 Soliciation RFQ Are you dissatisfied with your current vendor or is it just that time again to go out for bid?

The current contract is expiring. Answered

5 Soliciation RFQ Do you only want the monthly pricing document for this bid ? The proposed price should be for the full year. However, billing and payment will be done monthly.

Answered

6 Soliciation SOW what is the best time for pick up on each 2nd Tuesday of the month?

The contractor shall arrive at the Detroit Arsenal between

0930 and 1030 to start the pickups.

Answered

7 Soliciation SOW Can you please provide me with the size/type of the bins ? Totes. Answered

8 Soliciation RFQ I have a subcontractor that is a member of the NAID AAA, however they are not certified due to the yearly high cost.

They ensure me that work in the same principal of the NAID

AAA standards. Will this be a problem?

After further consideration, the Government is no longer willing to waive the NAID requirement.

Answered

9 Soliciation SOW Do you know if you have 96‐gallon totes or 64‐gallon totes? The cabinets are 35"x19"x16". Answered

10 Soliciation RFQ I [want to] make certain the information I’m providing is accurate and in the format you’re expecting?

The SF 1449 (Solicitation / RFQ) should be completed and returned to the Contract Specialist via email at michael.e.gross28.civ@mail.mil. Any supplemental material can be in the offeror's choice of format.

Answered

11 Soliciation RFQ Do we need to submit something to acknowledge the

Amendment?

Please refer to Local Narrative AS7001 Acknowledgement of

Amendments in the solicitation and complete the fill‐ins.

Answered

12 Soliciation RFQ Looking at the Q&A, I would take issue to Question 8 regarding NAID Certification. NAID membership is not the same as NAID Certification. Membership is possible simply by paying annual dues that provide access to membership publications and some benefits. Certification includes specific operational and security requirements. Most importantly it includes an independent, annual audit of procedures and equipment and also includes random audits to confirm processes are correct. Without having actual NAID

Certification, the audits will not happen so it is impossible for a company to say that they satisfy certification requirements.

This has been emphasized many times through communications from NAID to all members. I would consider anyone who tries to make that claim as suspect and not fully above‐board.

After further consideration, the Government is no longer willing to waive the NAID requirement.

Answered

13 Soliciation SOW Can I obtain some clarification about the totes size ? Does the totes have wheels because the size you provided indicates its a console with no wheels and its stationary per one of the subcontractors I spoke with.

The current shred boxes are stationary and are not on wheels.

The cabinet description sounds more accurate. The dimensions provided in #9 above are correct.

Answered

14 Soliciation SOW Based on the measurements you gave an an answer to one of the questions, it is clear that you have consoles (cabinets) and not totes, which the industry calls plastic “garbage cans” on wheels. That will make a significant change to the prices I submitted. Please confirm.

The current shred boxes are stationary and are not on wheels.

The cabinet description sounds more accurate. The dimensions provided in #9 above are correct.

Answered

15 Soliciation RFQ Your answer to the subcontractor question is a bit troubling.

NAID Certification stands for something very important to its customers ‐ due diligence and verification. Anyone can SAY that they follow certain policies and procedures, but NAID certification ENSURES it. As a NAID certified member, we are held to very high standards, both ethically and procedurally.

We are subject to random unannounced audits of our facility, our vehicles and our personnel records, ensuring that all employees have been properly vetted before hire, as well as ongoing.

After further consideration, the Government is no longer willing to waive the NAID requirement.
